Dear Alexander Nikolaevich!

Russian business needs an agreed mechanism linking the strategic task of the company or territory with the project solution, the obligations of the parties, resources, calendar, primary data and independently verifiable result.

I propose to hold on the site of RSPP 90-day organizational and methodological approbation of the author 's design and analytical outline "EQUILIBRIUM — ECO-PPA — SPECZASHCHITA — ESG-IR — SFERAthe Materials of Voluntary Participating Companies and Industry Associations.

Legal disclaimer
ECO-PPA is not declared an independent type of contract established by law. In each case, the lawyers qualify the applicable design: supply contract, contract, service, offset, concession, PPP, project financing or their acceptable combination.

Approbation ends not with the signing of the transaction, but with a verified project dossier and a list of legal options.

Conjugation with RSPP practice
ESG-IR is proposed as an experimental project layer of evidence, complementing, rather than replacing, the existing indices, non-financial reporting and public certification of the RSPP [8].

15 / LAW, DATA AND INTELLECTUAL PROPERTY

  • Minimization. Only the amount of data required for a specific check is transmitted.
  • Possession. The source and legal owner of the data are recorded; participation does not change ownership automatically.
  • Separation of access. Open, working, confidential and protected layers have different modes.
  • Versionality. The original records, conversions, methodologies and adjustment decisions are retained.
  • Publication. External disclosure is allowed only with the consent of the owner and after verification of trade secrets.
  • Intellectual rights. The methodology, initial decisions of the companies and joint results are delimited by the agreement before the work begins.

Stop-conditions
Approbation is suspended if there is no legal basis for data processing; it is impossible to separate the operator from the verifier; critical infrastructure is disclosed; third-party rights are violated; there is no appeal mechanism.

Specific requirements are determined by lawyers, data owners and information security specialists for each case.

  • At least two companies confirm further participation in writing.
  • Each case has a decision owner and data owner.
  • Mandatory passport fields are filled or the data deficit is officially accepted by the working group.
  • For key indicators, a unit, baseline, source, methodology, frequency and method of verification are determined.
  • All significant statements have signed status; calculations are reproduced by an independent expert.
  • At least two consecutive data slices are obtained.
  • There are no unresolved critical legal, informational or ethical risks.
  • The contractor does not confirm its own result.
  • The companies approved a resource and organizational plan for a 12-month-old pilot.

18 / DRAFT RESOLUTION

Draft order of the President of RSPP

1. Support
Conducting 90-day organizational and methodological testing without the obligations of the RSPP to finance projects and without prior recognition of the methodology as an instrument or standard of the RSPP.

2. RSPP, together with the interested committees and departments, shall submit within 15 calendar days:

  • the candidate coordinator;
  • Draft regulations on the working group;
  • technical task;
  • list of voluntarily participating organizations and cases;
  • rules for working with data, trade secrets and approbation results.

3. The Working Group shall ensure:

  • testing the methodology on a limited set of voluntary cases;
  • independent legal, technical and methodological review;
  • preservation of the right of companies to terminate participation in the manner prescribed by the terms of reference.

4. Upon completion 90 days
Submit to the President of the RSPP the final report and draft decision: go to the 12-month pilot; continue refining with the conditions; or complete the experiment.

The wording is a project for legal and organizational improvement by the RSPP.

One program - from pollution to restored biocenosis

The joint system is not a substitute for national programmes. It combines data, solutions, financing and verifiable natural effects.

Proposed solution: Create a Russian–Indian EQUILIBRIUM framework for river basin management: a flagship Ganges pilot, comparable Russian catchments as a technology laboratory, a unified “Ledger” of evidence, and expansion to soils, air, forests and cities.
  • The main Indian pilot is the Ganges and tributaries: wastewater, industrial discharges, solid waste, agrostocks, floodplain soils and aquatic biota.
  • Russian contribution includes satellite and ground diagnostics, cold climate and large catchments, modeling of fires and permafrost, laboratory verification, cleaning engineering and digital twins.
  • Joint standard - biocenosis passport, chain "signal → source → risk → action → result", interoperable data and independent audit.
  • The financial mechanism ECO-PPA mobilizes resources to the detriment and pays not for the equipment as such, but for the confirmed reduction in load and restoration of ecosystem functions.
  • The first goal is for 100 days to agree on a Gang pilot, a Russian reference catchment, a baseline, data owners and a package of 12 Measurable indicators.

First package for 100 days

  1. To appoint a joint group on biocenoses and basin monitoring within the framework of existing mechanisms of science, climate and economic cooperation.
  2. Select the Ganges site - with a combination of urban, industrial and agricultural pressure available from data from NMCG and interested local authorities.
  3. Selecting a Russian polygon is not a “copy of the Ganges”, but a reference for methods of monitoring, cleaning, soils and proving the result.
  4. Fix the baseline - one technique, seasonality, control areas, uncertainty, data rights and public version.
  5. Launch three quick packages - sources of pollution; water/cleaning; soil/agricultural - with parallel biotic and social assessment.
  6. Prepare ECO-PPA — contract of readiness and result with independent verification, O&M and load transfer ban.
The decision to approve the development of an interdepartmental passport of the pilot "Gang: water - soil - biocenosis" and appoint Russian and Indian coordinators to prepare a joint feasibility study.

