01 / Executive thesis and passport issue
This is not a new closed quarter and not a technological showcase. This is an agreement on how existing schools, universities, libraries, museums, businesses, community organizations, farms, clinics, digital platforms, and governments together create, test, and return knowledge to residents.

02 / Operational definition and official framework
Operationally, the City of Knowledge exists only when four abilities work at the same time: access to learning, mutual exchange of knowledge, turning knowledge into a verifiable practice, and keeping a memory of what worked or didn’t work. A separate campus, portal or set of sensors without this cycle is only infrastructure.
| Reference frame | What we take to the project | What we do not affirm |
|---|---|---|
| UNESCO Learning Cities | Lifelong learning, sector participation, resource mobilization, monitoring progress | That city automatically enters GNLC |
| UN-Habitat, 2025 | Rights, Accessibility, Sustainability, Participation and Human-Centered Digital Transformation | Non-binding recommendations are the law. |
| ITU / U4SSC | Structured KPI set and voluntary verification | That any KPI by itself proves public value |
| ISO 37100 family | Terms, control systems, methods and sets of indicators | The standards set universal targets. |
Official points of reference: UNESCO UIL; UN-Habitat International Guidelines on People-Centred Smart Cities (2025); ITU/U4SSC; ISO/TC 268. Full references to c. 25.
- The object of management is not the “smartness” of the city, but the ability of residents to learn and influence decisions.
- The result unit is a verifiable improvement in access, quality of life, sustainability, or trust while respecting rights.
- Indicators are selected according to the local context; initial values and uncertainty are published before the pilot.
03 / The man in the center: rights before technology
Five Guarantees
- Dignity and agency: understandable consent, the right to refuse and an alternative non-digital channel.
- Equal access: universal design, language and age accessibility, support for people with disabilities.
- Privacy: Minimization of data, limitation of purpose, retention periods and prohibition of hidden resale.
- Controversy: explanation, log of decision, independent complaint and timely correction.
- Human stop: An authorized operator can safely stop an experiment or service.
Public Value Check
Before launch, the team answers three questions: who benefits, who carries the risk, and who can say “stop”. Responses are checked with the groups that are most affected by the decision. The final score does not average minority rights within a high urban score.
Normative orientations: Universal Declaration of Human Rights; Recommendation UNESCO on the ethics of artificial intelligence (2021); UN-Habitat (2025).
04 / Full cycle of knowledge circulation
The cycle is not a conveyor where the solution is known in advance. At each transition, a return is allowed: data can change the question, independent verification can reject the method, and residents can change the criterion of success. This transforms urban politics from a series of one-off projects into a learning system.
Control transitions
- Formulate the public issue so that it is not replaced by the purchase of a specific technology.
- Record the baseline, data sources, constraints, and participant protection plan.
- Conduct a limited reversible pilot with predetermined criteria PASS / REWORK / STOP.
- Measure direct, distributive, and unforeseen effects, not just activity volume.
- Write the decision, data, uncertainty, and lessons in the shared archive, including negative results.
05 / Eight functional contours
Contours are not industry “wells”, but interrelated functions. Everyone has an owner of a social outcome, partners, a set of evidence, and a route for intergenerational knowledge transfer.
| Contour | Function | Example of verifiable result |
|---|---|---|
| 1. Education | Continuous learning trajectory | Reducing barriers to entry and completion of programs |
| 2. Science | Research into urban challenges | A reproducible protocol and an open report |
| 3. Culture / Archive | Memory and navigation by meaning | An accessible catalogue showing the origins of resources |
| 4. Production / Entrepreneurship | Responsible use of knowledge | Safe pilot with measured resource effect |
| 5. Health / social sphere | Prevention and support | Improving accessibility without discrimination |
| 6. Civil administration | Joint definition of tasks | Public response to suggestions and complaints |
| 7. Digital / Data Infrastructure | Compatibility and Evidence | Traceable data and portability |
| 8. Biosphere / Food / Water | Environmental sustainability | Measured balance of water, soil, biodiversity |
06 / Spatial model: constellation, not enclave
The City of Knowledge is not built around one prestigious center. The coordinating core links existing institutions and makes them available in the daily geography of the inhabitants.
| Scale | Composition | Accessibility criteria |
|---|---|---|
| Micro: 15–30 minutes | School, library, club, clinic, farm, workshop, mobile laboratory | A person can enter without special status |
| City / agglomeration | Universities, museums, laboratories, enterprises, authorities, data platform | Unified routes, data standards and mutual recognition of results |
| Intercity Network | Partner cities, research and archival nodes | Portability of techniques, not copying context |
Six Elements of Constellation
- a coordinating nucleus with a public mandate and limited term of office;
- support institutions that maintain their own autonomy;
- living labs for reversible experiments in a real environment;
- mobile access for remote areas and people with limited mobility;
- Civil digital layer with open interfaces and data origin log;
- intercity network of exchange of protocols, negative results and specialists.
