1. Summary of the concept
“SFERA. New Order. Coded Art” is a platform concept that connects art, culture, cinema, events, education, urban memory and digital registers within a single development system.
Coded art is understood here not as a cipher for secrecy’s sake, but as a way to express meaning, value, knowledge and action through cultural forms: a film, an event, an image, a route, an exhibition, a symbol, a digital object or an educational programme.

2. Meaning: what is coded art
Coded art is art in which image, sound, plot, symbol, space and event serve both aesthetic and navigational functions. It helps a person understand where they are, which culture they belong to, what action is required of them and what role they can play in shared development.

The New Order is not merely an economic or technological model. It is a way of organising life in which culture, knowledge, events, social participation and digital infrastructure begin to function as a single operating system.
Principles of the New Order
1. Connectivity: No event exists apart from knowledge, place, people, and outcome.
2. Evidence: Cultural objects, films, events and projects rely on verifiable data and registers.
3. Participation: a person is not only a spectator, but a participant, co-author, volunteer, expert, creator of the project.
4. Continuity: Heritage is not conserved, but incorporated into modern life.
5. Mediation: Each event produces content, archive, and next step.
6. Scalability: The city model can be transferred to the region, the country and the international network.
