01 / APPOINTMENT

Passport of the program

"FENIX - Evolutionary System" - a draft voluntary program of national self-development "Knowledge and Energy". Her subject is personal training, mentoring and joint work on the practical tasks of the family, community and territory.

What should appear in the participant

Clear next step, accessible set of materials, mentor support and completed work. The program does not promise the same rate of development, employment, income, treatment or recognized qualifications for each participant.

Pilot numbers, budget, acceptance criteria and role allocation are further suggestions. Partnerships and financing are not considered confirmed until the conclusion of the relevant agreements.

02 / ARCHITECTURE

How the Evolutionary System Works

Evolution here means a managed renewal of practice through experience and feedback. This is the name of the organizational model, not a statement about biological evolution, the special nature of man or a proven change in physical states.

Three pillars of the organizational model

The platform connects participants, tasks and knowledge. Funds and other legitimate sources of funding provide agreed expenses. Association of participants sets the rules of interaction and feedback. None of these elements cancels the independence of a person.

What remains unchanged

Volunteering, respect for dignity, security, freedom of belief, verification of allegations and transparency of conditions. Methods, forms of classes and the composition of projects can be changed according to the results of the pilot. The failed experiment is stored in memory as an experience, not hidden.

03 / THE FENIX CYCLE

Five Stages of Renewal

The image FENIX is used as the program language. The names of the stages retain the symbolism, but each action has the usual practical content. They do not describe a mystical diagnosis or a mandatory sequence of experiences for all.

Rule of transition

At each stage, the participant and the mentor check three questions: whether the task is clear, whether the resources are sufficient, and whether the continuation is safe. When overloading, the route is reduced or suspended. Repeating the stage is not considered a failure of a person.

Example of one cycle

The participant chooses the task: to learn to take into account the energy consumption of the public workshop. First, it studies the units and readings of the counter, then it collects a journal. When parsing, it notices gaps and different modes of operation. Corrects the methodology, compiles a comparable report and passes the template to the next group. The proof of the result is a journal and a reproducible calculation, and not the name of the passed stage.

04 / PERSON IN THE CENTER

13 contours of personal development

The design structure of 13 contours is preserved. This is a menu for self-choice, not a scientifically established hierarchy of people. For the first cycle, it is enough to choose one main contour and one supporting one.

05 / TRAINING CONTOUR

Knowledge: From Source to Skill

In the program, knowledge is organized not only as a collection of materials, but also as a sequence of "question - source - understanding - action - verification". The international benchmark of lifelong learning covers different ages, life situations and formal, informal and everyday forms of learning. [S01]

Library of Knowledge

Four shelves are offered: basic literacy; skills by directions; descriptions of local projects; an archive of methods and results. For each material, the rights of use are separately noted. Open educational resources, as understood by UNESCO, allow for use and processing within an open license or public domain regime. Free reading does not in itself mean the right to copy and recycle. Verifiability

The library suggests labeling statements as verified information, a description of practice, a hypothesis or an author's interpretation. The UNESCO Open Science Recommendation provides guidance for transparency of methods and exchange of verifiable results; a specific programme procedure is developed separately. [S03]

06 / RESOURCE OF ACTION

Energy: three different values

In the title "Knowledge and Energy" combines humanitarian and engineering meanings. To avoid ambiguity, the documents and indicators of the program are divided.

Engineering part

Power and energy are not identical: watt characterizes power, joule - energy; in practice, electrical energy is also taken into account in kW·h. With constant power 1 KW per 1 hour corresponds 1 KW·h, or 3,6 MJ. This is a unit ratio, not a promise of device performanceS06]

For the energy project, a sequence is proposed: the boundary of the object → source accounting → Safe measure → Re-registration → analysis of the result. Approach ISO 50001 uses data, objectives, measurement and continuous improvement of energy management; addressing it does not mean certifying the programS05]

Status of technical solutions

The applicable solution is checked for purpose and tolerance. The research prototype is considered only under the approved test program. An idea without reproducible measurements remains a hypothesis and is not included in the promised power, revenue, or savings estimate.

07 / WAY OF PARTICIPANT

Personal route for 12 weeks

The route begins with the request of the person himself. The mentor helps to narrow the task down to a result that can be shown in one cycle. The proposed pilot load is up to 4 hours per week, with an individual reduction; this is a plan, not a mandatory norm.

An example of the "Understandable Energy Accounting" route

The goal is to independently prepare a journal of consumption of the agreed object. Knowledge - units, reading reading testimony, a simple table, comparability of periods. Practice - obtaining permitted data without interfering with the electrical installation. The result is a journal, calculation and a list of questions to the engineer. The instructor checks the arithmetic and the boundaries of the output.

Weekly meeting

Discuss what has been done, one difficulty, the help needed and the next step. The participant discloses personal circumstances only to the extent necessary for him. Lack of progress leads to a change of route, not to public censure.

08 / COMMUNITY

Local Center and Mentoring

The basic organizational unit is the local center of knowledge and practice. It can be a contractual site of a library, workshop, educational or public organization. The name of the center does not imply ownership of the building or the consent of a particular institution.

Model of the first center

We offer 20 participants, 2 mentors and 2 practical projects. Groups of 5–10 people are formed by task and accessibility. This size is the organizational assumption of the pilot, and not a proven pedagogical optimum.

Family and children

A separate safe format, interaction with legal representatives, rules of photo and video shooting and work with data are prepared for the participation of minors before the launch. Children are not included in hazardous engineering operations, financial charges or public evaluation of families. The specific mode is checked by activity. [S08, S09]

Accessibility and Disagreement

There is a paper route, telephone communication, large font, accompanying and adapting the pace. Requests for mentoring, funding and security have separate channels, clear deadlines for response and the possibility of reviewing the decision.

