02 / Operational definition and official framework

Operationally, the City of Knowledge exists only when four abilities work at the same time: access to learning, mutual exchange of knowledge, turning knowledge into a verifiable practice, and keeping a memory of what worked or didn’t work. A separate campus, portal or set of sensors without this cycle is only infrastructure.

  • The object of management is not the “smartness” of the city, but the ability of residents to learn and influence decisions.
  • The result unit is a verifiable improvement in access, quality of life, sustainability, or trust while respecting rights.
  • Indicators are selected according to the local context; initial values and uncertainty are published before the pilot.

03 / The man in the center: rights before technology

Five Guarantees

  • Dignity and agency: understandable consent, the right to refuse and an alternative non-digital channel.
  • Equal access: universal design, language and age accessibility, support for people with disabilities.
  • Privacy: Minimization of data, limitation of purpose, retention periods and prohibition of hidden resale.
  • Controversy: explanation, log of decision, independent complaint and timely correction.
  • Human stop: An authorized operator can safely stop an experiment or service.

Public Value Check

Before launch, the team answers three questions: who benefits, who carries the risk, and who can say “stop”. Responses are checked with the groups that are most affected by the decision. The final score does not average minority rights within a high urban score.

04 / Full cycle of knowledge circulation

The cycle is not a conveyor where the solution is known in advance. At each transition, a return is allowed: data can change the question, independent verification can reject the method, and residents can change the criterion of success. This transforms urban politics from a series of one-off projects into a learning system.

Control transitions

  1. Formulate the public issue so that it is not replaced by the purchase of a specific technology.
  2. Record the baseline, data sources, constraints, and participant protection plan.
  3. Conduct a limited reversible pilot with predetermined criteria PASS / REWORK / STOP.
  4. Measure direct, distributive, and unforeseen effects, not just activity volume.
  5. Write the decision, data, uncertainty, and lessons in the shared archive, including negative results.

05 / Eight functional contours

Contours are not industry “wells”, but interrelated functions. Everyone has an owner of a social outcome, partners, a set of evidence, and a route for intergenerational knowledge transfer.

The City of Knowledge is not built around one prestigious center. The coordinating core links existing institutions and makes them available in the daily geography of the inhabitants.

A knowledge node is a physical, mobile or digital place where a person can access, contribute experience, verify an assertion, or apply knowledge under responsible supervision.

Lifelong learning

The route is built not on age "corridors", but on the task and previous experience: early development → school → professional trajectory → higher education and research → retraining → public mentoring. Informal and local knowledge can be recognized after a transparent assessment, but does not replace qualifications where security requires a license.

The move to purchasing or scaling is allowed only after a utility check in a particular environment. The publication of a scientific article, patent, demonstration video or volume of investment does not replace the evidence of social effect.

  • Security-critical solutions require specialized expertise and regulatory compliance.
  • The commercial partner discloses conflicts of interest and rights to results in advance.
  • The city retains the export of data and the ability to change the supplier without losing the archive.

09 / Heritage Archive and Common Memory

This module considers the archive of the preservation of the heritage of Humanity as a project program: a distributed system for preserving documents, oral histories, languages, methods, biological and technical observations. Its value is determined not by the volume of accumulation, but by the origin, rights, accessibility and ability to test the context.

The federated architecture leaves the data to the responsible holders and connects them with consistent identifiers, dictionaries, interfaces and access rules. A citywide directory describes what exists and under what conditions it is available; it is not required to copy everything into a single repository.

Recommendation UNESCO About Ethics AI It is used as a normative reference point. Applicable law, industry requirements, and local procurement procedures are further tested for specific application. High average KPI cannot compensate for discrimination or violation of basic rights.

The city is considered as part of the catchment, soil and food landscape. Contour combines observation, education and practice: school and university laboratories, urban farms, water utilities, natural areas, markets and enterprises operate according to comparable protocols.

The model stores several scenarios and does not fold the biosphere into one index. The alert threshold is defined in conjunction with the relevant specialists and communities, and the warning always contains the source, time, geography and confidence.

G0-G8 is a single route of the design solution. Each gateway has an owner, entrance, exit and the right to return the work for revision or stop it.

E-level describes the power of evidence, not the moral value of an idea. It is assigned a separate statement: one project can have E3 for accessibility and E1 for long-term environmental effect.

17 / Funding and architecture of funds

The financial system must separate long-lived infrastructure from risky experiments and maintain verification independence. Personal and registered funds may support missions, but do not receive the right to covertly change criteria, manage residents’ data or circumvent public oversight.

Financial rules

  • The money follows the evidence: the tranches are tied to G-gates and E-levels, not advertising metrics.
  • Rights to publicly funded data and methods should not create an irrevocable dependence on the supplier.
  • Personal data monetization and forced advertising are excluded from the income model.
  • A negative result under the observed protocol is considered socially useful knowledge, and not a reason to hide the report.
