2. Essence and scale
Modern programs break down into unrelated documents, databases, budgets, pilots, and reports. Even a strong idea often lacks a single passport of origin, a responsible owner, a production trajectory, a verifiable baseline, and an understandable mechanism for moving to scale. ORION22:22 bridges the gap not by centralizing just one database, but by creating a common navigation framework.
The scale of the system is set in three dimensions: substantive - from nature and technology to culture and security; territorial - from the object and the municipality to the country and international cooperation; temporary - from the current event to the long-term heritage. Working definition: ORION22:22 is a suprasystem navigation circuit that connects the semantic model, registers, data, digital twins, forecasts, initiatives, financing, cooperative execution, verification and long-term memory into a single evidence-based trajectory.
- ORION is not a system of total control; access is based on roles, goals and legal grounds.
- The ORION does not make critical decisions autonomously; AI forms recommendations, alternatives, and warnings.
- ORION does not declare symbolic designs to be physical laws; symbolism serves as the language of project assembly and communication.
5. Formula 22:22
The dot in the name means the relation of conformity. The left side is 22 mandatory functions of the holistic system. The right side is 22 results by which you can prove that functions do not exist on paper. Each pair receives the owner, data source, calculation method, tolerance threshold, update frequency, and verification procedure.
Operational formula for connectivity: O = C × D × E × T, where C is the connectivity of participants and objects, D is the reliability of data, E is the ability to execute, and T is trust and legitimacy. The multiplicative entry emphasizes that the critical failure of one component nullifies the practical value of the others. This is a management evaluation model, not a physical law.

Principles ECO-PPA
- capital is provided in stages after the achievement of the audited conditions;
- The cash flow and the socio-ecological effect are accounted for separately, but are related in one model;
- non-financial indicator does not turn into money automatically: a legal object of the transaction, counterparty, price and settlement infrastructure are necessary;
- risks, reserves, insurance and liability are fixed before the pilot starts;

21. Validation, maturity and scale tolerance
Maturity is assessed on five levels. The resulting high score does not cover critical violations of rights, safety, ecology or evidence. Scaling requires at least a 3 layer for key functions and no red constraints.

22. Launch solution and manifest
To move from concept to action, it is proposed to approve a limited zero cycle without prematurely deploying a national platform. Its task is to prove the operability of the principle 22:22 on one full route of the initiative and to prepare a package of solutions for the pilot.
- Adopt the concept as a working basis for discussion;
- appoint a result customer, coordinator and architectural office;
- choose one pilot territory and one priority initiative;
- agree on data owners, independent verifier and legal boundaries;
- prepare a zero-cycle estimate and project financing for the pilot;

Brief summary
- ORION connects five layers - Meaning, Knowledge, Solution, Action and Memory - into the testable circuit "data → digital twin → solution → action → effect → proof".
- “Thinking flow” is the dynamic of this circuit: observation turns into context, concept, hypothesis, scenario, and solution proposal; after human authority, action and effect are brought back to memory as verified knowledge.
- 22 axes answer different questions and do not replace each other. Language, version, source, trust, and alignment status are common meta-information, not complementary axes.
- SRCh 1.0 is connected as a profile of the individual and the environment: 19 standards form the normative framework, while 260 indicators form the measurement register. The technical name is “life trajectory indicators”; the name presented to users is “Destiny indicators”.
- Matrix 260 Kins are stored separately as a symbolic system 20×13. Its coordinates can describe the role of the record or the cycle phase, but do not confirm causality and are not used for automated decisions about rights, access or resources.

Civilizational systems use thousands of legal, statistical, industry, scientific and local classifiers. Their direct merging destroys the context: the same words denote different concepts, the same codes change the meaning between versions, and close categories are not always identical.

6. SRCh 1.0: 19 standards and 260 Destiny indicators
Basic principle. Man is a subject of development. The quality of the environment and support is standardized, not the personality. Indicators serve to improve conditions and cannot be used for discrimination, punishment or public ranking.
In ORION, the name “260 Destiny indicators” is retained for users as a meaningful image of a life trajectory. The technical and normative layers use the neutral name “260 indicators of conditions, opportunities and confirmed development results”. Their distribution is fixed: СРЧ-01–СРЧ-13 have 14 indicators each, and СРЧ-14–СРЧ-19 have 13 each; 13×14 + 6×13 = 260.

Each SRCh indicator is a concept on the IND axis and must also be linked, at a minimum, to GOA, BEN, GEO, TIM, PRV and RGT. An SRCh standard forms a profile: it defines the mandatory facets, but does not create a second independent metalanguage.

- No single score can compensate for a critical failure in dignity, safety, rights, or health.
- Personal data is minimized; identifying and analytical sets are stored separately.

7. Book of Kins: a separate framework of 20×13
Distinguishing the two sets of 260. SRCh contains 260 measurable indicators according to the formula 13×14 + 6×13. The Book of Kins contains 260 symbolic coordinates according to the formula 20 archetypes × 13 tones. Equal counts do not imply identical meanings.
In the Heritage Archive, the KIN describes a combination of a semantic function and a cycle phase for a record, event, or decision. The archetype is not assigned to a person as an immutable characteristic, and the symbolic coordinate is not used as a forecast of fate or a basis for the distribution of rights and resources.