Knowledge: Land use, fertility, observation methods. Practice: Training area on a legally provided site.

Result: Passport of the site; photo fixation and comparable observations. Border: Works only with the approval and consideration of the land regime.

Knowledge: Water consumption, loss, hygiene and the boundaries of household tests. Practice: Log of water accounting and checking of leaks with the owner of the object.

Result: The volume of water by the meter; the act of eliminating a confirmed leak. Border: The household test does not replace drinking water quality control.

Knowledge: Air quality, ventilation, sensor limitations. Practice: Educational observations in the room using a safe method.

Result: Journal of conditions and indications; appeal to a specialist in the problem. Border: An unverified sensor does not serve as evidence of wrongdoing.

D07 / Biocenoses

Knowledge: Local species, habitats, seasonality and conservation. Practice: A map of observations and coordinated assistance to the natural territory.

Result: Observations with place and date; check by a specialist. Border: Do not interfere with protected objects without permission.

D08 / Food

Knowledge: Food literacy, storage, traceability, loss. Practice: Educational accounting of food losses of the family or the permitted site.

Result: Journal of mass and causes of loss; plan to reduce them. Border: Do not make healing promises and do not violate food safety.

D09 / Energy

Knowledge: Electricity, Heat, Accounting, Efficiency and Safety. Practice: Energy passport of the training area with an engineer.

Result: kW·h for a comparable period; list of safe measures. Border: Installation and access to electrical installations - only with approved performers.

D10 / Materials

Knowledge: Properties, tests, repairs, ceramics and synthetic crystals. Practice: Catalogue of samples and application tasks without dangerous experiments.

Result: Passport of the material: origin, properties, restrictions. Border: Distinguish the demonstration sample from the permitted product.

Result: Map of tasks; decision of the owner or authorized participant. Border: Take into account the rights to the object and the powers to perform work.

Knowledge: Hypothesis, method, data, criticism and reproducibility. Practice: Safe research with a plan and a scientific mentor.

Result: Protocol and baseline data; separately positive and zero result. Boundary: The hypothesis is not presented as a proven fact.

Knowledge: Working with data, digital tools and verifying answers AI. Practice: Knowledge catalogue or simple local community service.

Result: Working prototype; tests, access rights and change log. Border: Do not upload other people’s personal data without a legal basis.

Knowledge: Risks, safe work, actions according to approved instructions. Practice: Site risk passport and training readiness check.

Knowledge: Planning, arrangement, feedback and verification of the result. Practice: Register of community projects and open anonymous report.

Result: Decisions with responsible; versions of plans; adopted results. Border: The internal decision does not replace the powers of the authorities.

13 / ACCOUNTING RESULTS

19 related balances

Balance in this program is a management record of the need, available resources, action, and change in the state of the object. This is project analytics, not automatic recognition of an accounting asset, debt, or property right.

How to avoid double counting

Each result has one identifier. For example, the energy savings of the workshop relate to D09; the training of participants - to D02; the costs - to D16. These are different indicators of one job. It is impossible to summarize kilowatt-hours, the number of trained and rubles in one amount or re-record one savings in several projects.

Example of recording

Object: Public workshop. Basic balance: D09. Contacts: D02, D13, D16. Need: understand the consumption and modes of equipment. Action: Harmonized log and secure organizational measures. Evidence: initial data, comparison conditions, calculation, conclusion of the responsible. All numerical results appear only after measurements.

14 / MANAGEMENT AND INTERACTION

Platform. Funds. Merger

For management, a separate responsibility is offered: methodology and library, work with participants, resources, security and verification of the result. The three pillars — platform, funds, and association — are linked by contracts and clear regulations, not informal promises.

Programme bodies — proposal

The methodological group is responsible for the content. The coordination group - for the pilot and resources. The Board of Participants discusses accessibility and feedback. The audit team reviews the results and conflicts of interest. Their authority and formation procedure must be accepted by the operator before launch.

Division of roles

The author of the project does not confirm his own expenses and controversial results. A person with personal interest discloses it and does not make the appropriate decision. Decisions and grounds for refusal are available to the participant in the part related to it.

15 / DATA AND MEMORY

Digital environment and artificial intelligence

A minimum digital environment is sufficient for the pilot: a route register, a knowledge library, project cards, resource accounting and a solution log. A large-scale platform is not a condition of the first useful result.

Role AI

Suggested functions: explanation of terms, search for the allowed library, draft plans, assistance in arithmetic and identification of blanks in the form. Conclusions are verified by the person. Admission, security, employment, medical decisions and access to funding are not transferred to AI alone. The reference point is human control and responsibility in UNESCO recommendations. [S04]

Data protection

For each operation, the operator determines the purpose, the basis, the required composition of the information, the storage period and the access range. Consent is not used as a universal substitute for all the requirements of the law. Before publication and transfer, including to a foreign service, a separate check of the conditions is carried out. 16 / PILOT ECONOMY

Resources and budget example

Below is a calculated example for discussion: 60 Participants, 3 Center, 6 Mentors, 6 Projects and 12 weeks. General framework — 1 200 thousand rubles. This is not a market valuation, not an approved estimate or a promise of funding raised.

Calculation for planning

1 200 000 rub. / 60 Participants = 20 000 Rs. to the planned place of the full pilot. At 48 The estimated cost of completing the route would be 25 000 rub. These values characterize the cost of the program, not the value of the person or the promised effect.

Sources and accounting

Possible sources: own funds of the operator, contractual financing, donations and grants, subject to their conditions. Specific sources are not confirmed at the time of the concept. In-kind contributions and voluntary time are recorded separately from cash receipts; they cannot be recorded as money received.

