02 / SUMMARY
A system in which money serves development
It is not a single world currency that is offered, but a compatible multi-level financial infrastructure.
Five project solutions
| 1 | A personal fund fixes the rights, goals and confirmed results of development without turning a person into an uncontrolled issuer of legal tender. |
|---|
| 2 | Central banks, commercial banks, and regulated institutions remain sources of trust; new instruments are embedded in existing law. |
|---|
| 3 | The Ledger — a layer of evidence. Each operation links its basis, decision, resources, implementation, impact and audit. |
|---|
| 4 | New rights of claim and project limits are allowed only within the limits of the confirmed effect, cash flows and risk buffers. |
|---|
| 5 | First, legal and technical sandbox, then interregional and cross-border corridors, then standardization. |
|---|
Status: author's strategic concept. It is not a decision of an international organization, monetary policy, legal opinion or investment recommendation.
03 / DIAGNOSIS
Why the current system needs an add-on
| Gap | Manifestation | What architecture should change |
|---|---|---|
| Cross-border payments | Cost, delays, non-transparency of the route, break of compliance modes. | General data, atomic calculation, transparent SLA and end-to-end status of the operation. |
| Financial accessibility | Access to the account does not guarantee stability, data protection and access to long capital. | Name funds, rights transferability, secure digital identity. |
| Project financing | Effect and cash flow are often not combined in a single evidence loop. | Link problem, solution, contract, effect, flow and return of capital. |
| Trust in Digital Assets | Fragmentary security, legal uncertainty, run risk and cyber threats. | Regulatory perimeter, quality settlement assets, audit and reserves. |
| Environmental and social effects | Metrics are separate from financial result; risk of greenwashing is high. | Evidence registers, independent verification, payments for the result. |
Project conclusion: reform cannot be reduced to registry technology. What is needed is both right, central bank money, regulated deposits, a single data model, risk management and a clear public purpose.
04 / DOCTRINE
Twelve Principles of Design
| Contour A | Outline B |
|---|---|
| 1. Dignity Finance does not turn a person into an object of total observation. | 2. Sovereignty National currencies, central bank mandates and capital regimes remain. |
| 3. Double-level money The central bank and regulated intermediaries remain the core of trust. | 4. Interoperability Single messages and rules are more important than a single technology platform. |
| 5. Evidence Right, resource, action and result are linked by a verifiable chain. | 6. Finality The moment of final calculation is determined legally and technically. |
| 7. Proportionality Compliance and data correspond to risk rather than maximum data collection. | 8. Security The new limits are based on assets, cash flows and effects. |
| 9. Returnability Debt, share, grant and payment for the result vary before funding. | 10. Pluralism Public, private, cooperative and public institutions coexist. |
| 11. Sustainability Liquidity, cyber defense, recovery, and dispute resolution are built-in. | 12. Reversibility The pilot can be stopped and rolled up without systemic damage. |
05 / ARCHITECTURE
The seven interconnected layers
| L7 | Governance and public mandate | rules, representation, audit, disputes, updating standards |
|---|
| L6 | Risks, Compliance and Privacy | AML/CFT, KYC/KYB, Sanctions regimes, cyber-resilience, data minimization |
|---|
| L5 | Evidence Ledger | bases, versions, signatures, events, metrics, results, responsibility |
|---|
| L4 | Funds and programmable contracts | name, design, territorial, natural funds; ECO-PPA |
|---|
| L3 | Assets and rights of claim | deposits, bonds, shares, commodities, infrastructure and performance rights |
|---|
| L2 | Calculation and interoperability | ISO 20022, FX/PvP, atomic settlement, national system gateways |
|---|
| L1 | Monetary Core | Central bank reserves, cash/digital money, regulated deposits |
|---|
Dependency rule: innovation on the top layer cannot weaken the legal certainty and quality of the settlement asset on the bottom layers.
06 / TOOLS
Money stack: what is saved and what is added
| Tool | Role | Issuer / operator | Limitation |
|---|---|---|---|
| The Sovereign Currency | Unit of account, means of payment, tax and legal anchor. | Central Bank/State. | Not replaced by a global token. |
| Regulated deposit | The main form of private money and credit. | Licensed bank. | Capital, liquidity, insurance/permit. |
| Tokenized deposit/reserve | Programmable presentation of an existing requirement. | Bank/Central Bank. | It does not change the legal nature of the basic requirement. |
| MURDE — design calculation unit | Comparison of budgets, effects and calculations of the pilot. | Multilateral operator of the contract. | Not currency or legal tender without a separate mandate. |
| Name Fund | Rights to targeted development: education, health, housing, entrepreneurship. | Fund/bank/public institution. | Targeted use, guardianship, inheritance, audit. |
| Unit of confirmed result | Payment for measurable infrastructural, environmental or social impact. | Project SPV/customer. | Repayment only by verification protocol. |
07 / MAN
Name fund: financial contour of personal development
Name Fund is not a “wallet of free money”, but a portable contractual outline of goals, rights, sources and results. It can combine public appropriations, private contributions, insurance coverage, educational capital, project income, and charitable funds.
