Cooperative member

Basic status. Participates in management through the General Meeting, makes contributions, can enter targeted programs and apply for protection according to the rules of the cooperative.

Online payment is not yet launched. The page describes the proposed acquiring model. The payment button will be enabled after secure data exchange is verified and the acquiring bank is activated.

Payments Accepted Through the Website

Non-Profit Consumer Cooperative “Scientific and Production Association ‘SPECZASHCHITA’” (NPK NPO SPECZASHCHITA) plans to accept only monetary cooperative contributions through a secure bank payment page: admission, share and earmarked contributions. This is not payment for goods or consumer services and is not an unrestricted transfer of funds.

Payment is available only against an individual payment assessment issued by the cooperative. It states in advance the payer, contribution type, basis, amount in roubles, programme or project where applicable, and refund conditions.

Before activation, the cooperative provides the bank with its Charter, contribution rules and payment scenarios and obtains written confirmation that the acquiring agreement permits the acceptance of cooperative contributions. Contributions must not be disguised as payment for services.

Types of Payment

Admission contribution

A monetary contribution to cover admission-related costs. It is not part of the cooperative share fund. After admission to the cooperative is complete, the admission contribution is non-refundable; exceptions for rejected admission, erroneous or duplicate payments are specified in the refund rules.

Share contribution

A cooperative member’s contribution of property to the cooperative share fund. Only monetary contributions are accepted through acquiring. A non-cash share contribution is documented separately through an application, valuation, decision and transfer-and-acceptance certificate.

Earmarked contribution or earmarked share contribution

An earmarked contribution to a specific approved targeted program or cooperative project. Before payment, the payer receives the program rules, the designated use of funds, the amount, and a statement of whether the contribution is refundable or non-refundable.

Payment procedure

  1. The applicant submits an application for membership or the cooperative member submits an application to participate in the program, contribute an additional share or initiate a project.
  2. The competent authority of the cooperative reviews the application and issues a decision, agreement or confirmation of participation when required.
  3. The cooperative creates an individual accrual with a unique number, exact amount and purpose.
  4. The payer checks the full personal or organization name, contribution type, programme, amount and refund rules.
  5. Payment is made on a secure bank page. Arbitrary changes in the amount and purpose are not allowed.
  6. After confirmation by the bank, the contribution is reflected in the personal account of the cooperative member or applicant and a confirming document is generated.

Payment by itself does not mean automatic admission to the cooperative or automatic inclusion in the program. Membership requires an application, a decision of the Council and the fulfillment of the conditions stipulated by the Charter for entrance and share contributions.

Information Displayed Before Payment

  • unique accrual number and its validity period;
  • Full name or name of the payer and his identifier in the register;
  • contribution type, without combining several bases into one line item;
  • exact amount and currency - Russian rubles;
  • the name and code of the targeted program or project;
  • link to the current program regulations;
  • an indication of whether the earmarked contribution is refundable or non-refundable;
  • links to these rules and the refund procedure.

Payment from a third party card is not allowed by default. If such payment is necessary, the cooperative first identifies the payer and documents for whom and on what basis he contributes the funds.

Bank Card Security

The planned acquiring bank is JSC ALFA-BANK. After concluding and activating the agreement, card details will be entered only on the bank’s secure payment page using the transaction confirmation methods provided by the bank.

The card number, expiration date and security code are not entered and are not stored on the cooperative server. The site receives from the bank only the technical status of the transaction, payment ID, amount and information necessary to reconcile the accrual.

Confirmation and Accounting

After a successful transaction, the payer is shown the payment number and receives confirmation through the specified channel. The cooperative records the receipt separately by contribution type and, for an earmarked contribution, by the relevant programme.

If the payment is a cooperative contribution and is unrelated to the sale of goods, work or services, it is documented by a contribution receipt and an entry in the personal account. If the payment’s actual basis is determined to be payment for goods, work or services, the cooperative will use cash-register equipment and issue a fiscal receipt in the prescribed manner.

Cooperative Contribution Rules

These rules disclose the procedure for payments on the site and do not replace the Charter, decision of the competent authority, regulations of a specific program, individual application or agreement. In case of discrepancy, signed and approved documents are used.

General Rules

The cooperative accepts contributions only where there is a documented basis. The type, amount, and payment purpose must match the individual assessment. Funds are accounted for separately by cooperative member, contribution type, and targeted program.

A public description of the program on the website allows you to get acquainted with the direction of work, but does not in itself create an obligation for the cooperative to accept money or include a visitor in the program.

Joining a cooperative

  1. A citizen or organization submits a written application for admission and the necessary information.
  2. The cooperative council considers the application in the manner and within the period established by the Charter.
  3. Following a positive decision, separate assessments are issued to the applicant for the admission contribution and share contribution, or for the prescribed portion of the share contribution.
  4. After the Board decision and fulfilment of contribution requirements, the information is entered in the register and membership is confirmed by the document specified in the Charter.

Signing the application or paying only the admission contribution does not, by itself, confirm cooperative member status. Until admission is complete, the payer remains an applicant.

Contribution to an Approved Targeted Program

  1. The cooperative member selects an active program and reviews its regulations, objectives, term, budget, and the conditions governing whether the contribution is refundable.
  2. The cooperative member submits a participation application and states the proposed level of participation if it is not established by the program documents.
  3. The cooperative confirms the possibility of participation and creates an accrual with the program code.
  4. After payment, the receipt is recorded in the cooperative member’s personal account and in a separate program account.

