Two resources, one development cycle
It is proposed to develop “Knowledge and Energy” as an applied module of EQUILIBRIUM: to provide every socially useful task with verified knowledge, a competent person to carry it out, a measurable resource and responsibility for the result. The module complements, rather than replaces, the previously prepared documents on the New Order and the City of Knowledge. [П1–П3]

Proposed first decision
Approve a 90-day preparation phase for the ZE-01 pilot within NMU-P001 “Safari Park — City of Knowledge”. Appoint the owners of the knowledge, engineering node and methodology; agree on access to materials and measurements; determine the budget and scope of work after the survey. Construction of a new city, power plant or large data centre is not included in the initial decision.

Why Knowledge and Energy are Practical
In Review IEA from 16 April 2026 Global electricity consumption by data centers is estimated at 485 TWT·h for 2025 year; central projection of 2030 A year or so 950 TWT·h. This is the entire data center sector, not just AI. The forecast is not a fact of the future and does not determine the load of our pilot1]
Conclusion for the project: the computing infrastructure should follow the confirmed tasks. The scope of service, the quality of the solution and physical consumption must be considered together; the increase in the number of calculations does not in itself prove public benefit.
Two meanings of the word "energy"
In an engineering circuit, energy is measured in physical units, and power describes the rate of its transmission or use. In the cultural language, “energy of creation” can mean motivation and initiative. These values are not mixed in balance sheets, contracts and scientific evidence.

Two Lines and Shared Responsibility
The contour of knowledge answers the questions "what is known, what can be checked and how to act." The energy circuit answers the questions "what service is needed, what and when it is provided." They converge in the project dossier and diverge after execution into measurements, results, and new knowledge.

A memory that brings knowledge back to work
The archive is proposed to be an active infrastructure, not a warehouse of final files. It combines historical materials, scientific protocols, engineering solutions, training programs and performance history. Separately, cultural significance, scientific verification and rights of use are taken into account.

It is proposed to coordinate the preservation metadata with PREMIS, where objects, events, rights and agents differ. The relationships of origin of the data can be described by means of W3C PROV-O: essence, action and responsible agent. These are methodological guidelines, not a declared system certification. Minimum pilot result
The proposed volume is 100 of the described archival objects; for each source and access mode are determined. At least 10 objects are associated with specific programs or scenarios. For materials with undefined rights, access restriction is fixed, not a fictional permission. At least one documented recovery of the agreed set is carried out.
The checksum confirms the immutability of the file, but not the truth of the content. AI can help to search and describe materials, but does not establish authorship or authenticity without verification. |

Passport of scientific result
Question; method; source materials; performers; test environment; evidence; uncertainty; conclusion; limit of applicability; law; version. A negative result is maintained along with a successful one: it limits the wrong decisions and prevents the repetition of errors.
Partnership, not unconfirmed status
IMASH RAS, universities and specialized institutes are considered as possible scientific partners in individual competencies. Their participation requires agreements. The name "Academy" is used in design architecture and does not in itself confirm accreditation or the right to conduct licensed activities.
06 / COMPUTER GRID
Metacomputers start with a task
GRID is a proposed collaboration of computational resources and permissioned data. It is not equal to the electrical network and does not automatically combine all computers into one machine. The choice of the computing tool is determined by the task, the quality of the result, the costs and access conditions. [P1; P3]

Project identifier; purpose; input and version; permission to use; program method and version; allowable deadlines; quality requirements; resource limit; execution log; result and control calculation. For external service, it is separately noted how much energy is measured, and what is estimated or unknown.
General accounting, different management modes
GRID can offer a schedule of non-critical calculations and assess the impact on the load. The management of protections and critical engineering systems remains in a proven operational loop. At the start, the exchange of data is one-sided: measurements are transferred to analytics, and the change of modes is approved by a responsible specialist.
Own large data center is not a condition for starting. First, we prove the usefulness of calculations and the need for resources, then we solve the issue of capital investments. |
07 / ENERGY CONTOUR
Designing a service, not a list of installations
The initial task is to provide the necessary services to people, scientific programs and environmental activities. Before choosing a power source, it is required to describe the current and planned loads, the quality of supply, site restrictions, technical condition and available contractual terms.

Technological neutrality
Solar, wind, thermal and other technologies are not automatically included. For each resource, land, seasonal profile, connection, impact on the natural environment and availability of service are checked. The storage device is considered as a means of energy transfer and mode provision, and not as an independent source of primary energy.
What we fix before investing
Current supply scheme; indications and documents for the available period; installed and actual capacity; critical loads; site restrictions; supplier conditions; maintenance costs. If there is a lack of data, the survey is carried out first, and the required capacity of the “city of the future” is not assigned.
Proposed start: one authorized engineering unit and at least 30 consecutive days of observations. This is enough for a prototype of accounting, but not enough to promise an annual effect without seasonal data. |
08 / PHYSICAL ACCOUNT
Energy should not appear twice.
Balance is maintained for one boundary, one period and agreed units. Electricity, heat and fuel are shown in separate streams; the transfer of units or the comparison of the beneficial effect is accompanied by a methodology. The financial cost of energy refers to B01, physical flow to B03.