| Composition of the passport | What is fixed |
|---|---|
| Subject and authority | identity; capacity; representative/guardian; consent; heritability |
| Objectives | education; health; housing; mobility; entrepreneurship; community contribution |
| Sources | budget; employer; family; insurance; grant; income; cooperative; project effect |
| Rights | access, portability, supplier selection, appeal, deletion of optional data |
| Limitations | appointment, term, limit, permissible counterparties, conflict of interest |
| Evidence | contract, bill, service result, digital signature, independent verification |
| Result | not only consumption, but also measurable change in human capabilities |
08 / EMISSION
The rule of permissible expansion: value before limit
Eₜ ≤ min(ΔVᵛᵉʳₜ, CFᵉˡᵢᵍₜ, Pᵃᵖᵖʳₜ) − Rₜ − Lₜ
| Marking | Meaning | Evidence |
|---|---|---|
| Eₜ | Acceptable new commitment/financing limit in period t | the decision of the authorized issuer or fund |
| ΔVᵛᵉʳ | Verified increase in value or prevented damage | methodology, baseline, independent verification |
| CFᵉˡᵢᵍ | acceptable cash flow | contract, payment discipline, stress scenario |
| Pᵃᵖᵖʳ | Approved project budget | Budget, corporate or multilateral solution |
| Rₜ | Buffer of credit, market and model risk | reserves, haircuts, concentration limits |
| Lₜ | liquidity buffer and operational recovery | liquid assets, recovery plan, emergency mode |
09 / MATHEMATICS
741: engineering implementation matrix
| Scale | The main question | Solution type |
|---|---|---|
| Person / organization | What has changed for a particular subject? | name fund, contract, law, competence, income, security |
| State / Territory | How are sovereignty, sustainability and reproduction maintained? | budget, monetary policy, infrastructure, industry, social guarantees |
| Planet / interstate contour | How to reconcile common risks and cross-border flows? | standards, corridors, climate/water/biosphere, settlement, dispute resolution |
Nineteen subject contours
| 01–05 | 06–10 | 11–15 | 16–19 |
|---|---|---|---|
| persons, family/community, education, health, housing | labor, entrepreneurship, industry, energy, water | food, transport, digital environment, finance, law | safety, culture, territory, biosphere |
741 is neither a mystical number nor an automatic algorithm of truth. This is a completeness map: it shows where the data is missing, the decision owner, the risk buffer, or proof of outcome.
10 / CYCLES
260 and 13 phases: from meaning to adjustment
The “Ledger” uses 260 as a map of a complete cycle of meaning: 20 archetypes × 13 tones. Within the financial architecture, this is not a calendar prediction but a discipline of classification: who acts, in which phase, on what basis and with what proven effect.
| Phase A | Phase B | Phase C |
|---|---|---|
| L01 Signal | L02 Sources | L03 Verification |
| L04 Base Line | L05 Diagnosis | L06 Scripts |
| L07 Corridor | L08 Options | L09 Right |
| L10 Resource | L11 Implementation | L12 Confirmation |
| L13 Adjustment |
11 / LEDGER
Evidence-based register of value movement
A ledger is not just an accounting record and not necessarily a single blockchain. It is a federated data model in which legal documents can be stored by owners, and the common layer contains verifiable links, statuses, signatures, and version hashes.
| Event field | Contents | Monitoring |
|---|---|---|
| ID and time | persistent identifier, jurisdiction, timestamp | integrity, synchronization, uniqueness |
| Basis | law, mandate, contract, budget, consent | power, version, expiration date |
| Subjects | payer, recipient, beneficiary, validator | KYC/KYB, roles, conflict of interest |
| Resource | currency, asset, limit, service, data | ownership/claims, encumbrances |
| Action | reservation, transfer, delivery, verification, repayment | authorization, finality, reversible |
| Result | Before/after metric, preventable damage, availability | technique, oracle, independent confirmation |
| Risk and liability | limit, reserve, insurance, owner of risk | stress test, recovery, dispute, sanctions |
12 / MANAGEMENT
The Institutional Scheme: Federation, Not the Global Monopolist
| Level | Proposed function | Key Fuse |
|---|---|---|
| Multilateral Council | doctrine, standards tolerance, KPI, public report | Balance of voices of states, institutions and public representatives |
| Technical authority | data schemas, identifiers, compatibility tests | open specifications, version, independent implementations |
| Payment operator | routing, PvP/atomic settlement, finality status | separated from emission and project selection; PFMI |
| The National Gateway | Application of local law, currency regime and supervision | Central bank autonomy; right to stop |
| Funds and SPV | structuring of name, project and territorial programs | fiduciary duty, asset segregation, audit |
| Validators | verification of data, results and assurance | accreditation, rotation, responsibility, conflict of interest |
| Arbitration / Ombudsman | disputes, user rights, error correction | Affordable procedure and execution of decisions |
13 / LAW
Legal compatibility before scaling
| 1 | Monetary and banking law who is entitled to issue an instrument; whether it is money, a deposit, a security or another requirement |
|---|
