Brief summary

ORION22:22 is not a separate portal or a new departmental registry. It is a meta-architecture that sets a single language, connects existing systems, shows decision owners, and translates strategy into a portfolio of verifiable actions. The central principle is compliance: each function of the system is assigned a measurable result, owner, data source, tolerance criterion and feedback loop.

The system brings together EQUILIBRIUM as an analytical operating environment, SFERA as a space for initiatives and cooperation, ECO-PPA as a mechanism for mobilising resources for verifiable impact, SPECZASHCHITA as the implementation framework, KRISTALL741 as the classification and modular core, and the Heritage Preservation Archive as a long-term memory of provenance, decisions and results.

1. Passport of project

Name: ORION22:22 — Unified Register Intelligent Operational Navigation.

Type of project: cross-industry digital and organizational meta-architecture, ensuring the coherence of strategies, registers, data, initiatives, financial mechanisms, performers and evidence of results.

The object of management: not a separate organization, but the life cycle of socially significant, scientific and technological, environmental, cultural, infrastructure and international initiatives.

  • Boundaries of authority: ORION does not replace state bodies, data owners, scientific expertise, the court, control bodies or the project operator.
  • Principle of compatibility: existing information systems are maintained; ORION links them through passports, identifiers, exchange rules, and an evidence model.
  • Implementation mode: voluntary pilot with formalized agreements, the right to stop and independent verification of the result.

2. Essence and scale

Modern programs break down into unrelated documents, databases, budgets, pilots, and reports. Even a strong idea often lacks a single passport of origin, a responsible owner, a production trajectory, a verifiable baseline, and an understandable mechanism for moving to scale. ORION22:22 bridges the gap not by centralizing just one database, but by creating a common navigation framework.

The scale of the system is set in three dimensions: substantive - from nature and technology to culture and security; territorial - from the object and the municipality to the country and international cooperation; temporary - from the current event to the long-term heritage. At each level, it is possible to trace why the decision was made, by whom, what resources were used and what effect was obtained.

  • To see the whole: to form a map of systems, subjects, flows, risks and break points.
  • Collect action: translate idea into passport, consortium, funding, pilot and measurable result.
  • Preserve memory: record origin, rights, versions, decisions, errors, evidence, and conditions of replication.

The main product of ORION is not an information showcase, but managed connectivity: the system’s ability to quickly find competencies and resources, prevent duplication, detect conflict of goals and bring the solution to a confirmed effect.

Working definition: ORION22:22 is a suprasystem navigation circuit that connects the semantic model, registers, data, digital twins, forecasts, initiatives, financing, cooperative execution, verification and long-term memory into a single evidence-based trajectory.

  • ORION is not a system of total control; access is based on roles, goals and legal grounds.
  • The ORION does not make critical decisions autonomously; AI forms recommendations, alternatives, and warnings.
  • ORION does not declare symbolic designs to be physical laws; symbolism serves as the language of project assembly and communication.

5. Formula 22:22

The dot in the name means the relation of conformity. The left side is 22 mandatory functions of the holistic system. The right side is 22 results by which you can prove that functions do not exist on paper. Each pair receives the owner, data source, calculation method, tolerance threshold, update frequency, and verification procedure.

Operational formula for connectivity: O = C × D × E × T, where C is the connectivity of participants and objects, D is the reliability of data, E is the ability to execute, and T is trust and legitimacy. The multiplicative entry emphasizes that the critical failure of one component nullifies the practical value of the others. This is a management evaluation model, not a physical law.

The result formula for each pair: Rᵢ = Fᵢ × Qᵢ × Vᵢ, where Fᵢ — Maturity of function, Qᵢ — Data quality, Vᵢ — Level of independent confirmation. Values can be normalized on a scale 0–1 or 0–100 After approval of the method.

6. Ecosystem and role distribution

ContourMain roleMain productLimit of responsibility
EQUILIBRIUMObservation, analysis, forecast and balanceModels, indices, scenarios, warningsIt does not substitute for a political and legal decision
SFERAInitiatives, people, knowledge and cooperationShowcase of opportunities, teams, communicationDoes not manage resources without authority
ECO-PPAResource mobilization for measurable impactTransaction structure, stages, covenants, resultDoes not replace the bank, budget or investor

Heritage archiveMemory, origin and rightsVersions, documents, authorship, lessons, limitationsComplies with access modes and storage periods
IACSolution assembly and situational coordinationReports, options, instructions, feedback controlDoes not concentrate authority outside the approved mandate

ORION is located above individual products as an agreement on language, data, routes, and evidence. It provides a transition between contours, but retains the legal independence of organizations, information systems and resource owners.

The layers are not consistent departments. It works like a closed cycle. The change in actual state returns to the knowledge layer; new information changes scenarios; the verified result adjusts strategic goals and rules.