The legal regime of revenues depends on the chosen operator, its charter and type of activity. Prior to the fees, the recipient, appointment, reporting and return procedure are determined if there are grounds. The relevant law applies to NGOs, but the name “programme fund” does not in itself create a legal entity. [S10]

17 / EVALUATION WITHOUT HUMAN RATING

How to check the result

The quality of the program and the work performed is checked. Before the start, the initial state, criteria and method of confirmation are specified. For the first pilot, the following guidelines are proposed, which the operator must agree with the participants and sites.

Skill assessment

The initial and final work are comparable in complexity. The examiner uses the same criteria sheet. Additionally, self-assessment and feedback are collected, but they are not a substitute for monitoring the performance of the task. The completion rate should not discourage a person from making a choice.

Energy result

It is proposed to compare data only within the same boundaries of the object, taking into account the time of work, load and significant external conditions. Savings in kW·h and change of payment in rubles are shown separately. The basis of the methodology is the measurement and analysis of energy consumption, and not a comparison of two random accounts. 18 / LAUNCH CONDITIONS

Russian legal part

The legal model is determined by actual actions: who provides the service, to whom, in what territory, for what means and with what data. The material below is a training checklist, not a legal opinion on a specific operator.

Package before start of set

Regulations on the program; information about the operator; rules of participation and exit; description of formats; contracts with sites and performers; data documents; safety rules and appeals; assessment methodology; procedure for expenses and reporting. The list is supplemented by actual activities.

What can not be implied from the name

The word "people's" describes the intention of open participation, not the power to speak on behalf of all residents. "Academy", "center", "fund" and "evolutionary system" are not used as evidence of license, registration, accreditation or government support.

19 / Knowledge exchange

International part

The international format is proposed to be built as an exchange of educational materials, community experience and reproducible methods. It does not imply a single jurisdiction, automatic recognition of qualifications or already established partnership with international organizations.

What is agreed with a foreign partner

Status and powers of the parties; subject of cooperation; language and applicable law; rights to materials and data; financing procedures; acceptance and resolution of disputes. It is necessary to verify the national requirements of both parties and the actual operation, and not just a reference to an international document.

Pilot: from preparation to solution

The pilot is limited to tasks for which sites, mentors, resources and a safe way to check are available. General hypothesis: a combination of personal route, mentoring and practical project will be organizationally feasible. Performance is not considered pre-determined.

Six demonstration projects - an example of selection

Open knowledge library; site energy passport; service availability map; repair training workshop; local nature observation; digital or paper register of joint tasks. The actual composition is selected after checking the resources and permits.

Basis for the next cycle

The transition to a new site is discussed after the closure of significant risks, explaining the actual costs and confirming the repeatability of the methodology. The report contains the reasons for not completing the routes, complaints and correction measures. The increase in the number of participants does not by itself prove quality.

Solutions required for a working start

Approve the operator and responsible; choose three sites; agree on rules of participation; check mentors and safe tasks; approve an affordable budget; determine data protection and rights to materials; fix the criteria and procedure for acceptance.

What remains open in this edition

The legal entity of the operator, the addresses of the sites, the personal composition of the team, sources of money, specific educational formats and a list of technical works. This information is not supposed to be false: they are intended for the forms and the protocol of the decision about the pilot.

What is FENIX

FENIX is a project of a voluntary self-development system in which a person turns his own question into knowledge, practical action and experience available for further use.

Not a single image of a person, but the possibility of your own path

The task of the system is to help a person understand what he wants to learn, what he is able to do in accessible conditions and what support he needs. The target cannot be assigned instead of the participant. It can be small: read and comprehend the text, master the tool, describe the family history, check the calculation or prepare useful work for your place of life.

In this model, self-development is not about accumulating information, attending events, or comparing yourself to others. It gets a practical expression when the participant can show the work, explain their choice and name the next step. This approach does not require the same pace and does not link human dignity with productivity.

Why is the system called evolutionary?

Here, evolutionism means a consistent renewal of modes of action: choose a task, try, see constraints, correct and pass on experience. This is a working definition of an organizational model. It does not affirm the existence of a special biological hierarchy of people or a proven change in human physical properties.

What connects a person and a common cause

The personal result remains the result of the participant. Contributions to a family, community or territory arise where other people confirm a need and voluntarily agree to work together. Scaling means moving a proven method with adaptation to new conditions, rather than mechanically increasing the number of participants.

The criterion of program viability is the quality of support available to a person and the work performed. The scope, fame and number of publications are taken into account separately and do not replace this criterion.

Man, Freedom and Knowledge

The twelve principles below are proposed as the common basis of all modules FENIX. For each, the observed rule is indicated, not just the intention.

01. Human dignity

A person is not a material of the program and is not obliged to prove the right to respect for the results of training.

In the paper: The specific work on the agreed criteria is evaluated; there is no general scale of "human value".

02. Voluntary choice

The participant chooses the task, the permissible load and the depth of personal disclosure.

In the work: Rules of participation, pauses and exits are reported before the start. Refusal from public speaking does not cancel the work done.

03. Accessibility of the path

The form of work is chosen for the real possibilities of a person, and not vice versa.

In the paper: Provides for clear language, paper form, adaptation of the pace and discussion of the necessary assistance.

04. Cultural Inheritance and Dialogue

The result of one direction is considered together with the impact on others.

In the work: A card with authorship, sources, version and access mode is transferred to the Archive; the personal does not become open by default.

12. Right to review

Mistakes and changing needs require adjustments rather than protecting the old solution at all costs.

In the paper: There is a channel of comments, a history of versions and a clear procedure for changing the criteria until the next cycle.

Disagreement with the author or mentor does not in itself constitute a violation. Actions, compliance with agreements and the possibility of safe discussion are essential.