07 / Nodes of knowledge and continuous educational trajectory
A knowledge node is a physical, mobile or digital place where a person can access, contribute experience, verify an assertion, or apply knowledge under responsible supervision.
| Node Type | Sign in | Withdrawal |
|---|---|---|
| Training | Request and basic diagnostics | Microcourse, mentor, proven competence |
| Research | Question and protocol | Data, Uncertainty, Reproduced Report |
| Practical | The task of the company or community | Reversible prototype and effects evaluation |
| Archival | Material and origin | Description, access rights, long-term storage |
| Biosphere | Monitoring of the environment | Label, time series, model and warning |
| Civilian | Proposal, complaint, local experience | Public response and traceable solution |
Lifelong learning
The route is built not on age "corridors", but on the task and previous experience: early development → school → professional trajectory → higher education and research → retraining → public mentoring. Informal and local knowledge can be recognized after a transparent assessment, but does not replace qualifications where security requires a license.
08 / From research to application
| Stage | Obligatory artifact | Gateway |
|---|---|---|
| Production | Measurand, affected groups, rights and baseline | G0–G2 |
| Method | Protocol, data quality plan, uncertainty | G3–G4 |
| Pilot | Reversible Experiment and Journal of Deviations | E2 / G5 |
| Verification | Independent analysis, repeat or external verification | E3 / G6 |
| Decision | Human justification PASS / REWORK / STOP | G7 |
| Memory | Version, data, code, rights, conclusions and negative result | G8 |
The move to purchasing or scaling is allowed only after a utility check in a particular environment. The publication of a scientific article, patent, demonstration video or volume of investment does not replace the evidence of social effect.
- Security-critical solutions require specialized expertise and regulatory compliance.
- The commercial partner discloses conflicts of interest and rights to results in advance.
- The city retains the export of data and the ability to change the supplier without losing the archive.
09 / Heritage Archive and Common Memory
This module considers the archive of the preservation of the heritage of Humanity as a project program: a distributed system for preserving documents, oral histories, languages, methods, biological and technical observations. Its value is determined not by the volume of accumulation, but by the origin, rights, accessibility and ability to test the context.
Minimum record of origin
- who, when and in what context created or transmitted the material;
- What rights, consents, cultural restrictions and access periods apply;
- what transformations, translations, restorations or models have been applied;
- where the original, verification copies and checksums are located;
- who has the right to correct the description, revoke access or request a review.
| Layer | Mode |
|---|---|
| Public | Open license, machine-readable description, available version |
| Research | Controlled access, target contract, log of use |
| Guarded | Guardian Council, cultural protocols, prohibition of secondary use |
10 / Federated layer of knowledge and data
The federated architecture leaves the data to the responsible holders and connects them with consistent identifiers, dictionaries, interfaces and access rules. A citywide directory describes what exists and under what conditions it is available; it is not required to copy everything into a single repository.
| Layer | Purpose | Minimum protection |
|---|---|---|
| Catalog / Semantics | Search for sets, terms, versions and owners | Origin and control of the dictionary |
| Trusted Exchanges | Transfer of permitted data between domains | Target policies, log, encryption |
| GRID / Metacomputers | Distributed large calculations | Isolation of tasks, limits, reproducibility |
| Analytics / Models | Scenarios, forecasts and decision support | Model card, quality, drift, human review |
| Public interface | Dashboards, requests, participation | Accessibility, aggregation, protection against re-identification |
The projects "Computational GRID", "Metacomputers" and "Federal Bases" are included as candidates for the infrastructure layer. Their scale, safety and economic viability must be proven separately; mention does not mean that the technology is ready.
11 / AI, Data and Rights
| Monitoring | Question before launch | Evidence |
|---|---|---|
| Need | Is it possible to solve a problem without AI or with less data? | Analysis of alternatives |
| Legality / rights | Is there a reason, agreement and an affordable alternative? | Processing register and impact assessment |
| Quality | Is the data representative and is the error known? | Data card, offset tests, uncertainty |
| Oversight | Who is responsible and who can stop it? | RACI, decision log, stop procedure |
| Controversy | How will people find out, explain and correct the result? | Notification, appeal, SLA |
| Life Cycle | What happens during drift, target change or closure? | Monitoring, review, deletion and archive |
Recommendation UNESCO About Ethics AI It is used as a normative reference point. Applicable law, industry requirements, and local procurement procedures are further tested for specific application. High average KPI cannot compensate for discrimination or violation of basic rights.
