1. Strategic definition

SFERA is a public communication and design-navigation platform that integrates the initiatives of citizens, communities, science, business, development institutions and the state into coordinated programs of practical action.

Mission

To turn disparate ideas and needs into feasible, measurable and replicable solutions aimed at the development of man, territories, economy and natural environment.

A vision of the future

A society in which a useful initiative is not lost between departments and organizations, but goes a clear path from the idea to the confirmed social result. Each participant contributes, acts within the authority and is responsible for the commitments made.

Each initiative goes through seven stages. The transition to the next stage occurs after fixing the result of the previous one - this protects the system from unreasonable promises and premature scaling.

The platform is built as a set of interconnected contours. Their task is to ensure the full life cycle of the initiative without concentrating all the powers in one organization.

8. Launch model

Launching SFERA is advisable to start not with building a huge universal system, but with a limited outline, one set of criteria and several initiatives that can be carried out in a full cycle.

Stage 1. The mandate and rules are to approve the mission, pilot area, roles, entry criteria, decision regulations and data protection;

Stage 2. The minimum platform is to create an initiative passport, a status register, an expert route, a competence catalog and a project office cabinet;

Stage 3. Pilot portfolio — select 3–5 initiatives, form a baseline, KPI, teams, resource passports and implementation plans;

Stage 4. Proof - to obtain operational data, conduct an independent check and issue proven cases;

Stage 5. Scale — to type solutions, prepare financial and organizational models, train regional teams and launch re-introductions.

Result of the first cycle

  • working route of the initiative from the entrance to the solution;
  • a consistent set of roles, documents and control points;
  • several completed pilots with measurable indicators;
  • Register of confirmed practices;
  • basis for scaling SFERA by territories and directions.
