It is proposed to issue an order of the Government:
- determine the federal customer, the pilot’s head and the interdepartmental working group;
- approve 5 balances, territories, participants and data admission criteria;
- prepare a single passport of the state mandate and a map of the legal perimeter;
- deploy IAC, minimum digital twin, SFERA, ECO‑PPA, SPECZASHCHITA, ESG>IR and Heritage Archive;
- on the 100th day to present the results, legal proposals, the next wave estimate and the decision to scale.
| Bottom line. State corporations do not become parallel centers of policy, but specialized nodes of execution. The state gets an overall picture of assets, flows, risks and outcomes while maintaining legitimate mandates. |