12 / Biosphere, water and food security
The city is considered as part of the catchment, soil and food landscape. Contour combines observation, education and practice: school and university laboratories, urban farms, water utilities, natural areas, markets and enterprises operate according to comparable protocols.
| Object | Observation | A solution that can be tested |
|---|---|---|
| Water | Quality, consumption, leakage, seasonality | Reducing losses without worsening availability |
| Soil | Organic matter, pollution, structure | Restoring the site to control points |
| Biodiversity | Types, habitats, connectivity | Protection and recovery with independent monitoring |
| Food | Origin, Loss, Accessibility, Nutrition | Sustainable full cycle chain |
| Energy / Material | Flows, emissions, waste | Reducing impact without postponing damage |
The Biocenosis and Full-Cycle Farm project is included as a food security laboratory. Before scaling, sanitation, economics, labor, animal welfare, water, soil, biodiversity, and food availability are tested.
13 / Dynamic model of the biosphere
| Component | Contents | Quality control |
|---|---|---|
| Status x(t) | Water, soil, vegetation, species, climatic and anthropogenic factors | Units, geography, time step |
| Effects u(t) | Construction, land use, production, rehabilitation measures | Scenario and responsible owner |
| Transition F | Hypotheses about dynamics and relationships | Calibration, Sensitivity, External Verification |
| Observation y(t) | Sensors, laboratories, remote and civil surveillance | Traceability, QA/QC, uncertainty |
| Decision | Plan, Warning, Restriction or Stop | Human Reasoning and Journal |
The model stores several scenarios and does not fold the biosphere into one index. The alert threshold is defined in conjunction with the relevant specialists and communities, and the warning always contains the source, time, geography and confidence.
14 G / Control0–G8
G0-G8 is a single route of the design solution. Each gateway has an owner, entrance, exit and the right to return the work for revision or stop it.
| Gateway | The control question | Withdrawal |
|---|---|---|
| G0 Meaning | What is the public challenge and for whom? | Brief justification |
| G1 Rights | Whose rights and risks are affected? | Impact assessment and protection |
| G2 Measurand | What exactly are we measuring? | Definition, unit, reference level |
| G3 Protocol | How do we get a comparable result? | Pre-registered method |
| G4 Data / QA / U | Is the data reliable and what is the uncertainty? | Quality plan and U-budget |
| G5 E-gate | What level of evidence has been achieved? | E0 - E4 and restrictions |
| G6 Independent verification | Who checked outside the team? | Check / Replay Report |
| G7 Human decision | Who takes responsibility? | PASS / REWORK / STOP |
| G8 Archive and supervision | Can it be restored and revised? | Version, journal, audit period |
15 / Evidence E0–E4 and validation map
| Level | Canonical significance | What is allowed |
|---|---|---|
| E0 | Symbol / Image | Discuss meaning; do not claim effect |
| E1 | Hypothesis / Model | Design the test; explicitly name the assumptions |
| E2 | Observation / limited pilot | Act only within the limits of the pilot |
| E3 | Independent verification | Compare and prepare controlled expansion |
| E4 | Validated reproducible result | Scale in the confirmed scope |
E-level describes the power of evidence, not the moral value of an idea. It is assigned a separate statement: one project can have E3 for accessibility and E1 for long-term environmental effect.
Approval Validation Map
- The statement and the measured value: what exactly should change and in what units.
- Context and boundaries: population, place, period, exceptions and acceptable risk.
- Method and data: protocol, origin, quality, uncertainty and version.
- Result and alternatives: magnitude of effect, distribution, side effects, competing explanations.
- Verification and solution: independent reviewer, E-level, G-gateway, PASS / REWORK / STOP and date of revision.
16 / Passport Cities Knowledge and Indicators
Passport is the updated public profile of the city, not the rating of people and not the certification mark. It combines context, initial meanings, goals, result distribution, and quality of evidence.
| Passport Block | Examples of indicators | Cut |
|---|---|---|
| Access | Time to node; cost; share of available formats; adult coverage | Area, age, income, restrictions |
| Reciprocity | Share of joint design programmes; number of public response contributions | Participant group and type of response |
| Transformation | Percentage of pilots with measured effect; time from issue to decision; repeatability | Outline, E-level, effect |
| Memory | Percentage of decisions with origin; availability of archive; preservation of versions and negative results | Type of record, rights, term |
| Rights and trust | Complaints, time of correction, refusals, leaks, clear notifications | Service, risk, total |
| Resilience | Water, energy, soil, biodiversity, food loss | Territory and Season |
U4SSC and ISO 37120/37122/37123 are used as directories and matching methods. Target thresholds are set locally and are not attributed to standards.
