1. Our position in the State Council system
The State Council is for the program the upper strategic contour of coordination of federal, regional and municipal decisions. Our task is to enter not with a request for support of an individual organization, but with a proven model for solving cross-sectoral state tasks.

2. Leading outline of State Council commissions
The entry point is proposed to determine the Commission in the direction of "Environmental well-being". At the same time, the program requires inter-commission assembly, as it combines ecology, energy, industry, infrastructure, data and investment.

7. Route to the State Council
- To prepare a single passport of the program, a financial model and a list of technologies.
- Get the support of one leading governor and form a pool of 3–5 pilot subjects.
- Conduct preliminary independent legal, financial, environmental and technological expertise.
- To submit materials to the Commission "Environmental Well-being" with a parallel referral to five specialized commissions.
- To hold an inter-commission strategic session with federal agencies and regions.
- Create a working group and approve the passports of pilot projects.
- Launch pilots with baselines, checkpoints and independent verification.
- Present the results to the Presidium of the State Council and prepare a list of instructions of the President.
- After confirming the effect, proceed to the federal scaling.

1. Summary for decision
“SPECZASHCHITA” is proposed to be considered as a cooperation platform for execution, which gathers enterprises, scientific organizations, technology teams, financial partners, development institutions, regions, municipalities and public initiatives for a specific socially significant task.
The key problem that SPECZASHCHITA solves is the lack of a continuous chain between initiative, government priority, prepared demand, technology, manufacturer, resources, pilot territory and confirmed result.
SPECZASHCHITA shall not replace the Government, ministries, regions, municipalities, customers, supervisory authorities or development institutions. Its function is to link the legal powers and competencies of participants in a managed project chain, ensure the passage of control points and form evidence of the result.
Proposed action
- Accept the report for inter-commission and inter-agency consideration.
- Create a working group on integrated sustainable development of territories on the basis of ECO-PPA.
- Conduct an independent legal, financial, scientific, technical and environmental examination of the model.
- To select 3–5 pilot territories, including the readiness test of the Syzran-Rameno-Smolkino link.
- To fix the basic indicators before the start of implementation and provide independent verification.
- Following the results of the pilot, submit proposals on scaling to the Presidium of the State Council.
2. Systemic problem
Major development programs are distributed among a variety of departments, levels of government, enterprises, sources of financing and accounting systems. As a result, even promising initiatives often do not get a full route before implementation.

Vision
SPECZASHCHITA becomes a trusted circuit of execution of socially significant programs, in which each resource receives a clear role, each obligation is fixed, each participant understands the boundaries of responsibility, and the result is confirmed by documents, tests and data.
Strategic objective
To create a replicable model of the project portfolio formation, launch of territorial pilots and scaling of proven solutions through cooperation of the state, business, science and society.

The long-term philosophy of SPECZASHCHITA is that the protection of the territory is not limited to the elimination of individual accidents and shortages. The ultimate goal is to restore the Earth’s ability to sustain life, develop a culture of responsible creation, and include humanity in a long-term cosmic perspective.