13 contours of personal development

Contours are a menu of self-choice, not the steps of “higher” and “lower” people. One main circuit and one supporting circuit are sufficient for one cycle. There is no mandatory passage of all thirteen.

How to formulate a personal task

Instead of "getting better at everything" - "prepare a card of a family thing with the separation of memories from verified information." Instead of "understanding science" - "to formulate the question, record the observation and show what exactly follows from it."

Personal Meaning and Social Contribution

One task - several connections

Working with family history can begin in P10 "Creativity and culture" based on P03 "Reason" and support P09 "Family and Communities". These are links of one work, not three separate achievements. They do not provide a basis for assessing all aspects of the author's life.

The Mentoring Frontier

The mentor helps to clarify the result, select materials and organize feedback. He does not assign a life mission, does not interpret experiences as a diagnosis, and does not require agreement with his own beliefs. When the task goes beyond its competence, the work is transferred to a profile specialist or is limited to a safe educational format.

Contents P12 and P13 do not become mandatory reporting. The participant has the right to work only with practical contours and not to discuss ideological issues.

04 / TWO OPERA

Culture and science

In FENIX, culture helps to raise the question of the meaning, context and form of work. The scientific approach helps to determine what is known, how it is verified and where the conclusion ends.

The UNESCO Framework Programme on Culture and Art Education 2024 addresses cultural learning during the life and relationship of the educational and cultural environment. In this paper, it is used as an international reference point rather than as a proof of effectiveness of FENIX. [S02]

The UNESCO Open Science Recommendation 2021 describes the availability of scientific knowledge, transparency and the possibility of its reuse, taking into account the necessary limitations. The source card offered for FENIX is its own tool for implementing this idea. [S03]

General Exercise: One Thing, Two Questions

Select the subject with the consent of the owner. The cultural question is: why is this thing important and what kind of story is connected with it? Checkable question: what can be established about the origin by inscription, photo, catalog or document? The result is a small card in which the story, confirmed summary and author's reading are not mixed.

05 / RESOURCE OF ACTION

Knowledge and Energy

Knowledge: from material to own work

A small set of sources is selected for each task. The participant briefly retells the meaning in his own words, verifies an important statement and applies what he has learned in the work. The knowledge card indicates the author, date, origin, terms of use, verification and restrictions.

The concept of lifelong learning at the UNESCO Institute covers different ages, contexts and forms of learning. In FENIX this is used as the basis of an open route, not as a requirement to study continuously without rest. [S01]

Open educational resources are defined by UNESCO through a public domain or open license allowing appropriate uses. A free web page does not automatically allow processing and distribution. [S04]

Three Energy Values - Three Ways of Accounting

In the SI system, joule refers to energy and watt to power. From these units follows: at constant power 1 KW per 1 Time is spent 1 KW·h = 3,6 MJ. This is a calculation by unit definitions, not a characteristic of a particular device. [S06]

Energy practices start with permitted data and safe surveillance. Installation, repair and testing of electrical installations are not included in the general route of self-development. An untested technical idea is preserved as a hypothesis, not as a promised resource.

06 / THE FENIX CYCLE

Five Stages of Development

Stage names retain the symbolic language of the program. The transition is determined by the readiness of the work and the participant, and not by assigning a level to a person. Returns, pauses and task changes are allowed.

Each transition is a short check

Suffice it to say: is the problem clear, is there enough confirmed resources and is it safe to continue? If the answer is negative, the plan is adjusted. You cannot declare the result achieved just because the deadline has expired or the next symbolic stage has come.

The standard accompanies the cycle

On the "Iskra" the desired image is recorded. Before the main work, it turns into verifiable requirements. When accepting, the actual work is compared with the agreed version of the requirements. The modified criteria shall not be applied retroactively without separate discussion.

07 / JOINT WORK

Local Center and Responsibility

The local center FENIX is offered as a meeting place, knowledge and safe practice. It can work on the agreed site of a library, workshop or other organization. The name of the center does not in itself confirm the presence of premises, partnerships, financing or rights to operate.

How the decision is made

The initiator describes the issue and options. Performers confirm the load, the operator checks the grounds, the checker specifies the criteria. The decision shall be made by the authorized person within the limits of his role and shall be recorded: subject, reason, responsible, term and method of revision. The consent of the group does not replace the necessary permission or contract.

Disagreements and treatment

A separate contact is offered for the appeal, the period of initial response is up to five working days and consideration by the person whose actions are disputed. This is a project procedure; it does not reduce statutory rights and deadlines. In case of an immediate threat, security is provided immediately, without waiting for the usual consideration.

In a small group, roles can be combined, but the combination is revealed. For a controversial result, it is desirable to attract an inspector who is not its author. Waiver of participation shall not be used as a ground for public censure.

19 areas of practice

Classifier D01 - D19 from the program "FENIX - Evolutionary system" is preserved. These are task areas, not people’s evaluation categories. For the project, one main code is selected; the others indicate links.

One work can connect several directions

For example, "Light for reading" may have a basic code D09 and liaison with D02, D13, D14 and D18. Electricity consumption, reading experience and safety remain different subjects of observation. One improved corner is not recorded as five independent results.

Culture and science in this module are cross-cutting ways of working. For culture, a new twentieth direction is not created; D14 "Science" is preserved as an independent subject of research tasks.

From Production to Development Management

Scaling without losing meaning

First, the work is described in one context: for whom it is intended, what was required and what did not work. Then another group checks the applicability of the method on its site. Knowledge, pattern, and criteria are transferred, but not unconfirmed promises of the same result.

