02 / SUMMARY
Accounting becomes the contour of development management
Not an accounting program, but a common language linking the right, resource, decision, action and proven result.
The system solves five tasks
- Creates a unified picture of rights, assets, liabilities, risks and outcomes on three scales: person, state, planet.
- It does not allow replacing the fact with a promise: the project result is separated from the application, financing and reporting.
- Connects 13 the Life Cycle Phases 19 balance sheets; matrix 3 × 13 × 19 = 741 the Control Completeness Map.
- Shares roles: EQUILIBRIUM analyzes, IAC prepares options, ECO‑PPA Designing, SPECZASHCHITA Executes, SFERA Collects initiatives and scales, ESG>IR Confirms.
- Makes the adjustment a regular function: the erroneous entry is not erased, but corrected by a new related event.
Status: author's system concept. Terms, legal regimes, set of indicators and integration are subject to separate legal, metrological and technical verification.
03 / MODEL CHANGE
The usual accounting answers "how much", the new system - "why and with what effect"
| Contour | The traditional model | EQUILIBRIUM Counting System |
|---|---|---|
| Object | Money, property, wiring. | Rights, resources, obligations, decisions, actions, risks, results, knowledge. |
| Basis | primary document. | Legal mandate + consent + version of methodology + digital proof. |
| Moment | The fact of the operation. | Full life cycle: from signal to adjustment. |
| Value | value in monetary unit. | Monetary value + physical indicators + social and natural value. |
| Monitoring | Verification and audit after the fact. | Preliminary limits, monitoring, verification, independent audit, feedback. |
| Result | Balance and reporting. | 19 balance sheets with proven causation and liability. |
04 / Objects
Nine objects form an object model
| Object | What counts | Mandatory identifier |
|---|---|---|
| Meaning / Purpose | Desired change and social mandate. | purpose, author, version, deadline |
| Subject | Man, organization, territory, state, natural object. | sustainable ID, authority, role |
| Right | Access, ownership, demand, license, consent. | reason, obligor, term |
| Resource | Money, time, labor, data, energy, water, land, infrastructure. | owner, unit, quality, limitation |
| Commitment | Debt, contract, standard, guarantee, promised result. | creditor, debtor, term, security |
| Project | Limited contour of resource conversion to result. | mandate, budget, plan, responsible |
| Action | Authorized status change. | performer, time, entrance, exit |
| Risk | Possible deviation and damage. | owner, probability, limit, coverage |
| Result / knowledge | Proven change and learned lesson. | metric, baseline, proof, version |
Archetypes are used as a classifier of sustainable roles and behaviors. They do not replace legal status and do not create automatic rights or obligations.
05 / EVENT
Universal Event Passport - Atom System
| Block | Fields | Monitoring |
|---|---|---|
| Identity | ID, type, time, place, version. | uniqueness, synchronization, immutability |
| Basis | law, mandate, agreement, limit. | power, term, consistency |
| Subjects | initiator, owner, executor, beneficiary, validator. | Division of roles, conflict of interest |
| Sign in | right, resource, obligation, data, risk. | ownership, quality, accessibility, burden |
| Action | solution, reservation, transfer, delivery, change. | authorization, sequence, finality |
| Withdrawal | new condition, result, residue, side effect. | Balance, double account |
| Evidence | signature, document, measurement, photo/sensor, expert opinion. | origin, integrity, independence |
| Responsibility | owner of risk, SLA, insurance, dispute, adjustment. | Limit, Escalation, Recovery |
06 / REGISTERS
Six linked registers give a holistic picture
R1 Subjects and powers
who can initiate, negotiate, execute, own, verify and challenge
R2 Rights and Assets
What is owned, available, transferred, limited or under a burden
R3 Obligations and risks
Who, what, to whom and for what period of time owes; what can disrupt the performance
R4 Resources and funding
cash and non-cash sources, reserves, limits, actual use
R5 Projects and activities
plans, solutions, contracts, work packages, performers, dependencies
R6 Results and evidence
Before/After Measurements, Attribution, Audit, Lessons, Reasons for Payment and Adjustments
07 / SHOWS
Three scales of accounting do not mix, but are checked
| Scale | Center of Accounting | What can not be lost | Form of consolidation |
|---|---|---|---|
| Person | personal contour of rights, opportunities, obligations and results; if necessary - a personal fund. | dignity, consent, privacy, the right to explanation and appeal. | aggregation without disclosure of unnecessary personal data. |
| State | population, territories, industries, infrastructure, finance, sovereign powers. | law, budgetary responsibility, national security, autonomy of decisions. | official statistics, registers and project passports with versionability. |
| Planet | Global flows and common natural systems. | No double counting, cross-border effects, fair distribution. | compatible methods and independent evidence without a global monopolist. |
The design outline and organization can act as intermediate levels, but when calculating the matrix 741 are reduced to one of three basic scales.