10. Life cycle of initiative

A single route eliminates premature transition to funding or public promise. At each stage, the minimum set of grounds is checked; a return to the previous step is considered a normal quality mechanism, not a failure.

  • risks, restrictions, unacceptable consequences and the right to stop;
  • Pilot plan, resources, funding sources and scaling criteria.

11. Digital Core and Data Architecture

The digital core is built as a federal environment. The data remains with the rightful owners, and ORION stores metadata, links, permitted representations and proof of origin. Only those sets are centralized for which it is legitimate, safe and economically justified.

12. The Meaning Graph and KRISTALL741

The meaning graph answers the question “how is everything connected?”, while KRISTALL741 answers “how can everything be classified and assembled in modules?”. Together they form a navigation framework: the graph stores relationships and causal chains, while the 19×13 matrix gives a stable address to a function, object, indicator or technology within the shared system.

TechnologyRights, tests, objects of applicationFunctional ModuleReuse without losing context
RiskTriggers, Consequences, Owners and MeasuresThreat class and protection contourEarly warning and reaction route

The code does not replace the description, and the connection does not replace the proof. Any automatic classification must be explainable, verifiable, and allow for human correction while preserving the version history.

13. Digital twin of territory and system

The digital twin of ORION reflects not only physical objects, but also institutional connections, resources, commitments, environmental status and social impacts. It is designed for scenario comparison and early warning, not to replace reality with a model.

Contour of the doubleObserved statusScenario question

  • The baseline is fixed before the intervention and includes a range of natural variability.
  • The model shows confidence intervals, assumptions and quality of input data.
  • After the pilot, the prediction is compared with the fact; errors return to the model and methodology.

15. Economy and mechanism ECO-PPA

The ORION economy separates the cost of the platform from the cost of projects. The basic outline finances architecture, data, methodologies, integration, and portfolio management. The project outline collects individual deals and budgets for specific pilots. This prevents system-wide costs from being mixed with the commercial and budgetary obligations of participants.

ScaleSeries, localization, service, replicationOrder, project financing, license, franchisingConfirmed effect and serial readiness
MemoryArchive, standards, training, reusePart of the portfolio budget and service modelAccessibility of lessons and preservation of rights

Principles ECO-PPA

  • capital is provided in stages after the achievement of the audited conditions;
  • The cash flow and the socio-ecological effect are accounted for separately, but are related in one model;
  • non-financial indicator does not turn into money automatically: a legal object of the transaction, counterparty, price and settlement infrastructure are necessary;
  • risks, reserves, insurance and liability are fixed before the pilot starts;
  • A report on failures and side effects is a mandatory part of the evidence environment.

16. Law, standards and compatibility

ORION is implemented through a package of interrelated documents. The concept does not replace regulations, contracts or industry standards, but defines a minimum common framework so that the decisions of different participants are comparable and verifiable.

Validation StandardIndependence, conflict of interest, methods and form of detentionPilot
Consortium model agreementRoles, rights, resources, responsibilities, outcomes and outcomesPilot
Scaling PackageCriteria for series, adaptation, licensing, service and trainingAfter verification
  • Compatibility is more important than total unification: industry models are preserved, but must have a correspondence table to the common passport.
  • Evidence is more important than the scope of the report: each conclusion must be traced back to the source, method, version, and person responsible.
  • International application requires a separate legal assessment of data transfer, sanctions, export, tax and environmental regimes.

17. People, culture and education

ORION is created for the ability of a person and society to act meaningfully in a complex environment. Therefore, human capital is not seen as a serving resource of the platform, but as an independent result: competence, subjectivity, health, safety, access to knowledge, participation and the ability to transfer experience.

21. Validation, maturity and scale tolerance

Maturity is assessed on five levels. The resulting high score does not cover critical violations of rights, safety, ecology or evidence. Scaling requires at least a 3 layer for key functions and no red constraints.

Questions of independent verifier

  1. Was the baseline defined prior to the intervention?
  2. Is it possible to relate the change to the actions of the project, and not only to external factors?
  3. Is the effect additional to the usual scenario?
  4. Has harm been shifted to another territory, group, period or component of nature?
  5. Are the costs, rights, purchases and data in line with the approved passport?
  6. Does the impact continue after funding is completed and conditions change?

22. Launch solution and manifest

To move from concept to action, it is proposed to approve a limited zero cycle without prematurely deploying a national platform. Its task is to prove the operability of the principle 22:22 on one full route of the initiative and to prepare a package of solutions for the pilot.

  1. Adopt the concept as a working basis for discussion;
  2. appoint a result customer, coordinator and architectural office;
  3. choose one pilot territory and one priority initiative;
  4. agree on data owners, independent verifier and legal boundaries;
  5. prepare a zero-cycle estimate and project financing for the pilot;
  6. After 100 days, present a demonstration of the full route and a decision on the next stage.

