02 / Operational definition and official framework

Operationally, the City of Knowledge exists only when four abilities work at the same time: access to learning, mutual exchange of knowledge, turning knowledge into a verifiable practice, and keeping a memory of what worked or didn’t work. A separate campus, portal or set of sensors without this cycle is only infrastructure.

  • The object of management is not the “smartness” of the city, but the ability of residents to learn and influence decisions.
  • The result unit is a verifiable improvement in access, quality of life, sustainability, or trust while respecting rights.
  • Indicators are selected according to the local context; initial values and uncertainty are published before the pilot.

Five Guarantees

  • Dignity and agency: understandable consent, the right to refuse and an alternative non-digital channel.
  • Equal access: universal design, language and age accessibility, support for people with disabilities.
  • Privacy: Minimization of data, limitation of purpose, retention periods and prohibition of hidden resale.
  • Controversy: explanation, log of decision, independent complaint and timely correction.
  • Human stop: An authorized operator can safely stop an experiment or service.

Public Value Check

Before launch, the team answers three questions: who benefits, who carries the risk, and who can say “stop”. Responses are checked with the groups that are most affected by the decision. The final score does not average minority rights within a high urban score.

04 / Full cycle of knowledge circulation

The cycle is not a conveyor where the solution is known in advance. At each transition, a return is allowed: data can change the question, independent verification can reject the method, and residents can change the criterion of success. This transforms urban politics from a series of one-off projects into a learning system.

Control transitions

  1. Formulate the public issue so that it is not replaced by the purchase of a specific technology.
  2. Record the baseline, data sources, constraints, and participant protection plan.
  3. Conduct a limited reversible pilot with predetermined criteria PASS / REWORK / STOP.
  4. Measure direct, distributive, and unforeseen effects, not just activity volume.
  5. Write the decision, data, uncertainty, and lessons in the shared archive, including negative results.

05 / Eight functional contours

Contours are not industry “wells”, but interrelated functions. Everyone has an owner of a social outcome, partners, a set of evidence, and a route for intergenerational knowledge transfer.

The City of Knowledge is not built around one prestigious center. The coordinating core links existing institutions and makes them available in the daily geography of the inhabitants.

Lifelong learning

The route is built not on age "corridors", but on the task and previous experience: early development → school → professional trajectory → higher education and research → retraining → public mentoring. Informal and local knowledge can be recognized after a transparent assessment, but does not replace qualifications where security requires a license.

The move to purchasing or scaling is allowed only after a utility check in a particular environment. The publication of a scientific article, patent, demonstration video or volume of investment does not replace the evidence of social effect.

  • Security-critical solutions require specialized expertise and regulatory compliance.
  • The commercial partner discloses conflicts of interest and rights to results in advance.
  • The city retains the export of data and the ability to change the supplier without losing the archive.

09 / Heritage Archive and Common Memory

This module considers the archive of the preservation of the heritage of Humanity as a project program: a distributed system for preserving documents, oral histories, languages, methods, biological and technical observations. Its value is determined not by the volume of accumulation, but by the origin, rights, accessibility and ability to test the context.

The federated architecture leaves the data to the responsible holders and connects them with consistent identifiers, dictionaries, interfaces and access rules. A citywide directory describes what exists and under what conditions it is available; it is not required to copy everything into a single repository.

Recommendation UNESCO About Ethics AI It is used as a normative reference point. Applicable law, industry requirements, and local procurement procedures are further tested for specific application. High average KPI cannot compensate for discrimination or violation of basic rights.

The city is considered as part of the catchment, soil and food landscape. Contour combines observation, education and practice: school and university laboratories, urban farms, water utilities, natural areas, markets and enterprises operate according to comparable protocols.

The model stores several scenarios and does not fold the biosphere into one index. The alert threshold is defined in conjunction with the relevant specialists and communities, and the warning always contains the source, time, geography and confidence.

17 / Funding and architecture of funds

The financial system must separate long-lived infrastructure from risky experiments and maintain verification independence. Personal and registered funds may support missions, but do not receive the right to covertly change criteria, manage residents’ data or circumvent public oversight.

