On consideration of the proposal for the preparation and approbation of the intersectoral system of territorial balances "EQUILIBRIUM — ECO-PPA"

Dear Alexey Gennadievich!

I am sending for preliminary consideration a package of proposals for the creation of an inter-commission analytical mechanism "System of Strategic Balances of the Russian Federation" using the author's methodology "EQUILIBRIUMthe " Project and Contract Outline ECO-PPA.

The method connects 19 resource and performance balance sheets to prior to capital-intensive solution to identify energy, water, human resources, transport, materials and finance deficits. ECO-PPA translates the selected scenario into a project passport with resources, obligations of the parties, KPI, Proof of results and stop criteria. The approach does not replace the powers of authorities, state statistics and existing information systems.

The first step is to offer 90-day expert and analytical testing on existing data, without creating a new federal GIS and without capital costs. Its result is priority balance sheets passports, dependency map, three scenarios, draft passport ECO-PPA and a conclusion on the feasibility of 12-month territorial pilot.

  • send materials for expert study to the commission in the direction of "Environmental Well-being" with the involvement, in terms of competence, of commissions on data economy, technological leadership, energy, economics and finance;
  • Conduct a working presentation with the participation of the Secretariat of the State Council, interested authorities, the Russian Academy of Sciences and relevant experts;

Draft resolution of the Secretary of State

Working language. It is subject to legal and organizational editing by the Secretariat of the State Council of the Russian Federation.

The Commission of the State Council of the Russian Federation in the field of "Environmental well-being" to consider the submitted materials with the involvement of interested commissions, federal executive authorities, constituent entities of the Russian Federation, scientific and expert organizations and submit to the Secretary of the State Council of the Russian Federation proposals on the feasibility, parameters and conditions of possible pilot testing.

Why the Inter-Commission

The industrial project is simultaneously dependent on energy, water, raw materials, transport, personnel and investment. Housing construction - from demography, communal capacity, social infrastructure and income. Environmental solution - from the technological equipment of enterprises, sources of financing and data quality. Industry analysis does not always reveal a complete set of secondary effects.

What is offered after 90 days

Only with a positive conclusion - to prepare 12-month territorial pilot. The preliminary limit of costs can be up to 260 million rubles: up to 130 million rubles on the ecological technological contour and up to 130 million rubles on the contour of the distributed mini-generation. The amount is specified by the feasibility study and is not a budget obligation.

  • early identification of the deficit before making a capital-intensive decision;
  • the visibility of cross-sectoral and interregional consequences;
  • a single passport of data, calculations and evidence;
  • comparison of the result with the cost and baseline;
  • the ability to stop an inefficient pilot before scaling.

MAJOR REPORT

1. State task and legal framework

The State Council of the Russian Federation is a constitutional state body formed by the President of the Russian Federation to ensure the coordinated functioning and interaction of the bodies of the unified system of public power, to determine the main directions of policy and priorities of socio-economic development. The proposed mechanism corresponds to this logic as an instrument of preliminary cross-sectoral and interregional study; it does not create independent powers.

1.2. Why the existing industry contours are not enough

  • indicators are formed in different time, territorial and methodical sections;
  • Program objectives are not always checked for resources and capacity at the same time.
  • Second-order cross-industry effects are identified already in the course of implementation;
  • Data on costs, physical outcome and social impact are often found in different systems;
  • The scaling decision can be made before independent proof of effect is available.

Key position. It is not proposed to create another reporting system. It is proposed to link the current state data in the model of limitations and consequences.

2. Proposed strategic balance sheet system

A strategic balance system is a set of interrelated passports, models and rules that allow you to compare the need, available resource, reserve, territorial availability, critical limitations and confirmed result. The working designation of the author's methodology is "EQUILIBRIUM".

2.2. Unit of analysis

For each balance sheet, account is taken of: stock at the beginning of the period; production or reproduction; incoming and outgoing flows; available capacity; use; loss; mobilized reserve; stock at the end of the period; forecast need; quality and territorial availability of the resource.

Balanced identity. Zᵢ(t+1) = Zᵢ(t) + Pᵢ(t) + Inᵢ(t) − Uᵢ(t) − Outᵢ(t) − Lᵢ(t) ± εᵢ(t). The formula is configured for each object and does not replace industry methods.

The effective offer is calculated taking into account the quality and availability: Seff = S × q × a. Resiliency: M = (Seff + R − D) / D, where R is the mobilized reserve, D is the forecasted need.

3. Architecture "EQUILIBRIUM — ECO-PPA"

Architecture shares observation, calculation, decision making, execution, and effect confirmation. One subject should not simultaneously possess critical data, determine the weights of the model, make a power decision, execute it and confirm the result.

3.2. Role of GASMP and monitoring

GASMP "EQUILIBRIUM" can be considered as a promising source of observations and forecast signals in the environmental, aerospace and risk-oriented contour. Only authorized sources are used in the pilot; direct connection to state systems is possible after agreement with their operators.

4. ECO-PPA How to translate a decision into execution

Function ECO-PPA. Turn the chosen scenario from an analytical recommendation into a legally, financially and technologically verifiable project.

ECO-PPA is not offered as an independent type of contract, budgetary mechanism or a basis for circumventing the current regulation. This is the framework for the preparation of the project. For each application, the customer, the legal structure, sources of funds, the order of purchase, the distribution of risks, the rights to the results of intellectual activity and the data regime are separately determined.

  • stages of admission, stop criteria and procedure for changing the project;
  • conditions of independent verification and publicity of results;
  • rights to data, models, program code and solution portability;
  • procedure for completion, dismantling, transmission or replication.

Transition to the next stage is allowed only after a positive gate-review. The pilot does not create an obligation to scale.

