1. Summary for decision

“SPECZASHCHITA” is proposed to be considered as a cooperation platform for execution, which gathers enterprises, scientific organizations, technology teams, financial partners, development institutions, regions, municipalities and public initiatives for a specific socially significant task.

The key problem that SPECZASHCHITA solves is the lack of a continuous chain between initiative, government priority, prepared demand, technology, manufacturer, resources, pilot territory and confirmed result.

SPECZASHCHITA shall not replace the Government, ministries, regions, municipalities, customers, supervisory authorities or development institutions. Its function is to link the legal powers and competencies of participants in a managed project chain, ensure the passage of control points and form evidence of the result.

Proposed action

  1. Accept the report for inter-commission and inter-agency consideration.
  2. Create a working group on integrated sustainable development of territories on the basis of ECO-PPA.
  3. Conduct an independent legal, financial, scientific, technical and environmental examination of the model.
  4. To select 3–5 pilot territories, including the readiness test of the Syzran-Rameno-Smolkino link.
  5. To fix the basic indicators before the start of implementation and provide independent verification.
  6. Following the results of the pilot, submit proposals on scaling to the Presidium of the State Council.

2. Systemic problem

Major development programs are distributed among a variety of departments, levels of government, enterprises, sources of financing and accounting systems. As a result, even promising initiatives often do not get a full route before implementation.

GapManifestationConsequence
CoordinatingParticipants operate in different regulations and do not see a common responsibility architecture. The deadlines are growing, decisions are duplicated, responsibility is blurred.
TrustThere is no single register of resources, obligations, rights and results achieved. The partners cannot assess the real state of the project.
Project ReadinessThe idea is not transformed into a passport, feasibility study, risk and financial model.Banks, government and investors are not ready to make a decision.
Industrial implementationDevelopment is not related to the manufacturer, customer and operating system. The technology is still in the demonstration phase.
FinanceSources of resources are not collected in an acceptable and transparent structure. The pilot does not start or becomes dependent on a single source.
EvidenceThe effect is measured after the project starts or only declaratively. It is impossible to objectively evaluate the result and scale the solution.

3. Mission, vision and strategic objective

Vision

SPECZASHCHITA becomes a trusted circuit of execution of socially significant programs, in which each resource receives a clear role, each obligation is fixed, each participant understands the boundaries of responsibility, and the result is confirmed by documents, tests and data.

Strategic objective

To create a replicable model of the project portfolio formation, launch of territorial pilots and scaling of proven solutions through cooperation of the state, business, science and society.

Basic principles

PrinciplePractical meaning
Common Sense and JusticeThe decision is evaluated by the consequences for the person, territory, nature and system.
LegalityEach mechanism is subject to verification of compliance with applicable law.
VoluntaryThe participant understands the rights, obligations, risks, conditions and procedure for exit.
Authority and responsibilityThe powers correspond to the competences and the responsibility assumed.
EvidenceThe claimed effect is confirmed by indicators, documents, tests and independent verification.
TransparencyResources, obligations, statuses and decisions are traceable.
Conservation of NatureThe effects are taken into account on the full life cycle.
Human-centerednessThe quality of the environment and the real capabilities of a person are subject to assessment, not their dignity.
ScalabilityThe pilot is initially designed to be replicated in another territory.

3.1. Civilization Horizon: Earth Revival and Galactic Culture

The long-term philosophy of SPECZASHCHITA is that the protection of the territory is not limited to the elimination of individual accidents and shortages. The ultimate goal is to restore the Earth’s ability to sustain life, develop a culture of responsible creation, and include humanity in a long-term cosmic perspective.

ConceptContents of the reportPractical translation
Conglomerate "Revival of the Earth"Planetary cooperation of people, states, science, business and public initiatives for the sake of restoring natural systems.Biocenoses, climate and environmental adaptation, restoration of water, soils, forests and environmental quality.

11. Biocenoses and monitoring of the territory

The biocenosis is proposed to be used as a basic territorial unit ECO-PPA: not a separate object, but a related system of nature, man, infrastructure, production, energy and data. Stability is formed not by the number of disparate objects, but by the quality of connections and the closedness of flows.

The contour of biocenosisSubject of managementExample of result
NaturalWater, soil, forest, biodiversity.Restored ecosystem functions.
EnergeticMini-generation, accumulation, reservation.Reliable and economical supply.

ProductionMaterials, repair, return to the cycle, waste.Resource efficiency and localization.
DigitalSensors, passports, models, forecasts.Early Warning and Evidence.

Biocenosis monitoring point

The biocenous monitoring point is the "digital sense organ" of the territory. It combines observation of the atmosphere, water, soil, plants, animals, microorganisms, human health and man-made load.

  1. What is happening in the territory?
  2. Is the change natural or dangerous?
  3. What is the likely source of impact?
  4. How does change affect biocenosis and humans?
  5. What actions are necessary and who should perform them?

12. Advanced Technology Portfolio

Below are the candidate directions. Their inclusion in the state or investment contour is possible only after confirmation of owners, rights, readiness of technology, testing, economy, security and compliance with requirements.

Cooperative organization of national and interregional programs

SFERA Collects Initiatives. EQUILIBRIUM Confirms.

ECO-PPA forms a framework. SPECZASHCHITA organizes execution.

Full presentation to the strategic report · 24 August 2026

The main request is to open an institutional route

STRATEGIC REPORT

Not an exceptional status, but a verifiable path from initiative to scaling.

  • Consider the concept of specialized commissions of the State Council.
  • Form an inter-commission and inter-agency working group.
  • Check the organization, technology, rights, economy and pilot sites.
  • Launch a limited pilot with independent indicators and milestone solutions.

The result of the discussion: to agree on the working process, admission criteria and pilot format.

The gap between initiative and execution

STRATEGIC REPORT

Publicly relevant solutions often exist separately: priority, demand, technology, manufacturer, financing and territory are not assembled into one chain of responsibility.

No single customer result

Control points not defined

Resources and risks are not shared

Consequence

Pilots do not reach operation, the effects are not confirmed, and replication occurs without a single standard of evidence.

Evidence not collected in the archive

Not

  • Cooperation platform for a specific socially significant task.
  • Project outline with tolerance, control points and responsible.
  • Organizer of the performance from the preparation of the site to the service.
  • The evidence provider for the scaling decision.
  • A new authority or superstructure over the Government and the regions.
  • Owner of all technologies of assets, rights and decisions of participants.
  • The source of automatic financing without expertise and contract.
  • Confirmation of state support before the official decision of the competent authorities.

The basic principle: the powers remain with the legitimate owners, the liability is fixed by the contract.

The proposed solution is to test, launch the pilot and measure

STRATEGIC REPORT

Five Actions

Take the report for consideration by the relevant commissions of the State Council.

To hold an inter-commission strategic session and form a working group.

Organize independent legal, financial, scientific, technical and environmental expertise.

To select pilot territories and approve uniform requirements for data, indicators and funding.

After 18 months, submit the result and proposals for scaling proven solutions.

SPECZASHCHITA organizes the execution and transmits to the state the verifiable grounds for the decision on the scale.
