Summary of the concept
SFERA - a world without borders is proposed to be created as a distributed banking and financial ecosystem connecting state tasks, private capital, cooperative participation and social programs. The system is not an attempt to replace national currencies, central banks or licensed credit institutions. Its purpose is to create a compatible environment in which projects receive capital, settlement infrastructure, risk management and confirmation of social results.

1. Mission and principles
Mission SFERA is to provide access to responsible capital for projects that strengthen the individual, family, territory, economy and natural environment, while maintaining financial stability and legitimacy in each jurisdiction.

2. System architecture
SFERA is built as a coordination system. Banking, investment, payment, cooperative and project functions are distributed among specialized entities.

3. Russian adjustable core
In Russia, “a PPP bank”, “a cooperative bank” and “a social bank” should be considered as functional specializations, and not as separate types of banking license. Banking operations are carried out by a licensed credit institution; the remaining participants perform only functions legally permitted by it.
Three product lines
1. PPP Bank and Development. Financing of energy, ecology, transport, construction, rehabilitation, digital and municipal infrastructure.
2. Co-operative circuit. Maintenance of production chains, local economies, cooperative members, supply, sales and mutual support.
3. The social line. Available financial products for citizens, families, veterans, people with disabilities, social enterprises and small territories.
4. The international system
The international level is formed not by a single universal license, but by a network of nationally regulated institutions united by treaties, standards and a compatible technological platform.

5. Financial model and instruments
The system uses a multi-channel capital model. The source of funding is selected for the duration, risk and cash flow of the project; short-term funds of the population are not directed directly to long-term illiquid assets.

Units of account
At the first stage, it is advisable to use the internal units of SFERA, MURDE or SUR as an index, a measure of value, an accounting unit, a digital right or an indicator of social and environmental impact. They are not declared legal tender and do not replace national currencies.
6. Economic cycle SFERA
1. The applicant formulates the problem, solution, territory and expected result.
2. Expertise - check the law, technology, market, team, assets and impact.
3. Structuring - a legal model is selected, SPV, contracts and sources of capital.
4. Risk decision: An independent risk center sets limits, covenants, and reserves.
5. Financing - capital is received in stages when the conditions are met.
6. Implementation - the digital circuit fixes costs, results and deviations.
7. Verification - confirmed cash flow and socio-ecological effect.
8. Scaling - a successful model is replicated through a network of partners.

Three lines of defense

8. Digital Platform SFERA
The platform provides a single information language for the system, but does not become an unlimited holder of client funds. Financial transactions are executed by licensed participants, and the platform connects them through secure interfaces.

12. Decisions of the First Strategic Council

3. Conduct a legal, financial and technical audit of assets claimed in equity or collateral.
4. Choose a model: the establishment of a new bank, the acquisition of an existing or strategic partnership.
5. Form risk center, project office and center ECO-PPA / ESG-IR.
6. Select 3–5 pilot projects with confirmed cash flow.
7. Prepare a regulatory memorandum and start preliminary consultations.
8. Approve the budget of the first stage, responsible and control points for 12 months.