5. 19 Linked Balances System

The list is a project classifier for approbation. It does not introduce new official reporting and can be adjusted based on the results of interdepartmental and scientific expertise. These bodies and organizations are considered exclusively as potential participants and data holders. The distribution of responsibility is possible only by a separate decision.

Rosstat should be involved as a cross-cutting methodological participant in official statistics; departmental systems as sources of operational data. 6. Communication of 19 balance sheets with 21 commission of the State Council

Commissions are organizational directions, and balance sheets are analytical objects. One balance sheet is used by several commissions; one commission considers several balances. Therefore, the system can serve as an inter-commission language without changing the current structure of the State Council.

7. Inter-industry model and equilibrium index

7.1. Economic core

The economic contour uses the official tables of resources and use and the tables "cost-release" of Rosstat. For scenario analysis, they are complemented by satellite matrices of labor, raw materials, energy, water, transport, emissions, and financing.

Basic model. x = Ax + y; Hx ≤ L; Rx ≤ R̄; Ex ≤ Ē; Wx ≤ W̄; Tx ≤ T̄; Fx ≤ F̄.

Here x is the vector of the industry release; A is the direct cost matrix; y is the final demand. H, R, E, W, T, and F are the coefficients of labour, raw materials, energy, water, transport, and financing; the upper bound is the available volume or limit.

Practical meaning: the change of one state program is recalculated not only in terms of funding, but also in terms of the need for personnel, construction materials, energy, water, logistics, imports and subsequent budget burden. The model does not replace the official forecast, but checks the mutual consistency of its prerequisites.

7.2. Integrated Navigation Index

For each indicator, a target corridor and critical boundaries are set. Normalized deviation dᵢⱼ Takes importance from 0 to 1. Balance assessment: Bᵢ = 100 × (1 − Σ αᵢⱼdᵢⱼ), Where the weights αᵢⱼ is equal 1.

Index. IRE = 100 × [∏(Bᵢ/100)ʷⁱ]^(1−λ) × [min(Bᵢ/100)]^λ. Ratio λ It is considered a "node"; for the pilot can be accepted 0,25 followed by calibration.

IRE is not a rating of authorities and does not replace primary indicators. A violation of a normative or critical threshold is issued by a separate signal and cannot be compensated for by good values of other balances.

7.3. Data quality

The Cdata data quality index is calculated separately for completeness, timeliness, comparability, source confirmation and reproducibility. Publication of the composite index without Cdata is not allowed. All weights, exceptions and manual adjustments are versioned and have an author and basis.

8. The two-stage pilot

8.3. Territory criteria

  • combination of residential, natural, transport and production zones;
  • presence of a background point and sensitive objects;
  • the willingness of regional and municipal authorities to participate without prior obligation to finance;
  • availability of laboratory and metrological partner;
  • the ability to form a control zone and a seasonal 12-month cycle;
  • confirmed conditions of technological connection and operation of mini-generation.

The previously proposed contour Syzran-Rameno-Smolkino can be considered only after checking the legal status of the territories, the official interest of the participants and the correctness of geographical names.

9. Preliminary financial framework

Limitation. The estimate of up to 260,0 million rubles is not a budget obligation, estimate or request for allocation of funds. It is subject to clarification based on the results of feasibility studies, survey and definition of the legal mechanism for procurement and financing.

9.1. Requirements for the feasibility study

  • justification of the composition and number of objects;
  • separation of R&D, design, equipment, CMR, software, testing and reserve;
  • at least three commercial offers or other audited estimates;
  • CAPEX, annual OPEX and full cost of ownership for at least three years;
  • sources of financing and risk allocation;
  • legal mechanism of purchase, connection, operation and transfer of the result;
  • Evaluate single-supplier dependency and data portability.

9.2. Possible sources

Extra-budgetary investments, funds of participants, regional programs and other legitimate sources can be considered only after confirming the legal grounds and readiness of the parties. Federal co-financing is not anticipated.

10. KPI and evidentiary value

Each KPI must have a formula, unit of measure, baseline, target value, source, periodicity, and data owner. Savings, emissions and payback targets are set after the baseline is fixed and do not change retrospectively.

11. Data, security and compatibility

The architecture is built on the principle of minimum necessary access. Prior to integration, the data composition, owners, legal basis for processing, access mode, storage, logging, depersonalization and destruction requirements are determined. Personal data, restricted access information and critical infrastructure information are used only if there are legal grounds and appropriate protection measures.

11.1. Legal conditions

  2. Recognize the appropriate conduct of interdepartmental, scientific, technical, legal and financial-economic examination of the concept.
  3. To consider the possibility of creating a working (expert) group for the preparation of a passport 90-day approbation under the profile commission; the composition and work plan to approve the chairman of the commission.
  4. To recommend interested federal executive bodies, subjects of the Russian Federation, Rosstat, the Russian Academy of Sciences and expert organizations to submit comments and proposals within the competence.
  5. According to the results of the examination, submit to the Secretary of the State Council of the Russian Federation a report on the feasibility of the pilot, site options, financing, data and legal mechanism.
  6. If the conclusion is positive, prepare a feasibility study and draft passport 12-month territorial pilot, without creating budgetary obligations until a separate decision.

14.1. Possible wording of further instructions of the President of the Russian Federation

They are used only when deciding to raise the issue to the appropriate level.

  1. The Government of the Russian Federation, together with the relevant commission of the State Council, should consider the possibility of implementing the pilot project and submit proposals containing the pilot’s passport, financial and economic justification, sources of financing, assessment of legal and technological risks and the procedure for independent evaluation of the results.
  2. To the profile commission of the State Council to summarize the results of the pilot and submit to the Secretary of the State Council proposals on the advisability of submitting the issue to the Presidium of the State Council and preparing a report to the President of the Russian Federation.