Financial rules

  • The money follows the evidence: the tranches are tied to G-gates and E-levels, not advertising metrics.
  • Rights to publicly funded data and methods should not create an irrevocable dependence on the supplier.
  • Personal data monetization and forced advertising are excluded from the income model.
  • A negative result under the observed protocol is considered socially useful knowledge, and not a reason to hide the report.

1. Executive summary

Proposal. Create a Unified Construction Portal as a trusted integration and transaction layer around a capital construction object: with a single identifier, digital passport, event history, control gate, measurable result and archive of evidence.

The portal should not duplicate the Unified Information System "Stroykompleks.RF", GISOGD, NSPD, EGRP, FGIS CA, EIJS, EIS in the field of procurement, EGRN, public services and other operating systems. Each of them retains its own powers and status as a source of legally significant information. The portal connects their data and actions into a single life cycle of a particular object.

The goal is to move from fragmented document sharing to result management: timing, cost, quality, safety, resource availability, impact on the territory, and operational readiness become visible before critical deviation occurs.

The architecture is based on the principle of "one data - multiple legitimate use". The user logs in through the ESIA, creates or receives a digital passport of the object, and the information is loaded from trusted sources by API and through an event exchange. Repeated manual input is allowed only as an exception with the indication of the reason.

In the project ecosystem SFERA Gathers needs and participants; ECO-PPA forms a programmatic, resource and contractual framework; SPECZASHCHITA organizes cooperation and implementation; EQUILIBRIUM performs monitoring, forecasting and verification of the result; IAC provides decision support and work with deviations. A single construction portal becomes an industry point of assembly of these functions and state services.

  1. Approve the concept of the portal and the interdepartmental working group.
  2. In 30 days, conduct an inventory of processes, registers and integrations without creating parallel databases.
  3. For 90 days start MVP on three types of objects: housing, social infrastructure, industrial and infrastructure object.
  4. Adopt a single standard for the digital passport of the object and the event log.
  5. Secure pilot KPI, independent verification and scaling order.

2. Background and objective

2.1. Fragmentation does not occur due to the lack of systems

The construction already has a developed set of federal, regional, departmental and corporate information systems. The problem arises at the junctions: the same object has different identifiers, versions of documents, compositions of participants, cost models and statuses in different contours.

  • The life cycle gap. Land solution, design, expertise, procurement, construction, commissioning and operation are carried out as a sequence of individual cases, and not as a single object of management.
  • Liability gap. The transfer of documents between participants does not always mean the transfer of measurable responsibility for the result.
  • Data breach. Information is re-entered, diverged by version and do not always have a confirmed source and a temporary label.
  • Later detection of risk. Deviation becomes apparent after the loss of time or money, rather than at the stage of scenario analysis.
  • Weak feedback. Operational defects and actual performance rarely return to the design, rationing and selection of contractors.

The criterion of success. The portal should reduce the number of gaps between participants and systems, and not increase the number of cabinets, forms and reports.

2.2. The state framework is already forming a digital vertical

The key elements of the digital vertical of the construction industry already exist: EIS "Stroykompleks.RF" and registers of requirements and documents, regional GISOGD, project management information systems, GIS TOR KND, EGRZ, FGIS CA, EISJS, NSPD and electronic public services. V 2026 the Government of the Russian Federation approved the updated strategic direction of digital transformation of construction and housing 2030 years.

Therefore, the architectural solution should be federal: retain the powers of data owners, use open integration contracts, provide end-to-end identification of the object and give a single user path on top of existing sources.

3. Target model and principles

3.1. What is a portal

A single construction portal is a state digital ecosystem that combines services, data, participants, contracts, resources, control and analytics around the full life cycle of a capital construction facility.

3.2. Ten Principles

Formula. Unique object identifier + digital passport + Reliable sources + Event Log + Check gate + Explainable Analytics + archive of evidence.