08 / DOUBLE NOTES
Advanced wiring links source, use and balance effect
| Record Side | Contents | Example |
|---|---|---|
| Source | Law, budget, asset, time, competence, natural limit. | The fund reserves the educational limit. |
| Use | Contract, action, delivery, change of status. | The training program is provided by an accredited provider. |
| Commitment | Who is responsible for the term, quality, return or correction. | The provider is responsible for the result and disclosure of the methodology. |
| Evidence | This confirms the fact and causal connection. | Signed act, before/after skill measurement, independent sampling. |
| Balance vector | Positive, neutral and negative changes along 19 contours. | Increasing knowledge while controlling time, finances, and availability. |
| Adjustment | A new event in case of error, rejection or change of conditions. | Part of the payment is returned; the method receives a new version. |
09 / BALANCE
19 Balance Sheets — Management Workflow
| Group | Balances |
|---|---|
| Person | 1 Dignity and rights; 2 Demography and family; 3 Health; 4 Knowledge and education; 5 Culture and meanings. |
| Society | 6 Trust and social cohesion; 7 Law and administration; 8 Security; 9 Labour and employment. |
| Economy | 10 Manufacturing and entrepreneurship; 11 Finance; 12 Technology and data; 13 Infrastructure and logistics. |
| Nature | 14 Energy; 15 Water; 16 Soil and food; 17 Climate and atmosphere; 18 Biodiversity. |
| Reproduction | 19 Time and strategic sustainability: the ability to maintain what has been achieved and act in the future. |
For each balance, a passport, status metrics, allowable corridor, threat threshold, owner, data sources, periodicity, aggregation rule, and adjustment scenario are approved.
- A positive effect in one balance does not justify hidden damage in another.
- Monetary valuation is applied where it is appropriate; physical, legal and qualitative indicators remain independent.
- The nomenclature is working and must be fixed by a separate dictionary of versions.
10 / CYCLE
13 phases turn signal into controlled adjustment
| № | Phase | Management result |
|---|---|---|
| 1 | Signal | record a change or initiative |
| 2 | Attribution | Identify the source, subject and affected contour |
| 3 | Base Line | Measure the initial state |
| 4 | Goal | set the desired result and limits |
| 5 | Scenario | Compare options and side effects |
| 6 | Decision | approve the mandate, owner and criteria |
| 7 | Resource | reserve money, time, data and power |
| 8 | Contract | securing obligations, risk and evidence |
| 9 | Action | execute the project package |
| 10 | Observation | Collecting actual events and deviations |
| 11 | Verification | check the fact, quality and causality |
| 12 | Calculation | Recognise rights, payments, obligations and balances |
| 13 | Adjustment | change a rule, resource, project or goal |
11 / MATRICA 741
3 × 13 × 19 = 741 — map of completeness, not mystical number
| Cell Status | Value | Action |
|---|---|---|
| 0 - no data | no signal or measurement | Appoint source and deadline |
| 1 - observation | data is available, but the decision is not required / not accepted | Check quality and threshold |
| 2 - Risk | corridor is broken or insufficient evidence | Escalation to the owner of risk |
| 3 — management | mandate, resource and action recorded | Monitoring of execution |
| 4 — proven | the result is verified and taken into account | calculation and replication |
| 5 — adjustment | conditions have changed or an error has been identified | create a new version related event |
The matrix can be filled gradually. The sign of maturity is not “741 green cell”, but the absence of unknown critical areas, transparent responsibility and timely movement of statuses.
