Summary
The National Validation Center in the ESG-IR model is not "another certification body", but an institutional coordinator of evidence-based sustainability. Its task is to connect the national accreditation system, independent validation and verification bodies, digital registries, ESG reporting, climate and energy instruments and international mutual recognition.
Key distinction: state or recognized accreditation body confirms the competence of inspection organizations; independent bodies conduct validation and verification; the operator of the standard ESG-IR establishes rules, maintains registries and provides authorization for the program; the rating committee makes rating decisions. These functions should not be concentrated in a single structure.

1. Subject and designation of national validation centres
The National Validation Center is a working institutional concept that designates a national coordination unit that provides uniform rules for verifying sustainable development and links the state quality infrastructure with independent professional assessment.
The center should solve five tasks:
1. provide a single language of indicators and methods;
2. form a trusted network of independent validators and verifiers;
3. ensure digital traceability of data and conclusions;
4. prevent conflicts of interest, greenwashing and double counting;
5. establish a mechanism for national and cross-border recognition of results.
The Centre shall not substitute:
- state accreditation body;
- environmental supervision;
- audit of financial statements;
- credit rating agency;
- the carbon unit register;
- Issuer of energy origin certificates;
- independent verifier.
2. Normative and international framework
The architecture is built around the international infrastructure of conformity assessment. ISO/IEC 17029:2019 establishes general requirements for competence, consistent work and impartiality of validation and verification bodies. ISO 14065:2020 specifies the requirements for environmental information, ISO 14066:2023 — Competence of the team, and ISO 14019‑4:2026 — Requirements for bodies validating and verifying the declared information on sustainability.

The practical principle is that ESG-IR should be a program compatible with this infrastructure, and not parallel to a closed system.

The basic chain of trust
National accreditation body → Accredited VVB → Verified data and conclusion → Digital Registry → the Rating Committee → user result.
4. Russian National Contour
In the Russian Federation, the official accreditation outline should be maintained by the national accreditation system. For environmental and climate statements, the existing mechanism for the accreditation of greenhouse gas validation and verification bodies is important. ESG-IR should connect to it within the applicable field, and for broader sustainability statements, develop programmatic authorization and seek to expand the official accreditation contour as regulatory practices develop.

5. International models of national quality infrastructure
In most developed systems, the national level is built not around a single “center that checks everything”, but around a national accreditation body and a network of independent conformity assessment bodies. For example, DAkkS is the national accreditation body of Germany and separately provides for the accreditation of validation and verification bodies on ISO/IEC 17029.

For climate projects, an additional international contour is created UNFCCC Article 6.4, Verra VCS and Gold Standard. They use independent DOE/VVB and its own program requirements. For ESG>IR is an important model: an international program sets the rules, but the project is checked by an independent competent organization.
6. Target Model of the National Center ESG
The National Center ESG-IR is proposed to be created as a standard owner and operator of trusted infrastructure, and not as a monopoly verifier.

8. Accreditation and authorization of bodies
The system should use a two-tier recognition model.
Level A - official accreditation
Conducted by a national accreditation body or other competent authority in accordance with applicable law and international standards.
Level B — authorization ESG
It is provided by the program owner and confirms knowledge of the standard ESG-IR, connection to the digital registry, compliance with the rules of the program and the presence of appropriate competence.

Qualification is fixed by matrix: role + Type of task + block ESG‑IR + Industry + Level of confidence + Type of object. The mere fact of passing the general course does not give the right to check any industry.

The digital circuit is part of the evidence architecture, not just the public catalog.

The key principle of the registry is the immutability of history: the fix creates a new version of the record, but does not destroy the previous one.
11. Special contour ECO‑PPA
ECO-PPA should be the first transactional zone of the national center: energy, contract, instrument data, environmental attributes, climate calculation, digital passport and independent verification are simultaneously present here.

The certificate of origin, market-based Scope 2, avoided emissions and carbon unit are different results and are taken into account separately.
12. International system of mutual recognition
The international contour ESG-IR should be built as a system of equivalence of national mechanisms, and not as a supranational body that abolishes national law.

The center must have diversified funding so that no major rated participant can influence the methodology or decisions.