  1. The object, not the departmental form, is the central unit of management.
  2. Existing state systems remain sources of legally significant information.
  3. Data is entered once and reused within the legal regime.
  4. Each version, decision, event, and source is stored in the audited history.
  5. A person makes a legally and socially significant decision; the algorithm explains the factors and consequences.
  6. Access is provided by role, purpose, authority, and minimum amount of data required.
  7. Interfaces are built around the life situations of a citizen, business, customer and authority.
  8. Regional variability is maintained without destroying the federal core of data and standards.
  9. Open API, single classifiers and data exports prevent dependence on a single supplier.
  10. The result is measured by the fact of input, quality and operation, and not by the number of downloaded documents.

3.3. What the portal does not do

  • does not create a parallel vertical of public administration;
  • does not cancel existing procedures, powers and registers without a separate regulatory decision;
  • does not replace an expert, inspector, customer, designer or registration authority;
  • does not store redundant copies of data if a reliable primary source is available;

8. Cross-cutting process and control gate

The control gate is not an additional coordination, but a machine-readable check of readiness for the next stage. The gates aggregate existing solutions and show missing conditions, responsibility and consequences of the transition.

8.1. Change management

Any material change in value, duration, design, composition or impact is recorded as an event. The portal calculates the affected requirements, documents, contracts, indicators and control gates, but does not approve the change independently.

  1. the initiator describes the cause and expected effect;
  2. analytics shows the affected connections and scenarios;
  3. authorized persons make a decision and sign it;
  4. the new version becomes valid, the previous one is retained;
  5. The event is sent to all connected systems under agreed contracts.

9. Analytics, artificial intelligence and digital twin

Prior to the pilot, a legal card is executed: the status of the operator, the grounds for data exchange, the composition of the digital passport, electronic signature and power of attorney, personal and commercial data, the mode of information models, procurement, control, archival storage, responsibility for the quality and order of challenging analytical signals.

The initial regulatory perimeter includes the Town Planning Code of the Russian Federation, legislation on information and data protection, electronic signature, public services, contract system, procurement of certain types of legal entities, shared construction, technical security of buildings and structures, critical information infrastructure and archival business. Current editions and applicability are confirmed by the legal working group before launch.

Normative approach. First, ensure compatibility and legal traceability within the existing powers; only then propose point changes in legislation following the results of the pilot.

11. Economic model, KPI and effects

11.1. Principles of funding

  • Basic public services and mandatory functions are financed as a public digital infrastructure.
  • Integration of the existing state systems is included in the agreed departmental development plans;
  • Pilots can be funded through federal and regional programs, development institutions, and project agreements.
  • Extended B2B-services are allowed only in a separate legal and tariff circuit without limiting access to public functions;
  • ECO-PPA is used as a mechanism to reconcile resources, risks, liabilities and measurable impact of a project, rather than as a substitute for budgetary and procurement rules.

Proposed outcome

Create an intersystem "Contour of digital trust of the construction complex" - an add-on of rules and connections that does not replace the existing GIS. It specifies passports, API-contracts, the graph of origin and the mechanism for re-checking.

For the first time, a large-scale exhibition programme is planned to run simultaneously in 8 Chinese cities—Beijing, Shanghai, Guangzhou, Hong Kong, Harbin, Wuhan, Chongqing and Tianjin—with a combined population of more than 132 million. The exhibition period is 90 days, with an exhibition area of 12,000 sq. m. in each city. Total projected attendance is more than 20 million people.

The program is based on authentic historical photo documents about China of the late XIX century, obtained during the Russian expedition of scientists in 1874-1875 from St. Petersburg to China along the stretches of the Great Silk Road and consists of an exhibition, publishing, advertising, scientific, souvenir, musical, additional programs, a rally and an auction. A special place is occupied by events related to the presentation and implementation of the album "China in photos of Russian travelers of the second half of the XIX century."

Gift copies are planned: one will be offered as a gift from V. V. Putin to Xi Jinping, and one will be sold at auction in Hong Kong. The album is a numbered edition, published simultaneously in three languages—Russian, Chinese and English—with a total print run of 600,000 copies, in A4+ format.