12 / ARCHETIPS
20 archetypes × 13 tones = 260 — the semantic layer of the Ledger
Model 260 is used as a map of typical roles and conversion rhythms. The unit "kin" denotes the completed semantic event in the 13 phase cycle. This layer helps to categorize initiatives and harmonize the language of participants, but does not replace measurement, law, and financial accounting.
| Contact | Purpose | Limitation |
|---|---|---|
| Archetype → role | describes a sustainable way of participation: initiator, keeper, converter, binder, etc. | not assigned to a person as an immutable label |
| Tone → phase | indicates the nature of the step: setting, coordination, action, verification, completion. | does not cancel the actual sequence of the event |
| Keen → event | It unites the goal, subject, action and result in one semantic unit. | obtains legal force only through confirmed grounds |
| 260 → Library | Provides repeatable scenarios and design patterns. | not used as an automatic forecast or rating |
13 / ARCHITECTURE
The contours of the system are divided by authority
| Contour | Role | Doesn't |
|---|---|---|
| SFERA | Collects initiatives, builds communities, provides access and scaling. | does not confirm the effect and does not dispose of other people's powers |
| EQUILIBRIUM | observes 19 balance sheets, analyzes scenarios, conducts matrix 741 and the correction circuit. | does not substitute for a legal subject of the decision |
| IAC | prepares solutions, forecasts, models and analytical notes. | does not make power decisions |
| ECO‑PPA | translates the script into a legally, financially and technologically verifiable project. | Not performing work without a specific mandate |
| SPECZASHCHITA | organizes cooperative execution, protection, supply and operational discipline. | does not confirm its own result alone |
| ESG‑IR | provides independent evidence and methodical control of the result. | does not finance or select a project instead of a customer |
| Ledger | connects events, versions, signatures, evidence and balance effects. | It is not a single database of all the data. |
14 / LEDGER
The ledger stores evidence, not gathers everything in one place.
| Layer | Contents | Access Mode |
|---|---|---|
| Open | dictionaries, methods, aggregates, versions of rules, public decisions and indicators. | Public, Machine Readable |
| Evidentiary | identifiers, timestamps, signatures, hashes, links to sources, verification status. | Role and Legal Basis |
| Operation | contracts, budgets, work packages, measurements, execution logs. | Process participants and control bodies |
| Protected | Personal data, trade secrets, sensitive infrastructure. | minimum necessary access, journaling |
| Archival | original versions, proof of finality, decisions on disputes, migration logs. | Long-term preservation and integrity testing |
- The data remains with the rightful owners; the common layer stores verifiable links and statuses.
- Every read and change of sensitive data is recorded as an event.
- The algorithmic solution should be explainable, challenging and reproducible according to the model version.
- Public transparency is achieved by aggregating, not disclosing, personal records.
