1. Purpose of the General Plan Formula
The General Plan Formula EQUILIBRIUM is a methodical model of designing complex natural and recreational areas, in which spatial zones, flows of people and animals, infrastructure, economy and management contour are considered as a single system of balance.
The model is designed to move from a set of objects on the territory to a managed architecture: each layer has its own function, boundaries, permissible load and status indicators.

2. Spatial Principle: "The core of the + ring"
The master plan is built from the most sensitive and valuable natural core to the most intense areas of human activity. The closer the function is to the core, the lower the allowable anthropogenic load and the higher the protection regime.

The direction from the center to the periphery means an increase in the intensity of service and management while maintaining the natural value of the center. The reverse direction is the flow of data, control, and resources that support the stability of the kernel.

3. Flow formula
A key condition for safety and manageability is designing independent trajectories for visitors, staff and animals. Their functional communication is provided through controlled interfaces, but direct uncontrolled intersection is excluded.

4. Formula EQUILIBRIUM for general plan
The spatial scheme is checked through seven management parameters. This transforms the masterplan from a static drawing into a diagnostic tool.

5. The main balance formula
For practical design, it is proposed to use a multi-criteria model. It does not replace compulsory engineering, veterinary and environmental calculations, but sets a single decision-making contour.

with restrictions:
- Eco ≥ E_min - environmental indicators not lower than the permissible project threshold;
- Animal ≥ A_min - animal welfare and living conditions meet the mandatory requirements;
- Safety ≥ S_min - safety of people, animals and personnel is confirmed by design solutions;
- Load_z ≤ K_z - the actual load on each zone does not exceed its estimated capacity;
- F_critical = 0 - critical flow intersections are excluded.
The coefficients w₁...w₅ are set by the customer and the project team depending on the priorities of a particular territory. For a natural-zoological object, environmental, zoological and safety restrictions should be in the nature of rigid thresholds, and not compensated by commercial benefits.
6. Application to "Moscow Safari Park"
For the territory of 67,21 ha, the formula is used as the basis for pre-design zoning. The exact area of each zone is determined only after field surveys, veterinary and zoological requirements, hydrology, dendrology, fire and transport scheme.

7. Formula of permissible load
For each functional zone, its own calculated capacity is introduced. The total capacity of the complex is determined not by the maximum capacity of the entrance, but by the most limiting link of the system.

This prevents the typical mistake of travel projects when ticket sales or hotel occupancy are growing faster than able to safely withstand natural areas, routes, animals, parking or evacuation infrastructure.

9. Genplan development algorithm
- Inventory of the territory: relief, forest, water, engineering restrictions, security zones, transport accessibility.
- Zoological program: species, groups, content standards, veterinary and quarantine scenarios.
- Selection of the natural core and areas that should not become commercial space.
- Designing a buffer and independent service paths.
- Create a safe outline of the observation and guest experience scenarios.
- Placement of active and commercial functions on the principle of removal from the most sensitive areas.
- Calculation of all flows, bandwidth and emergency scenarios.
- Forming a digital control circuit and set KPI.
- Multi-criteria balance check and zoning adjustment.
- Transition to architectural concept, engineering research and project documentation.
10. Final formula
The Genplan formula EQUILIBRIUM captures a simple but fundamental sequence: first the core is saved, then protection is created, then a secure contact is designed, and only then activity, service, and commerce. Management covers all levels simultaneously.

The multiplication sign here means mutual dependence: if one of the critical contours is zero, the stability of the entire system decreases sharply. Therefore, the master plan is not considered as the sum of objects, but as a coherent system of restrictions, connections and flows.
MAN — NATURE — ANIMALS
Balance is not a decorative principle of the project - it becomes a measurable condition of the master plan.