Manifesto

We connect meaning to evidence, data to responsibility, resources to result.

We are not building a center that replaces everyone; we are creating a common language that allows everyone to act in concert.

We recognize uncertainty, we preserve the right to stop and consider mistakes to be a source of development if they are honestly recorded.

We protect human dignity, the living systems of the Earth, cultural heritage and the freedom of future generations.

We scale only what has passed the real test and can be understood, repeated and improved.

NameORION22:22 - Unified Register Intelligent Operational Navigation
SubjectFederal unification of classifiers, metadata, indicators and symbolic systems without loss of autonomy of the original schemes
Formula 22:2222 orthogonal classification axes ↔ 22 verifiable management results
Human-centric contourSRCh 1.0: 19 standards and exactly 260 indicators of conditions, opportunities and confirmed results
Symbolic outlineBook of Kins: 20 archetypes × 13 tones = 260 coordinates; it is not a system for ranking or predicting personality
StatusProject for interdepartmental, scientific, technological, business and public discussion
PrincipleThe environment is standardized, not the individual. The dignity of a person does not depend on the score, profile or code.

Decision. Do not create one worldwide "supercode". ORION preserves sovereign classifiers and adds a common layer of persistent identifiers, concepts, versions, crosswalk, origin, and independent verification.

Brief summary

  • ORION connects five layers - Meaning, Knowledge, Solution, Action and Memory - into the testable circuit "data → digital twin → solution → action → effect → proof".
  • “Thinking flow” is the dynamic of this circuit: observation turns into context, concept, hypothesis, scenario, and solution proposal; after human authority, action and effect are brought back to memory as verified knowledge.
  • 22 axes answer different questions and do not replace each other. Language, version, source, trust, and alignment status are common meta-information, not complementary axes.
  • SRCh 1.0 is connected as a profile of the individual and the environment: 19 standards form the normative framework, while 260 indicators form the measurement register. The technical name is “life trajectory indicators”; the name presented to users is “Destiny indicators”.
  • Matrix 260 Kins are stored separately as a symbolic system 20×13. Its coordinates can describe the role of the record or the cycle phase, but do not confirm causality and are not used for automated decisions about rights, access or resources.

1. Strategic objective and boundaries

Civilizational systems use thousands of legal, statistical, industry, scientific and local classifiers. Their direct merging destroys the context: the same words denote different concepts, the same codes change the meaning between versions, and close categories are not always identical.

1.1. What is Unified

  • identity of the concept and its constant URI;
  • Definitions, preferred and alternative designations in different languages
  • scheme-owner, version, status and validity period;
  • hierarchical and associative links;
  • typed correspondences between schemes;
  • source, author, validator, conversion rule and proof;
  • access rights, license and storage period.

1.2. What is not enforced

  • legal force and substantive autonomy of the original classifier;
  • cultural differences in terms and local meanings;
  • person as a person - conditions, roles, events and verifiable statements are encoded, but not dignity;
  • symbolic interpretation - it is stored as a separate layer and is not disguised as an empirical dimension.

Critical boundary. closeMatch never automatically rises to exactMatch; meaningful proximity is not equal to legal or statistical equivalence.

2. Five Layer Orion

The ORION working model associates meaning with measurable action and stores the entire chain in memory. Each layer has its own type of objects and control question.

2.1. Thought Flow

Working definition of the project: The thinking stream is a continuous, versionable and evidence-based trajectory of converting signals into meaningful actions and new results into updated knowledge. It is not an autonomous subject or a substitute for human responsibility: AI forms hypotheses, alternatives and warnings, and the critical decision is made by an authorized person or collegiate body.

3. Register 22 axes classification

The axis is considered orthogonal if it asks an independent question and allows for an independent value. The record is not required to fill all 22 axes: the object profile defines the required and permissible edges.

3.1. Separation of close axes

  • NEE — normative gap; SIT — observed fact.
  • GOA — final effect; DEL — immediate product or service.
  • AGT - performer, owner or responsible; BEN - recipient or carrier of the effect.
  • CAP — a system capability; PRC — a reproducible sequence of operations.
  • DEC - authorization of action; INI - time-limited execution.
  • IND measures the state; PRV proves the origin of the data.
  • TIM describes subject time; version dates refer to system metadata.

4. Metamodel concepts and identifiers

4.2. Two Identifier Views

Permanent URI. https://id.orion2222.org/c/{axis}/{scheme}/{concept_uid}

Human Readable Code. OR22/{AXIS}/{SCHEME}/{CODE}x{RELEASE}

Examples: OR22/GEO/UN.M49/356@2026.1; OR22/DOM/UN.ISIC/0111@5.0; OR22/IND/SRCH/01.01@1.0. The version is not permanent UID: renaming does not create a new concept, and semantic separation or merger requires an explicit migration.