15 / FINANCE
Funding follows mandate, risk and provable result
| Contour | Purpose | Accounting rule |
|---|---|---|
| Name Fund | Targeted human development rights and resources. | source, assignment, limit, supplier selection, result, appeal |
| Project Fund / SPV | Isolation of budget, assets, liabilities and project risk. | segregation of funds, waterfall, reserves, covenants, audit |
| Territorial Fund | portfolio of infrastructure and natural programs. | effects and obligations are not mixed between territories without a mandate |
| ECO‑PPA | long-term agreement to mobilize resources before the threat is realized. | baseline, guaranteed result, price, risk, verifier, adjustment |
| Payment for the result | Part of the calculation comes after independent confirmation. | unconfirmed effect is not recognized as a final asset |
16 / MANAGEMENT
Decision, execution and verification should not belong to one party
| Role | Credentials | Monitoring |
|---|---|---|
| Balance holder | approves the corridor, thresholds, KPI and corrective measures. | public mandate, conflict of interest, reporting |
| Data Owner | ensures the quality, origin and legality of access. | versioning, access log, independent sampling |
| Project customer | Accepts purpose, budget, contract and risk appetite. | examination, limits, change control |
| Person carrying out the work | Perform the action and provide the primary evidence. | SLA, acceptance, insurance, liability |
| Validator | Test the method, fact and causal connection. | accreditation, rotation, prohibition of self-examination |
| Auditor / Ombudsman | Check the system and handle complaints. | access to version history, independent assignment |
| Collegiate Council | changes the dictionaries, rules and thresholds of the system. | quorum, protocol, public justification, date of entry |
17 / PROTECTION
The anti-manipulation circuit is built into the record itself
| Threat | How it manifests itself | Mandatory fuse |
|---|---|---|
| Double Account | One result is announced by several projects. | unique effect ID, attribution boundaries, general redemption register |
| Baseline Substitution | The starting point changes after the result. | preliminary fixation and version of the method |
| Self-check | The executor confirms his own effect. | independent validator, rotation and responsibility |
| Control capture | The rules change in favor of the related group. | public protocols, conflict of interest, veto power at critical risk |
| Hidden Surveillance | Data is used outside of the original purpose. | minimization, targeted consent, access log, sanctions |
| Model risk | The algorithm error becomes a massive decision. | model version, drift tests, manual stop, right to explanation |
| Delete History | Inconvenient recording disappears or is rewritten. | immutable log and compensating events |
| Transfer of damage | The growth of one balance creates a hidden minus in the other. | balance vector 19 contours and total damage limit |
18 / PILOT
The pilot is built around one real cycle, not the entire platform.
The recommended first contour: territorial program "water - soil - health" with the participation of residents, the state, scientific organizations, business and an independent validator. It simultaneously checks rights, physical indicators, project financing and evidentiary calculation.
| Period | Result | Transition criterion |
|---|---|---|
| 0–30 days | mandate, pilot boundaries, object dictionary, 19 balances, owners and stop conditions. | Roles, data sources and legal bases approved |
| 31–60 days | passport events, six registers, baseline, effect methodology, threat model. | Reproducible recording test and independent verification |
| 61–100 days | digital cycle twin of 13 phases and filling of critical cells 741. | through tracing from signal to adjustment |
| 4–12 months | Limited real-world project with ECO‑PPA and SPECZASHCHITA. | Results, Disputes and Recovery are Controlled |
| 12–24 months | portfolio of projects and interregional compatibility. | reduction of manual reconciliations and absence of double counting |
| 24–36 months | standardization package and cross-border sandbox. | Regulatory decisions and independent sustainability assessment |
19 / SOLUTION
First solution launches standard, pilot and independent verification
To start, you need to approve a package of eight documents:
- The doctrine of the Counting System: purpose, values, limits of what is permissible, and participants’ rights.
- Vocabulary of objects, events, 19 Balance Sheets, 13 Phases and Statuses of the Matrix 741.
- Model of authority and division of roles between SFERA, EQUILIBRIUM, IAC, ECO‑PPA, SPECZASHCHITA and ESG‑IR.
- Universal event passport and scheme of six related registers.
- Rules of evidence, version of methods, independent verification and corrective records.
- Data architecture, privacy, cyber resilience, archival storage and integrations.
- Mandate of 100-day pilot: territory, budget, risk holders, KPI and stop conditions.
- Regulations on independent legal, metrological, technical, ethical and public expertise.