The program was highly appreciated by Russian President Vladimir Putin and Patriarch Kirill of Moscow and All Russia Rus. They both wrote greetings on the album.

A promotional catalogue featuring 8-10 companies from Russia, China, Mongolia and Kazakhstan—the countries through which the expedition passed—and several BRICS countries is planned as part of the same package as the album, with a print run of 600,000 copies in Russian, Chinese and English.

Repayment is to come from entrance tickets, the album, an auction, the advertising campaign, souvenirs and publications, and additional programmes. The funds are needed for a period of 13 months.

The International Intergovernmental Organization “International Research Institute for Advanced Systems” expresses its respect and informs about the preparations made for the implementation of the cultural program “Towards Time” (hereinafter referred to as the program) in the PRC in 2026-2027.

For the first time, it is planned to implement a large-scale rental of the exhibition program simultaneously in 8 cities of China (Beijing, Shanghai, Guangzhou, Hong Kong, Harbin, Wuhan, Chongqing, Tangjin), which together have a population of more than 132 million people. 1. Status of the document

This material is a draft concept of the state program of the Russian Federation "FIRE" and is not a normative legal act approved by the state program or the official position of the state authority. The document is intended for pre-project discussion, pilot formation and subsequent legal, financial and organizational study.

2. Brief summary

"FIRE" is a voluntary state-public system that transfers socially useful initiatives, mentoring, assistance, environmental and cultural practices from disparate shares into a measurable cycle: task → action → confirmation of the result → transfer of experience → scaling.

In the digital outline, "Fire" is proposed to be used not as money and not as a mandatory rating of citizens, but as an untransferable and non-purchaseable sign of confirmed participation in specific programs and projects.

The program is focused on strengthening existing mechanisms of volunteering, education, social service, local initiatives, project activities and public-public partnership, and not on replacing them.

6. Objectives and objectives of the programme

Purpose: to create a national voluntary outline of socially useful action, in which the citizen, organization and territory can initiate, perform, confirm and transmit practices that have a measurable social effect.

  1. to form a single standard of the life cycle of a socially useful event;
  2. create a secure digital infrastructure for fixing and verifying results;
  3. develop a network of mentors and coordinators of the "Rest of Fire";
  4. create a calendar of 365 events and thematic cycles for territories and organizations;
  5. ensure integration with educational, cultural, environmental and social programs;
  6. introduce a system of independent evaluation of effectiveness and antifraud;
  7. to form a mechanism for scaling best practices and interregional exchange.

7. Principles of the program

Voluntary participation of a citizen cannot be a condition for access to basic rights, public services, medical care, education or social protection.

Non-discrimination. participation rates are not used as a universal social rating and do not serve as a basis for automatic restriction of rights.

Irreversibility of the sign of fire. sign of participation can not be bought, sold, exchanged for money or transferred to another person.

Verifiability. accrual of the mark and accounting of the result are possible only by transparent verification rules.

Minimization of data: the system collects only the data necessary to perform a specific function.

Significant decisions about a controversial outcome, sanctions, or exclusion from the program are not made solely by the algorithm.

Openness of the methodology. criteria, indicators, verification rules and appeal procedures are published.

Federality. the general standard is combined with regional and municipal scenarios.

9. Protocol "Relay of Fire"

1. Challenge - formulates a specific socially useful task and the expected result.

2. Acceptance - the participant voluntarily chooses the task and confirms his readiness to perform it.

3. Action - work, help, training or other approved format is performed.

4. Proof - the minimum sufficient confirmation of the result is fixed.

5. Verification - the result is checked according to a previously known procedure.

6. Transfer - a participant transfers knowledge, instruction or invitation to the next participant.

10. Calendar "365 Events"

It is proposed to build an annual rhythm as 13 cycles for 28 days plus the Day of synchronization. This is not a mandatory calendar for every citizen, but a constructor for institutions, regions, communities and voluntary teams.