1. Summary

“Trade Union 4.0” is a model of the new generation trade union movement, in which the trade union retains its basic function of protecting labor rights, but at the same time becomes an institution for the development of labor, an operator of social services, a participant in improving productivity, a competence center and an equal partner of the state and employers.

The key transition of the program: from the predominantly reactive protection of the interests of employees to the constant support of a person throughout the professional trajectory: training, employment, safety, health, income, participation in the improvement of the enterprise and social sustainability.

2. Strategic objective

To create by 2035 a modern, technological and economically sustainable system of trade unions that improves the quality of work and life, strengthens social partnership and provides employees with real participation in the development of enterprises, industries and territories.

3. Mission

To protect the dignity of the person of work and to create conditions under which work becomes a source of well-being, development, professional realization and public recognition.

4. Basic principles

  • Man is the main capital of the economy.
  • Legality, transparency and evidentiary decisions.
  • Partnership instead of chronic confrontation.
  • Continuous development of competencies.
  • Digital availability of trade union services.
  • Equal access to protection and social opportunities.
  • Responsibility of employer, employee and state.

5. The new role of the trade union

The union 4.0 simultaneously performs seven functions:

  • Defender of labor and social rights;
  • mediator and negotiation platform;
  • competence development center;
  • operator of social and corporate programs;
  • participant of increase in productivity and safety of work;
  • Institute of Public Control;
  • Employee participation platform in enterprise development.

6. Architecture of the Trade Union 4.0

6.1. The Digital Core

  • personal cabinet of a trade union member;
  • electronic appeals and legal advice;
  • electronic voting and polling;
  • register of collective agreements and agreements;

8. New Generation Collective Agreement

The union 4.0 proposes to expand the subject of the collective agreement. In addition to traditional guarantees, it may include:

  • Employee participation programs in productivity improvement;
  • corporate pension and insurance mechanisms;
  • AI and automation rules for personnel;
  • procedures of retraining in technological transformation;
  • Indicators of social impact.

9. Trade Union and Technological Transformation

Automation and artificial intelligence should not be seen solely as a source of staff reduction. The task of the union is to ensure a manageable transition: a preliminary assessment of the impact of technology on employment, retraining, the creation of new working roles and the equitable distribution of the effect of productivity growth.

The trade union 4.0 is based on four-way interaction:

The purpose of the system is to translate contradictions into the negotiation process, and common interests into joint programs on employment, productivity, labor protection, personnel training and development of territories.

1. Summary

The Cooperative Labour Exchange (CBT) is an infrastructure mechanism of the Social Cooperation system that connects people, competencies, tasks, projects, customers, cooperatives and resources into a single digital contour of labor organization.

CBT is not just for job search. Its task is to translate the demand for socially useful and economically demanded activities into specific tasks, to form teams for them, to ensure the legal registration of relations, accounting for contributions, payment, the development of competencies and the accumulation of a confirmed reputation.

The key principle of the system: a person gets access not only to the vacancy, but also to the trajectory of participation - from a separate task and project role to membership in a cooperative, creating his own production team and participating in the distribution of the result within the framework of the chosen legal model.

2. Mission and target model

The mission of the CBT is to make work, competence and cooperation an accessible resource for the development of man, territory, enterprise and society.

Competences, experience, portfolio, confirmation of qualifications, preferred mode of employment, accessibility, geography, history of completed tasks and reliability rating.

Vacancies, project roles, one-time assignments, production orders, social work, research and engineering tasks, internships and volunteer projects.

Automated selection of the composition for the task, taking into account the competencies, availability, rating, location and compatibility of roles.

Selection and registration of a legally acceptable form: an employment contract, an SPC contract, an agreement with a self-employed person/individual entrepreneur, membership and economic relations of a cooperative, a consortium or other project model.

Fixing stages, acceptance, quality, labor and individual / team contribution according to pre-agreed rules.

5.6. Calculations

Task account, reservation of funds, stage payments, taxes and mandatory payments depending on the legal status of the participant.

6. End-to-end process

  1. The customer forms the task and the expected measurable result.
  2. The CBT classifies the task, defines the necessary competencies and the recommended legal model.
  3. The system selects individual performers or forms a project team/cooperative outline.
  4. The parties shall agree on the price, timing, roles, acceptance criteria and the procedure for the distribution of remuneration.
  5. Necessary contracts are drawn up and, if necessary, funding is reserved.
  6. The work is done in stages; the result and contribution are recorded in the system.
  7. The customer accepts the result or the envisaged procedure of revision / dispute is launched.
  8. Payments and mandatory calculations are made.
  9. The result falls into the digital portfolio, and the participant is offered the next project or development trajectory.

7. CBT in the system "Social Cooperation"

The Labour Exchange acts as a human resources and production circuit of social cooperation. Through it, social initiative gains people and competences, and the individual gains access to real tasks, projects and collective forms of economic participation.

  • corporate programs of personnel reserve formation;
  • state and regional employment and retraining programs;
  • service income from training, insurance, settlements and infrastructure with the voluntary choice of a participant.

Important: the distribution of revenue within the cooperative and the project team is determined by their legal form, internal documents, contract and actual contribution. It is impossible to automatically consider any performer as the "co-owner" of the result or to replace the wages of "shares" without a legal basis.