| 2 | Payments and finality of the moment of finality; clearing; return; participant’s insolvency; security mode |
|---|
| 3 | Currency control and sanctions allowed currencies, cross-border restrictions, screening and lawful blocking |
|---|
| 4 | AML/CFT and identity risk-oriented verification, travel rule, digital ID, record storage |
|---|
| 5 | Data and privacy purpose processing, localization, cross-border transmission, minimization, automated solutions |
|---|
| 6 | Securities and investments public offering, investor qualification, disclosure, market infrastructure |
|---|
| 7 | Taxes and accounting valuation, income recognition, VAT/profit, reservation, audit, consolidation |
|---|
| 8 | Consumer protection understandable terms, commission, complaint, refund, non-discrimination, digital accessibility |
|---|
FATF highlights a risk-based approach to digital identity and virtual assets; PFMI — requirements for management, risk, finality and operational sustainability5][6][7]
14 / RISKS
Red team: how the system can fail
| Risk | Early indicator | Mandatory control |
|---|---|---|
| Inflationary expansion | Limits are growing faster than proven value/flow | independent rule of limits; reserves; the right to stop |
| Run and lack of liquidity | acceleration of repayments, spreads and concentration | liquid buffer; waterfall; recovery/resolution |
| Political/corporate takeover | opaque selection and related financing | public criteria; conflict of interest; audit |
| Total financial surveillance | Data Objectives and Hidden Scores | privacy by design; minimization; prohibition of secondary use |
| Cyber Attack / Stop | growth of critical vulnerabilities, lack of backup mode | segmentation; zero trust; backup calculation; exercises |
| Greenwashing / false effect | The metric changes after funding | preliminary protocol; baseline; independent validator |
| Oracle and Model Risk | Difference of sources, model drift | multiple sources; manual override; version log |
| Legal fragmentation | one operation receives different qualifications | national gateways; rulebook corridor; arbitration |
| Digital Exception | The service is available only through expensive devices | offline/assisted channels; universal design |
15 / PILOT
Four pilots with limited risk
| P1 | Name Development Fund Education + health + entrepreneurship in one jurisdiction. Criteria: portability, target use, privacy, measurable result |
|---|
| P2 | ECO-PPA "water-energy-food" Long-term contract, where savings and new value form the return. Criteria: baseline, guaranteed result, cash flow, independent verification |
|---|
| P3 | Interregional project corridor. Settlement between banks and SPV through a shared Ledger. Criteria: ISO 20022, finality, SLA, compliance, reduced manual reconciliation |
|---|
| P4 | Cross-border wholesale sandbox Two to three currencies, regulated banks, tokenized deposits and reserves. Criteria: PvP/atomic settlement, central bank autonomy, privacy, recovery |
|---|
The Agor BIS project has already demonstrated the ability to combine tokenized deposits and reserves on a common platform while maintaining national autonomy and privacy. This confirms the technical direction, but does not replace national legal decisions. [1][3]
16 / ROAD CARD
36 months: from doctrine to working corridor
| Period | Outcome of the phase | Conditions of transition |
|---|---|---|
| 0–3 months | Doctrine, dictionary, map of law, target architecture, program management authority. | approved mandate; list of jurisdictions and instruments |
| 3–6 months | Pilot's Rulebook, Threat Model, Data, KPI, Financial Model, Name Fund Design. | Signed members; legal opinions; risk appetite |
| 6–12 months | Technical and legal sandbox; digital double calculations; test failure scenarios. | proven finality; privacy assessment; recovery test |
| 12–18 months | P1 and P2 in one jurisdiction; limited number of users and projects. | KPI results; no critical violations; audit |
| 18–24 months | P3 interregional; standardized messages and mutual verification. | reduced manual operations; agreed controversial mode |
| 24–36 months | P4 cross-border wholesale corridor; independent assessment and scaling package. | decisions of central banks and regulators; stable indicators |
17 / MEASUREMENT
Results bar: not speed for speed
| Outline KPI | Indicators | Purposeful meaning |
|---|---|---|
| Payment | cost; end-to-end time; straight-through share; time to finality; controversial operations | cheaper, faster, more transparent, more affordable |
| Trust | identity errors; false positives; investigation time; confirmed fraud | compliance without excessive exclusion |
| Resilience | Liquid rupture; loss; RTO/RPO; cyber incidents; concentration | system survives stress without cascade |
| Person | access to the service; portability; complaints; data disclosure; changing capabilities | Improving lives, not increasing transactions |
| Project | compliance with budget/term; cash flow; default; independent effect | Capital is related to the real result |
| Territory | Availability of infrastructure; local cooperation; tax/economic base | Reproduction and reduction of imbalances |
| Planet | water, energy, emissions, biodiversity, preventable damage | Verifiable effect without double counting |
| Management | open decisions; conflict of interest; time of dispute; audit performance | Accountability and Adjustment |
