1. Appointment of EFS
The EFS is a project-based financial architecture within EQUILIBRIUM. Its mission is to link public and private resources with development goals, concrete projects, measurable results and continuous feedback. In the TETTA model, it acts as an analytical and scenario core, and the EFS - the contour of the movement and control of financial flows.
2. Conceptual basis
The downloaded material formulates three basic laws - Savings, Attraction and Synthesis - and considers the development of systems as a cyclical process, where elements are connected by relations, flows and feedback. For the EFS, this is used as a conceptual framework, not as a statement about modern economic science.
- Savings Law → Resource efficiency and minimization of losses.
- The Law of Attraction → cooperation, contractual relations, demand, capital and stable relations between the participants.
- The Synthesis Act → aligns individual financial decisions with the goals of the system as a whole.
- The law of periodicity → cycles of planning, execution, control, reassessment and relaunch.
- The Law of Conformity → is a unified logic of analysis on different scales: project, municipality, region, industry, country.

3. What the EFS changes
Purpose: from the financing of an item/activities to the financing of a measurable result.
Route: from weakening control after enumeration to pre-known program rules and acceptable operations.
Data: from periodic reporting to event and aggregate telemetry of execution.
Control: from checking the fact of spending - to checking the flow, result and effect.
Solution: from mainly manual adjustment to scenario recommendations of TETTA while maintaining the responsibility of the authorized person.
Scale: from disparate programs to a single matrix 13×20.
4. EFS Architecture

4.1. Five cores
1. Data Core - receiving, cleaning, cataloging and versioning data; a single model of object identifiers, programs and results.
2. 13×20 Engine - diagnostics of the state of 13 Stages and 20 search for gaps between objectives, resources, flows, performance and outcome.
3. Meaning & Policy Core — checking compliance with the strategy, budget restrictions, program rules, participant rights and public goals.
4. Decision Core — distribution scenarios, prediction of consequences, stress tests and ranking options. The solution is not delegated to the model automatically.

5. Passport of "smart money"
In the EFS, “smartness” refers not to the monetary unit itself, but to the digital rule of the program that accompanies the allocated resource. For the pilot, it is preferable to create a new currency or public token.

6. EFS Matrix 13×20
Matrix 13×20 contains 260 management cells. The vertical describes the life cycle of the solution, the horizontal describes the spheres of manifestation. Financial flow can be tied to one or more cells and should not be considered separately from the result.

7. Logic of decision making
- Signal: a fact, rejection, request or risk forecast is received.
- Context: the object is associated with the program, territory, industry and cells 13×20.
- Diagnosis: The system looks for cause and related dependencies.
- Scenarios: at least three options are calculated - basic, accelerated and protective.
- Assessment of restrictions: law, budget, liquidity, security, data, rights of citizens and organizations.
- Solution: The authorized body or person chooses the option; AI does not receive an unconditional right to dispose of public funds.
- Execution: a flow passport and control events are formed.
- Feedback: compares costs, result, effect and side effects.
- Update: Rules, forecasts and subsequent tranches are adjusted.
8. Example of application: support for productive SMEs
The pilot scenario does not require its own currency. It can be implemented as a targeted program with a digital financing passport, control of permissible operations and result analytics.

10. Legal and ethical restrictions
- The EFS should not turn ordinary citizens’ money into a programmable means of total control.
- Targeted restrictions apply only to voluntary or normatively defined software where the rules are known in advance.
- Personal data is minimized; for analytics, aggregated and pseudonymized sets are preferred.
- Any significant automated restriction must have a legal basis, explanation and appeal procedure.
- Models AI provide guidance and signals of risk, but should not alone make irreversible decisions about rights, access to funds or sanctions.
- The public algorithms of the program are subject to audit, version journaling and conflict of interest control.
11. Technological architecture
Integration layer: API Gateway, event bus, connectors to registers, banks, ERP and Treasury Systems.
Data: lakehouse/warehouse, master data, data catalog, lineage, quality control.
Graph of links: graph database for participants, contracts, objects, projects, obligations and dependencies.
Rules: policy/rules engine for permitted operations, limits, roles and control points.
Analytics: streaming analytics, scenario modeling, ML for anomalies and predictions.
Register of events: immutable audit log; blockchain is possible only where there is a real need for inter-organizational consensus.

12. Financial Flow Index EQUILIBRIUM
For MVP, you can use the index 0–100, which does not claim macroeconomic truth, but serves as a management signal. It is calculated from standardized indicators and necessarily reveals the structure of the assessment.

- independent audit confirms the correctness of the data and the log of decisions;
- the effect of the pilot is stable and does not create unacceptable side effects;
- The architecture can be scaled without centralizing unnecessary personal data.