4.3. Versioning

  • MAJOR - change of metamodel or meaning with violation of backward compatibility.
  • MINOR - new concepts and compatible relationships.
  • PATCH — correction of labels, descriptions and technical errors without changing the meaning.
  • The published version is immutable; code and UID are not reused.
  • Life Cycle: Draft → Candidate → Approved → Deprecated → Retired.
  • Each release has a signed manifesto, a change log, a migration table, and an impact report.

5. Crosswalk and Federation of Circuits

The basic model is "sovereign schemes + canonical semantic ridge". It reduces the number of pairwise transformations from about N² to about N, keeping direct links where they are legally or statistically binding.

5.1. Types of Correspondence

  • direction, type and condition of applicability - territory, time, role, unit;
  • conversion rule and test examples;
  • source, justification, author, independent examiner and confidence ratio;
  • object and system time, status and reference to the substituted compliance.

5.3. Quality control

AmbiguityAverage number of permissible goals per initial concept
Loss of detailBroad/composite fraction where the original granularity disappears

6. SRCh 1.0: 19 standards and 260 Destiny indicators

Basic principle. Man is a subject of development. The quality of the environment and support is standardized, not the personality. Indicators serve to improve conditions and cannot be used for discrimination, punishment or public ranking.

In ORION, the name “260 Destiny indicators” is retained for users as a meaningful image of a life trajectory. The technical and normative layers use the neutral name “260 indicators of conditions, opportunities and confirmed development results”. Their distribution is fixed: СРЧ-01–СРЧ-13 have 14 indicators each, and СРЧ-14–СРЧ-19 have 13 each; 13×14 + 6×13 = 260.

6.1. Five contours and 19 standards

6.2. Communication with 22 axles

Each SRCh indicator is a concept on the IND axis and must also be linked, at a minimum, to GOA, BEN, GEO, TIM, PRV and RGT. An SRCh standard forms a profile: it defines the mandatory facets, but does not create a second independent metalanguage.

SRCh objectThe key axis of OrionVerification
StandardVAL, NEE, GOA, BEN, DOMThere is a regulatory basis, purpose and recipient
IndicatorIND, GEO, TIM, PRV, RGTis the formula, unit, period, source and rights
Improvement programmeDEC, CAP, PRC, INI, REShave authority, process, project and resource
ResultDEL, REC, PRVhave acceptance criteria, record and independent proof

6.3. Limitations of application

  • No single score can compensate for a critical failure in dignity, safety, rights, or health.
  • Personal data is minimized; identifying and analytical sets are stored separately.
  • A person has the right to know the source, correct the error and demand a human review of the automated solution.
  • Public reporting is aggregated with risk control of re-identification.
  • The model and thresholds are assessed for human rights impacts prior to implementation.

7. Book of Kins: a separate framework of 20×13

Distinguishing the two sets of 260. SRCh contains 260 measurable indicators according to the formula 13×14 + 6×13. The Book of Kins contains 260 symbolic coordinates according to the formula 20 archetypes × 13 tones. Equal counts do not imply identical meanings.

In the Heritage Archive, the KIN describes a combination of a semantic function and a cycle phase for a record, event, or decision. The archetype is not assigned to a person as an immutable characteristic, and the symbolic coordinate is not used as a forecast of fate or a basis for the distribution of rights and resources.

12. System readiness criteria

  • All 22 axes have an owner, a formal definition and a published version.
  • Each circuit has URI, license, status, owner and machine readable manifest.
  • All crosswalks have type, terms, version, origin and independent verification.
  • SRCh contains exactly 19 standards and 260 indicator cards; the count is checked automatically.
  • SRCh and Kins are separated by namespace, evidentiary status and permitted use cases.
  • For critical decisions, the complete chain is reproduced: data → situation → script → solution → Action → Result → Proof.
  • The user can find out the source of the data, the version of the concept and the cause of the conversion result.
  • No published version is overwritten; migrations and substitutions are documented.
  • Security, human rights, non-discrimination and heritage rules are independently audited.

ORION22:22 becomes not just another classifier, but an operating system for coordinating meanings: it keeps the differences, makes the connections explicit and turns each solution into a verifiable, versionable and inherited record.

Appendix A. Register of 260 Destiny indicators / SRCh 1.0

The names of the 260 indicators from SRCh 1.0 are listed below. Measurement rules, formulas, sources, units, critical minimums and owners are documented in separate IND-axis cards. The name “Destiny” does not imply predetermination: the system observes conditions, opportunities and confirmed changes in a life trajectory.

The main risk is semantic loss

ORION22:22 / 03

The error does not occur in the code, but in the transfer of meaning between systems, contexts and versions.

Code moved

The concept simplified

Context is lost

The indicator drifts

The decision is distorted

The meaning seems to coincide

Conditions of applicability disappear

Time, place and recipient not taken into account

The comparison becomes false
