Annotation

“Civilization” is a top-level framework document describing the structure of a society capable of developing human beings, preserving cultural and natural diversity, creating equitable institutions and directing technology for the common good. The doctrine does not offer a single model for all peoples. It defines universal grounds for cooperation while preserving sovereignty, traditions and many ways of development.

1. Civilizing challenge

Humanity is entering an era where the scale of opportunity has equalled the scale of responsibility. Artificial intelligence, biotechnology, energy, space and global communications allow us to solve problems that are inaccessible to past generations.