An earmarked contribution may not be assigned a generic payment purpose without the program name and application or assessment number. Each program must separately state whether the contribution is refundable, non-refundable, or an earmarked share contribution.

If a cooperative member initiates a new program

The phrase “I initiate the program and my share is such and such an amount” is a statement of offer, but not yet a basis for payment. The statement must describe the purpose, activities, estimated budget, deadline, form and size of the share, control procedure and expected result.

The cooperative checks the initiative’s compliance with the Charter, assesses the risks and source of funds, determines the contribution type, and approves the programme regulations or executes the necessary documents. Only then is an individual payment assessment created.

If the initiative has not been approved, the cooperative will not accept an earmarked contribution or share contribution through the website. Funds received without a documented basis must be identified and returned as an erroneous payment.

Property share contribution in non-cash form

A share contribution may be made in cash, securities, property, property rights, or other rights with monetary value. Merchant acquiring applies only to monetary contributions.

For a non-monetary contribution, at a minimum, the following must be drawn up: an application from the cooperative member, documents on the right to the asset, a description and monetary valuation, a decision to approve the valuation and acceptance of the contribution, a transfer-and-acceptance certificate and an entry on the personal account. For intellectual or other rights, the scope of transferred rights, territory, term and restrictions on use are additionally recorded.

Documents and Accounting

For each contribution, the cooperative retains the complete supporting record: an application or agreement, a decision of the competent governing body, the assessment, bank confirmation, the accounting entry, and the personal account statement. For an earmarked contribution, the program regulations and separate analytical records of the use of funds are also retained.

The payment purpose must clearly identify the cooperative member, the type of contribution, and the program. A single payment must not combine an admission contribution, share contribution, and earmarked contribution.

Important Limitations

  • The contribution is not a bank deposit, a loan to a cooperative, or the purchase of a security.
  • Depositing a share does not guarantee a fixed income, payback period or increase in the value of the share.
  • Cooperative payments are possible only if there are grounds, financial results and a decision of the competent authority.
  • Targeted funds are used within the approved program and are accounted for separately.
  • Payments by third parties, splitting of payments and discrepancies in the source of funds may require additional documents for verification under 115-FZ.

Payments and Settlements

Refund of Contributions and Erroneous Payments

A card transaction refund and the return of a cooperative share are different procedures. The first corrects a payment error. The second changes the member’s property relationship with the cooperative and requires documents and a decision under the Charter or programme regulations.

Applicable Procedure

Return of the card transaction is applied when re-write-off, erroneous amount, absence of valid charge, refusal to accept before the membership occurs or inability to identify the basis of payment.

Return of the share or target contribution is made at the request of cooperative member in connection with the withdrawal, reduction of the share or the terms of the program. This is not a cancellation of the purchase and not an automatic return to the card.

Erroneous, Duplicate, or Unaccepted Payment

The payer submits an application with the payment assessment number, date, amount, transaction identifier and reason for the refund. The cooperative registers the request, reconciles the payment with the bank and communicates its decision within 10 business days after receiving sufficient information.

If the application for membership is rejected or membership has not arisen and there is no other agreed basis for offset, the received admission and share payments will be returned. Non-refundability of the admission contribution applies after the completion of admission, and not to the money of a person not accepted into the cooperative.

Admission contribution

After a person is admitted to the cooperative and the membership conditions are met, the admission contribution is not part of the cooperative share fund and is non-refundable. It may be refunded only as an erroneous, duplicate or unaccepted payment, or in another case expressly provided for by a mandatory legal rule or a cooperative decision.

Share contribution

Upon termination of membership, the return of the share is made after calculating the cooperative member's obligations in the manner and within the period established by the Charter. The Charter provides for final payment no later than six months after approval of the annual balance sheet. Debt and other documented obligations of the cooperative member to the cooperative may be deducted from the amount.

Partial reduction of share without exit is not performed with one button. The cooperative member submits an application, the cooperative checks the possibility of a reduction taking into account obligations and the program, makes a decision and formalizes a change in the personal account. If the decision is not made, the payment transaction is not cancelled.

Earmarked contribution and earmarked share contribution

Refunds depend on the contribution type and the specific programme regulations. Before payment, the assessment must specify one of these conditions: a refundable earmarked contribution, a non-refundable earmarked contribution or an earmarked share contribution.

A refundable earmarked contribution is refunded in the circumstances and within the time limits established by the program regulations, agreement, and cooperative decision. A non-refundable earmarked contribution, once duly accepted and applied to the program purpose, is not refundable except in the event of an error or where required by law. An earmarked share contribution may be returned in cash or in property under an agreed and properly documented procedure.

How to Submit an Application

The application is sent to office@speczashchita.com or at the cooperative’s registered address. State your full personal or organization name, member or applicant identifier, payment assessment number, payment date and amount, contribution type, programme, reason and requested resolution method.

Do not send the full card number, expiration date and security code. For initial reconciliation, the last four digits of the card and the bank transaction ID are sufficient. The cooperative has the right to request additional documents if necessary for identification, accounting or verification under 115-FZ.

Refund Method

A card transaction is reversed through the acquiring bank to the same card or payment instrument from which the funds were received; cash is not paid instead of a card refund. The time taken for the refund to be credited depends on the payer’s bank.

The return of the share or earmarked contribution is made in the manner established by the decision and program documents: by bank transfer or, if applicable, by transfer of property under a deed. The transaction status and supporting document are sent to the cooperative member after execution.