When not to include all directions

A small cultural or educational project is not required to complete nineteen separate plans. The main direction and significant connections are enough. A complete matrix is needed to review the program or territory when there is data, responsibility and decisions for each area actually affected.

09 / RESULTS CONSTRUCTOR

13 fields of a unified profile

Three levels remain separate: the ideal image is the desired benefit; the working standard is the agreed requirements; the fact is the work presented and the confirmations. The standard refers to the result, process, and conditions, not to the dignity of the human being.

Minimum unit of result

For a small task, one clear output is enough: a card, a sketch, a magazine or a verified calculation. To it are added the criterion, the method of verification and limitation. For example: "The reader can trace the origin of each significant statement in the card to the attached source or the mark "not established".

P01–P13 — personal contours; M01–M13 — field of passport. These are different lists. Coincidence 13 It does not make them interchangeable. The completed passport form is in Appendix B.

09 / QUALITY VERIFICATION

20 Inspections

Q01-Q20 are saved from "Designer of the ideal reference". For each item, the status, confirmation and responsible are fixed. The overall rating of people is not calculated.

Statuses: "confirmed"; "required improvement"; "Not applicable - with an explanation." Unclosed security risk, rights or data blocks related work, even when performing the remaining items. Checks are carried out before the start and upon acceptance.

10 / MEMORY AND RESOURCES

Balances, Archive and EQUILIBRIUM

Inside FENIX, a linked balance sheet is a proposed record of a need, available resource, action, and confirmed change. The record has an object, a period, a unit and a responsible one. Time, money, electricity, materials, and learning outcomes do not add up to a single value without a separately valid model.

Protection from double counting

Material, work hour or consumption gets one primary record. Links to it are used in related areas. If the total cost is to be distributed, the method of distribution is agreed in advance; resuming one record is excluded. The comparison before and after is carried out in the same units and with an explanation of the differences in conditions.

Memory with origin

The Heritage Preservation Archive stores the author, source, method, date, version, result of verification, rights, and access restrictions. EQUILIBRIUM in the architecture of this document is the intended environment for linking such records. The existence of a ready-made software implementation, integrations or legal powers is not approved by this description.

“KRISTALL741”

The information scheme proposed in the previous module is retained: three layers - image, working standard and fact — × 19 Directions × 13 Fields = 741 Position. It is a data structure for reconciliation, not a physical law and not a proof of effectiveness. Unused positions are not filled artificially.

The project balance does not replace the mandatory accounting, contracts and confirmation of rights. The contribution, the promise and the actual received resource are reflected in different statuses.

Grounds before work begins

Articles 43–44 of the Constitution of the Russian Federation establish the foundations of the right to education, support for self-education, freedom of creativity and participation in cultural life. The practical conditions of activity are determined by special norms and the actual format of the project. [S07]

Minimum operator package

Regulations on the module; information about the operator and the site; rules for participation and exit; distribution of roles; security and appeal procedures; documents on data and rights; acceptance criteria; estimates and contractual grounds if there are costs. Before inviting participants, you need to know who is responsible for each document.

Cooperation through knowledge

International development FENIX in this edition is proposed as a voluntary exchange of cultural works, methods, authorized materials and mentoring experience. The status of the participants, the availability of partners and the conclusion of agreements must be confirmed separately.

Model of the common project of two workshops

Choose one common question; agree on terms and language; prepare cards according to one structure; exchange materials with the permitted mode of use; compare methods and explain the differences in context. The observation of one group does not extend to the whole country or culture.

Before the transfer of materials

The parties, the subject matter of the work, rights, data, costs, jurisdictions and the procedure for resolving disagreements are fixed. The availability of open access does not cancel the national requirements for the transfer of personal data and the use of works. For a real operation, the applicability of the standards is checked separately. [S09, S10]

These international recommendations and framework documents are guidelines, not certificates, licenses or information about the approval of FENIX UNESCO. The terms of a particular international treaty are established by its status, parties and subject matter; automatic applicability is not expected.

First cycle: from question to result

For communication with the last module "Culture and Science", an example of 12 weeks and 36 hours of total time of the participant is used. This is the proposed volume, not the mandatory norm: 36 hours for 60 minutes, including meetings, independent work, practice and verification. The number of the center and funding are determined by a separate passport.

The first week is five steps.

Choose one question. Name the result. Find a reliable source. Agree on time and safe conditions. Assign a short review. You don’t need to fill out the entire matrix of the system or cover nineteen directions first.

How to Watch the Program Results

Separately, the number of start-ups, the number of completions and the reasons for stopping; the number of works with agreed criteria; actual costs; comments; cases of reuse of materials. The denominator of each indicator is disclosed. The self-report of benefit is kept separate from the observed skill.

Solution, acceptance and new version

The form applies to the start, acceptance or revision of one particular job. The chosen type of decision is marked with words, without a summary assessment of the person.

A short log of changes

The decision is kept together with the version of the criteria under which the verification was carried out. The new version does not erase the history of previous decisions.

APPENDIX G / TRAINING EXAMPLE

First work: "The story of one thing"

The example shows the application of the "Basics"; it does not describe the event held and does not contain fictional measurement results.

Request and Borders

The participant wants to keep the story about the family thing and learn to distinguish the memory from the established information. The owner allows the inspection and recording of the selected part of the story. No restoration, valuation or publication of personal data is included in the task.

Passing the cycle

The spark is to settle the matter. The flame is to describe a thing and study the materials. Ashes are to detect gaps and not to adjust history to wait. Ascension - check the card and correct the wording. Flight - save the allowed version and select the next question.

Continuity and rule of the new version

The name "FENIX - Evolutionary System", the cycle of five stages, classifiers P, D, M and Q, connection with "Knowledge and Energy", "Culture and Science", Archive and EQUILIBRIUM. This document adds a set of twelve principles, a single dictionary and three basic level forms.