11. Special cycle "Fire. The Second Breath »

A special socio-cultural cycle can be used for memory projects, intergenerational communication and volunteer assistance. Its central formula is: “Memory lives while we act.”

  • Helping veterans, seniors and families in need of support
  • restoration and care of objects of memory and local cultural spaces;
  • recording of family histories and oral memory with the consent of the participants;
  • mentoring between generations;
  • Volunteering to preserve historical memory.

When using symbols, including the St. George ribbon, a separate regulation of correct and respectful application is necessary, excluding commercialization and formal "accrual points for the symbol".

Financial support should be formed only after the development of the passport program, the composition of projects, the calculation of measures and budgetary powers. At the conceptual stage, a three-level model is proposed:

Federal outline: methodology, basic platform, federal competitions and interregional projects.

Regional contour: co-financing of pilots, operators, infrastructure and local programs.

Extra-budgetary contour: voluntary co-financing of businesses, funds and partners under transparent agreements without buying fire signs.

The document deliberately does not include unconfirmed amounts of funding. The budget should be calculated based on the activities and results of the pilot.

When developing the official draft of the state program, it is necessary to take into account the current Regulation on the management system of state programs of the Russian Federation, approved by the decree of the Government of the Russian Federation from 26 May 2021 № 786, including requirements for strategic priorities, programme content and management system. As of August 2026 The resolution is in effect as amended 2026 years.

A separate legal study will require: personal data; information security; interagency exchange; rules for the participation of minors; grant and procurement mechanisms; verification procedure; appeals; use of symbols; the regime of intellectual rights to materials of the library of practices.

21. What it takes to launch a state pilot

1. approve the concept of the pilot and determine the federal coordinator;

2. to form an interdepartmental working group;

3. approve the methodology of a socially useful event and proof of the result;

4. choose 1–3 pilot regions and 3–5 thematic areas;

5. assess the impact on the rights of citizens and the protection of personal data;

6. create a minimum digital platform and an independent assessment outline;

7. based on 6–12 months to make a decision: stop, update or scale.

For the implementation of this project, a new legal entity was specially created - BRICS Development Joint Stock Company with a team of professionals. The Concept of BRICS Congress Center Development has been developed.

The project is implemented by the International Intergovernmental Organization "International Research Institute for Management Problems" (Prime Minister of the Russian Federation M.V. Mishustin appointed the Secretary General of the Union State S.Yu. Glazyev is a member of the Council of the Ministry of Education and Science of the Russian Federation).

The following sites were selected for the implementation of the project in the Greater City area:

The concept of an ecosystem of events, knowledge, socially useful actions and continuity

1. Design

The portal of the five elements is the event-digital architecture EQUILIBRIUM, in which five universal images organize different types of human activity, and the Relay of Fire connects them into a single cycle of knowledge, action, memory and transmission.

The five elements are seen not as a physical classification of nature, but as an understandable cultural language for organizing programs, events, and user routes. Each element has its own mission, type of actions, set of events and digital portal, but they are all connected by a common protocol: “received — comprehended — made — confirmed — conveyed.”

The central mechanism is FIRE: not a monetary unit and not a means of compulsory social rating, but a voluntary digital sign of a confirmed contribution and passing the relay race. The system should be based on voluntariness, transparent rules, protection of personal data and the ability to participate without material motivation.

2. Mission and objectives

4. Fire Portal - Central Relay

The Fire Portal is the entrance to the system. His task is to turn meaning into action, and action into transmission. The user is not obliged to share any ideology: he chooses a specific useful action, fixes the result and, if desired, passes the baton to the next participant.

5. Relay of Fire Protocol

The Relay is built as a voluntary chain of action. Transfer should not be a condition for access to basic rights, public services, education or vital resources. It is used only as a mechanism of engagement, community and confirmation of project experience.

Second Breath is a Fire Portal format for memory events, continuity, and inner strength recovery. In the Russian cultural context, one of the possible events may be a voluntary action associated with the St. George ribbon: the symbol does not replace the action, but accompanies it.