17 / Funding and architecture of funds
The financial system must separate long-lived infrastructure from risky experiments and maintain verification independence. Personal and registered funds may support missions, but do not receive the right to covertly change criteria, manage residents’ data or circumvent public oversight.
| Contour | Purpose | Selection condition |
|---|---|---|
| Basic infrastructure | Libraries, communications, accessibility, archives, general data | Public mandate and life cycle |
| Mission portfolio | Research and cross-sectoral programmes | G0-G4, Stage financing |
| Microgrant communities | Local issues and civil science | Simple competition, mentoring, open result |
| Independent evaluation | Checking E-levels, rights and effects | Organizational and budgetary independence |
| Reserve and exit | Safe stop, portability, recovery | Pre-funded exit plan |
Financial rules
- The money follows the evidence: the tranches are tied to G-gates and E-levels, not advertising metrics.
- Rights to publicly funded data and methods should not create an irrevocable dependence on the supplier.
- Personal data monetization and forced advertising are excluded from the income model.
- A negative result under the observed protocol is considered socially useful knowledge, and not a reason to hide the report.
18 / White Book Housing Integration Card
Topics of previous works are included as project modules and hypotheses. The map shows the place in architecture, but does not confirm their scientific, technical, economic or legal readiness.
| Case Module | Role in the City of Knowledge | Starting status |
|---|---|---|
| White Paper of Destiny | Master archive of terms, solutions and versions | Project system |
| The Heritage Archive of Humanity | Origin, conservation and cultural rights | Candidate of the program |
| Dynamic Model of the Biosphere | Scenarios of water, soil and ecosystems | E1 to local calibration |
| Food security / full cycle farm | Living Food Chain Laboratory | E1-E2 by individual pilots |
| GRID / Metacomputers / Federal databases | Computational and Data Layer | Candidate of Architecture |
| Symbolic systems and languages | Cultural navigation and semantic hypotheses | E0–E1 |
| Fund System / Financial System | Mission and phased funding | Project model |

- Harmonized protocol for alerting and human decision.
22 / Road map for 36 months
Timing is the benchmark for a step-by-step decision, not the promise of a result. Each transition requires a completed G-gate and sufficient E-level; the calendar does not increase the evidence.
| Period | Focus | Mandatory exit / gate |
|---|---|---|
| 0–3 months | Mandate, rights, map of nodes, questions and inputs | G0-G2; pilot design solution |
| 4–6 months | Protocols, data, procurement, independent inspectors | G3-G4; ready for safe launch |
| 7–12 months | Three limited pilots and a general archive | E2; first PASS / REWORK / STOP |
| 13–18 months | Adjustment, repetition, cross-sector training | G6; confirmation or stop |
| 19–24 months | Extension of only confirmed components | E3 for scalable approval |
| 25–30 months | Inter-district / inter-city portability | Verifying context and compatibility |
| 31–36 months | Institutionalization, rights and portfolio audit | G8; decision on permanent model |
Rules of transition
- Do not start data collection until G1 and G2.
- Do not expand the pilot just because the budget year is exhausted.
- Do not consider the internal presentation an independent test of G6.
- At STOP, fund a safe exit, notification, portability, and lesson archive.
23 / Risks, stop rules and solution package for 90 days
| Risk | Early Signal | Stop / mitigation |
|---|---|---|
| Technocentrism | Procurement formulated before the question | Return to G0-G2 |
| Capture by the elite | Access and Agenda Focused on a Narrow Group | Reassemble Representation and Rules |
| Monitoring / data extraction | Target extension, hidden profile | Stop processing; delete/correct by procedure |
| Exception | Deterioration of access for vulnerable groups | Return alternative channel; REWORK |
| Greenwashing / metric gaming | Increasing reporting with no absolute effect | Independent verification and metric change |
| Vendor lock-in | No export, documentation or exit plan | Do not enter into/extend a contract |
| The Pilot Cemetery | No owner of result and archive | Close or assign G7/G8 |
| Irreversible CAPEX | Large investment up to E2 > E3 | Break down into reversible stages |
Solution package for the first 90 days
- Approve the temporary public mandate, council of rights and independent control G6.
- Select the territory and make a map of nodes, access barriers and data holders.
- Formulate three public issues and original measures without reference to the supplier.
- Prepare pilot passports, data protection, exit budget and criteria PASS / REWORK / STOP.
- Publish the original passport, four independent vectors and a calendar of open parsing.