The next revision should clearly indicate what has changed, why and which old records require revision. Approval by the operator or other authorized party is fixed by a separate decision; the date of preparation of the file is not the date of such approval.

02 / BASIC

Culture and science: different issues, general practice

The program does not contrast creative and research thinking and does not mix their criteria.

Consciousness → meaning → creation

In this module, it is an organizational formula: notice your question; determine why it is important; do the work you can. It is not stated by a universal physical law or a scientifically established stage of personality development.

The UNESCO Framework Programme 2024 and Guideline 2025 address culture and the arts in relation to learning in different educational environments. Here they are used as benchmarks, not proof of the effectiveness of the proposed course. [S01, S02]

Creative work allows for several interpretations. Claims about the author, the origin of the item, the historical date or action of the device require verification of sources and data.

13 contours - menu, not a ladder of people

Saved P01-P13 from "FENIX - Evolutionary System". For the first cycle, one main and one supporting circuit is enough.

P12 and P13 do not require a common religion, ideology, or public account of the individual. Rejection of an assignment or change of purpose does not diminish the right to respect and participation.

04 / CULTURAL PRACTICE

The cultural part is built around actions available without a large budget: read, consider, discuss, do and carefully preserve.

Example: History of Family Subject

The participant describes the material, inscriptions, traces of repairs and the owner’s story. The card separates the observed signs, the words of the narrator, the documents found and its own interpretation. The unknown author remains unidentified; personal history is not declared the history of all families.

The discussion begins with the question “What have you noticed?” and not “How should I understand?”. The review relates to work: clarity, reasonableness, accuracy of execution. Preference for one genre does not become an assessment of the cultural value of a person.

05 / SCIENTIFIC PRACTICE

From curiosity to testable question

It offers a simple learning cycle that is suitable for safe observations, open data and small calculations.

The National Academies report distinguishes between recalculating on the same data and re-investigating with new data. In FENIX there are two separate marks: "calculation checked" and "observation repeated". None automatically proves the transferability of the result to another site. [S06]

Studies with health effects, hazardous substances, electrical installations or personal data are not launched under this general scheme without separate professional and legal training.

06 / KNOWLEDGE

Differentiate statements before arguing

The same topic may contain fact, hypothesis, interpretation, and value choices. They need different questions.

Checking the source for one lesson

Find the author and date, open the source material, specify the context and type of publication. Compare with an independent source: two retellings of the same news are not two independent confirmations. Save the link and write down briefly what the source does not prove.

AI - assistant, not a witness

In module AI is used for draft, explanation of terms and search for spaces. A person opens the named sources, checks quotes and calculations, fixes corrections. Personal and private data are not uploaded to a third-party service without a set basis and verification of conditions. [S07, S12]

Small action, feedback, new cycle

Suggested rhythm of the lesson: see the problem → study the material → restore the meaning with your words → apply → check.

Learning without the promise of universal impact

The Karpicke and Blunt experiment (2011) on scientific texts showed the benefit of the practice of extracting from memory in the studied conditions. For FENIX, it is suggested to try a short reproduction and check your own result; the study does not guarantee the same effect for each person and any topic. [S05]

Three Energy Values in the Program

Time and attention are personal resources; collaboration is organizational resources; electricity and heat are physical resources. They are counted separately. “Flame” FENIX is a metaphor for practice, not a measurement of a person’s condition.

08 / MARCHRUT

12 Weeks / 36 Hours

This is a single participant’s proposed workload, including meetings, practice, and self-employment, not just classroom hours.

Calculation: 8 Modules × 3 Hours = 24 hours; project 6 hours; checking 3 hours; transfer of experience 3 hours. Total 36 hours. Example of Weekly Distribution: 60 Minutes of Meeting, 60 minutes of practice and 60 minutes of independent work.

Five stages FENIX

The spark is a personal question. Fire is study and creation. Ashes are the analysis of errors and unverified assumptions. Ascension - clarification and confirmation of work. Flight is a voluntary transfer of experience. The stages can be repeated; they do not measure a person's "level".

Workshop of Culture and Scientific Thinking

Proposed pilot unit: one agreed site, 20 adult participants, two mentors and two projects.

Continuity of Pilot

The full model of the previous program is three centers, 60 participants, six mentors and six projects. This module may be its teaching content, rather than another group on top of the same people. One participant and one result are not counted twice.

Minimum set of resources

Space or remote channel; library of legally available materials; paper or computer; authorized samples; place of storage of works; contact responsible. For measurements - a suitable device and a trained mentor. The estimate is made after the agreement of the site, without assuming the received funding.

The Story of One Thing

Cultural research project: the participant describes the object of everyday life, finds out its origin and creates a small exposition.

Working arrangements

Agree on the owner's participation and handling of the subject. First describe the signs, then write down the story, then look for the documents. Don't make it into a beautiful story. Prepare the signature for the exhibition and let the owner check the information about it.

Reception

Another participant can understand where each statement came from and what elements are the author's reading. The absence of the document is recorded honestly. Publication is agreed separately from participation in the meeting.

Light for reading

The educational project connects the culture of the readership with the observation of physical conditions and the consideration of resources.

Cultural question: how to make the reader's place understandable and convenient for the selected user? Research question: how do the readings on one section of the table change at the two pre-described positions of the permitted table lamp?

Project output

A sketch of the reader's place, an observation protocol, the original journal, a repeated calculation and a list of questions to the specialist. Links: main D09; D02, D13, D14 and D18. Subjective feedback about comfort is stored separately from the readings of the device.

Changes in readings do not prove improvements in health, vision, or learning. Other methods and professional evaluation are needed for such assertions. Numbers of results are not given in advance.

Three control points

Start: a small independent work without punishment for mistakes. Completion: A comparable task and verification by another participant. Later: voluntary return to the selected action, for example, after 7–14 days. Term is a design solution, not a performance standard.

Program Report

The number of start-ups and finishers, the reasons for non-completion, the share of work with the fulfilled criteria, the actual costs and treatment are indicated. The denominator of each indicator is disclosed. The self-report of benefit is kept separate from the observed skill.

01 / APPOINTMENT

What the constructor creates

The designer of the ideal reference is the proposed module FENIX, which helps translate a personal or joint idea into a description of the result, available actions and an understandable verification procedure. His way out is not a beautiful image in itself, but a working passport with sources, resources and responsible.

How to use the document

First, read the rules and rules of participation. Then select the object and direction, fill in 13 fields, make up criteria and pass 20 checks. Practical examples show how to separate intention from proven result. At the end, work forms and sources are placed.

The numbers, deadlines, examples of requirements and internal acceptance rules in this module are project proposals. Roles, venues, funding and application of specific methods are agreed separately.

02 / SYMBOL OF THE STONE

The ideal image is a guide, not a promise

“Ideal” in this concept means a clearly expressed desired quality in a certain context. This is not a statement about the existence of a single perfect solution for all people, territories and conditions. The working standard is selected according to the need and can be changed after verification.

Why it is important to distinguish the meanings

In metrology, the standard is associated with the implementation of the definition of magnitude, value and uncertainty. Here another term is used - "project result standard". The card FENIX does not create a state standard and does not certify the measuring system. [S03, S09]

03 / PERSON IN THE CENTER

The standard of conditions, not the people rating

The person chooses the target and the permissible load. The program can check the availability, security, support and quality of feedback; the work performed has specific requirements. Beliefs, dignity and the right to participate are not translated into an overall score of “ideal conformity”.

Saved 13 personal contours of the previous program. This is a selection menu, not a mandatory development ladder. In one cycle, one main and one supporting circuit is enough.

Rules proposed to be fixed

The participant can refuse the task, change the goal, request an adaptation and exit. The personal route is closed by default; publication of the work and the name is agreed separately. It is not necessary to disclose medical history, family circumstances, political or religious views.

The check should explain what condition of work is not fulfilled and what help is needed. The phrase “insufficient data” is preferable to an unconfirmed conclusion about a person. Disagreement with the examiner is considered by the other responsible.

04 / ARCHITECTURE

Three layers of one object

For each object, three related but separate layers are retained. The user always sees what was the intention, what was agreed to perform and what really happened.

Design objects

The personal route describes the chosen skill. The training module describes the content, support and validation of the development. A practical project connects the result with the resources. The process sets a repeatable sequence of work. The site describes the conditions of use. The territorial task combines several projects without substituting their heterogeneous results with one number.

Connection with "Knowledge and Energy"

Knowledge answers the questions “what to do, why and how to check”. Resources answer the question “how to ensure action”. Separately recorded time and attention of a person, joint organizational work, electricity and heat. These values are not converted into each other by an arbitrary coefficient.

Eight steps and five stages FENIX

Symbolic cycle of the program

Spark is the choice of task and image. Fire is learning, training and practice. Ashes - data analysis and rejection of a non-working. Ascension - repetition taking into account the comments and confirmation of the result. Flight is the voluntary transfer of proven experience. It is the language of the organizational model, not an assessment of the internal state of a person.

Transition condition

At the control point, the clarity of the task, the availability of resources and the security of the continuation are checked. Return to the previous step is allowed. When the boundaries, method or criterion are changed, a new version is created, and the original protocol remains available to the verifier.

06 / SINGLE PASSPORT

13 fields: meaning and requirements

Passports are consistent 13 sections from the previous program FENIX. In this module, the section M07 is revealed through three layers - image, working standard and fact. Detailed indicators are made by applications, so as not to overload the main card.

M01 / Identification

Name, code, version, date and status of the reference. How to distinguish this edition from the previous one?

Example: FEN-ET-D02-001 / v0.1 / project.

M02 / Need

Whose task is solved, what benefits are expected and how the request is confirmed. Is the result needed by the participant or just the organizer?

Example: Participants want to keep an energy log on their own.

M03 / Participants

Operator, task owner, executors, mentor and examiner. Who has the right to agree on the goal and who takes the job?

Example: Curator of the site; mentor; examiner, not the author of the calculation.

M04 / Borders

Object, territory, group, period, conditions of use and exclusion. Where the standard is applicable, and where the conclusion can not be transferred?

08 / REQUIREMENTS

How to describe the test criteria

Criterion format: object + observed action or property + Unit or descriptive heading + threshold + Terms and Conditions + Term + Method + rule of decision. Not every useful quality needs to be expressed in numbers, but every conclusion requires an explicable basis.

Three groups of requirements

Mandatory conditions - right, security, data and other prohibitions on continuation. Acceptance requirements are qualities without which the declared result is not fulfilled. Directions of improvement are desirable qualities of the next cycle. The group of each criterion is fixed before the result is obtained.

Four verification statuses

Achieved; not achieved; insufficient data; not applicable to justification. For a mandatory condition, "data is not enough" is not equally "allowed". The average of several successful criteria does not cover the failure of a critical requirement.

09 / EVIDENCE

Check compliance and check benefits

The engineering methodology distinguishes between verification - confirmation of compliance with specified requirements - and validation - confirmation of suitability for the expected application. The constructor uses both questions: "Made according to the conditions?" and "Does this solve the agreed user problem?". [S02]

Measurement quality and withdrawal limits

Metrological traceability links the measurement result to the support through a documented calibration chain, taking into account uncertainty. This is not the same as a digital file history. The procedure required is determined by the type of measurement and the applicable regulations. [S10, S09]

Each check records the omissions, changed conditions and possible sources of error. When the uncertainty range crosses the threshold, a positive opinion is not automatically issued: a pre-agreed rule is applied or additional data is collected.

10 / CONTROL LIST

20 checks before applying the standard

Q01-Q20 is the proposed designer's checklist. These are not requirements of an international standard or an assessment of personality. The non-applicability of the paragraph requires a short explanation; blocking comments are closed before the start.

The form of verification shall indicate the status, proof, comment, responsible and term. The result is a specific decision on the project: allow, modify, suspend or complete.

From reference to change of state

The standard specifies what change is considered necessary and acceptable. Balance describes the need, presence, deficit, action, and confirmed change in certain units. Multiple balances may be required for a single project, but the result is not multiplied by the number of links.

At the intersection of directions, a description of the connection is stored, not an arbitrary universal score. Example: reducing energy consumption D09 requires air impact testing D06, availability D01 and safety D18. Savings in case of deterioration of critical conditions are not accepted as a fulfilled standard.

For this module, a display is offered: 3 Layer "image - reference - fact" × 19 Directions × 13 Fields = 741 structural position. This is an information model for reconciliation, not a proven law of nature. Structure does not require filling everything 741 positions for each small project.

16 / EXAMPLE: KNOWLEDGE

The Open Learning Module

A training example. The site wants to prepare a selection of 20 cards for self-filling the energy log. All the numbers below are fictional to demonstrate the methodology.

Decision on examples of criteria

The eligibility criterion for the entire claimed kit has not been met. The criterion of self-repetition by two test users is also not fulfilled. "18 out of 20 is ready" describes the amount of readiness, but does not turn the whole kit into accepted. It is allowed to separately accept 18 cards as a clearly reduced volume after agreeing on a new version.

Next Action

Replace two illustrations or get permission. Refine the calculation instructions. Repeat the user check. In the Archive, save both the original version and the list of corrections; do not erase the fact of a failed attempt.

A comparison that does not hide the conditions

What can I say

The total cost is less than the 500 KW·But the hours of work have also decreased. After a simple normalization of time, the decrease is 5%. Target threshold 18 KW·h/h not achieved: actual value equals 19. Neither attendance nor weather nor load composition in this example is measured.

What not to say

It is not possible to declare all 20,8% confirmed savings from the event. It is impossible to withdraw financial savings without a tariff and calculation conditions. Normalization is not sufficient only by the hour when other factors are significant; in this case, the causal effect remains unconfirmed.

The ISO 50001 is used as a benchmark for setting energy goals, working with data, and verifying improvements. Calculation here is your own educational illustration, not a certification procedure. [S04]

The first version can be maintained in folders and tables without waiting for a complex platform. The digital interface must retain the same logic: Question → passport → action → proof → solution. Automation does not change the status of the source data.

Six Logical Registers

ET - standards; CR - criteria; EV - evidence; PR - projects and routes; BL - balance sheet connections; RV - tests and versions. These are proposed internal record types, not a replacement for previously created legal registries. Each record must have an identifier, owner and date.

Role EQUILIBRIUM

It is proposed to use EQUILIBRIUM to monitor communications, data quality and execution. FENIX organizes training and practice, and the Archive maintains the results. This is the distribution of functions within the concept; the existence of working integrations is not claimed.

Recording Life Cycle

Project → is agreed for pilot → tested under specified conditions → applied with restrictions → revised → archive. The status "verified" refers to a specific version, object, and period. With the new application, portability is checked, and the conclusion is not copied automatically.

Version change

Changing a goal, criterion, method, or boundary requires a new alignment. The correction of a typo is reflected in the journal without replacing the old result. The application contains the reason, the affected records, the author, the decision and the date of the re-examination.

AI in constructor

Legal conditions of application

The specific mode depends on the operator's actions, type of data, equipment, site and services. This page is a training navigation, not a legal opinion on a particular organization.

Internal document does not replace external status

The name "reference", "center" or "evolutionary system" does not confirm registration, license, accreditation, government support or certification. The project acceptance certificate fixes the internal solution within its boundaries; mandatory external procedures are checked separately.

For a real launch, it is necessary to check the applicable version of the rules, the date of entry into force of the changes, regional and industry requirements. Available texts of laws in the reference system are used in the preparation; no full legal audit was conducted.

Comparability without confusion of statuses

The international part of the constructor is a common language for describing knowledge, requirements and evidence. It does not create a single jurisdiction and does not confirm the recognition of the standard by a foreign partner.

Exchange card with partner

Indicates the country and parties, the purpose of the material, version, language, units, method, conditions of repetition, rights of use, data mode and the procedure for recognizing the result. Differences in local conditions are recorded by the appendix. With legally significant cooperation, the right of both parties and a specific operation are separately checked.

Designer pilot for 12 weeks

The module is embedded in the previously proposed scenario FENIX: 3 center, 60 participants, 6 mentors and 6 projects. These parameters remain a calculation model, not a confirmed set. A new network and additional budget are not automatically assumed.

Proposed module performance criteria

For all 6 selected projects, there is a passport, criteria and a named responsible. For each significant conclusion, proof is available or its drawback is directly indicated. All blocking comments have been cleared; the number of incidents is not hidden. At least one result is repeated by another performer under the stated conditions; this is a hypothesis for the pilot, not the promised outcome.

Reason for continuation

The reproducibility of the methodology, the actual load, the reasons for the exit of participants, the quality of feedback and the closure of risks are taken into account. The large number of completed forms does not in itself indicate an improvement. The solution can be "continue", "simplify", "repeat" or "complete".