The change in the stock of the storage device is taken into account separately with the efficiency of charge and discharge. If the initial and final stock are different, it is neither savings nor new generation. Energy receipts and selection are compared on the explicitly specified sides of the converters.

In this example, the storage capacity at the beginning and end of the day is the same. The difference between charge 200 and grade 160 KW·h — 40 KW·Loss of cycle. External input and generation: 630 + 450 = 1 080 KW·h. Their distribution: 1 000 payload + 20 Exports + 20 network losses + 40 Accumulation losses = 1 080 KW·h.
Quality checks
The discrepancy between the sum of flows, the incomplete interval, different time zones and the negative balance without explanation create a record of the discrepancy. The accounting group establishes the permissibility of the data; the analytics does not hide the error by rounding or averaging.

09 / ECO-PPA AND ECONOMY
Linking contracts, not mixing rights
Energy PPA is a contractual instrument for organizing the purchase of energy; the materials of the World Bank separately consider the structure of revenue and the distribution of risks. In our project ECO-PPA is broader: a framework for coordinating energy, resources and verifiable result. These concepts are not identical. [I6; P1]

Financial accounting rules
Separately, capital investments, operating expenses, working capital and reserve are shown. Savings are not equal to cash flow, and the reduction in kW·h does not guarantee the same share of the reduction in the account: the tariff structure, power, fixed payments and the terms of the contract are affected. The monetary model is filled in according to the survey and proposals of counterparties.
Knowledge and Energy Sustainability Funds
At the start, these can be two target budgets of one operator: the first finances archive, training and research, the second - survey, accounting, reliability and maintenance. The transfer of funds between them is clearly reflected. The promised funding is not shown as money received; the future benefit is not recognized as ready collateral.
This section is a project of contractual architecture, not a legal conclusion. Transactions, tariffs and authorization requirements are checked in relation to the participants, the site and the jurisdiction before signing. |

Example of regime change
Observation records peak load. Scenarios compare the transfer of a non-critical task and the base mode. After the decision, the operator changes only the agreed schedule. The result is checked by comparable service, interval data and restrictions. The archive stores the original data, calculation, decision and acceptance.

Development profile instead of a single place
The module uses ten dimensions of the previously proposed profile: human potential; quality of life; nature and biocenoses; education and science; technology and innovation; culture and heritage; social sustainability; economics; cooperation; and long-term sustainability. For an indicator where more means better: s = 100 × min(1; max(0; (x − L)/(U − L))), at U > L. For the reverse direction: s = 100 × min(1; max(0; (U − x)/(U − L)))). L and U are pre-approved thresholds; both formulas are a proposed presentation method, not a mandatory standard.

At a conditional variable price 8 RUB/kWh·The change in energy costs is 20 000 × 8 = 160 000 rub. This is not a profit or a full monetary effect: additional costs for equipment, maintenance, measurements, calculations, financing and the structure of the actual account must be taken into account.
Three Comparable Options
A:Continuation of current mode with necessary maintenance. B: accounting, regulation of schedules and confirmed measures to reduce losses. B: Option B plus local sources or accumulation, if they are justified by calculation. In all variants, the same requirements for service, safety and natural restrictions remain.
The example is entirely conditional. No uncertainty interval is calculated for it. Annual savings, payback and pilot profitability are not declared; a monthly example cannot be automatically multiplied by 12. |

Safari Park remains a natural core, and the City of Knowledge links it to education, applied science, and infrastructure. The Knowledge and Energy module demonstrates this connection at a limited node: resource monitoring → training work → study → selected improvement → verification. [P2]

Preserved elements of the original design
Academy of Biology and Ecology, club "Young Zoologist", ZOO-hotel "Russian Tiger" and thematic objects can become participants of programs within the limits of really confirmed rights, readiness and operation mode. Their names do not mean that all objects are already built or available for the pilot.
Mentioned in the original concept 67,21 hectares - the original design parameter, and not confirmation of the actual area, rights or permitted development. For ZE-01 the area is not used as the basis of power, budget or number of visitors without separate verification. [P2]
The task of the pilot is to prove the efficiency of a bundle of knowledge and energy. Preserving the natural core is more important than saturating the territory with demonstration plants. |

Conditions for transition between stages
The regime cannot be tested until safety and responsibility are defined. An effect cannot be declared until the database and data quality are agreed upon. It is impossible to replicate the solution until its reproducibility, rights and applicability on another site are checked.
What should lie on the table on the 90-th day
One pilot file with passport, sources, 19 linked balances in the applicable part, measurement register, 12 passport indicators, scenarios, program protocols, costs, risks, the result of an independent audit and the draft of the next decision. Unknown values remain unknown and have a receipt plan.
90 days - the period of the proposed preparation and verification of the prototype after permission to start. It does not mean completion of construction, annual energy audits or a full assessment of the long-term environmental impact. |

Knowledge network — cooperation of energy nodes
After checking the pilot, it is proposed to expand not only the set of objects, but also the ability of participants to exchange methods, personnel, permitted data and engineering solutions. A common network is built on interoperability and responsibility, not on mandatory centralization of ownership.

What does not follow from the association
Computing does not create a single electrical network. Knowledge sharing does not transfer the right to generate. The international catalog does not abolish data regimes and laws of countries. The existence of a single methodology does not make heterogeneous territories automatically comparable.
Next node maturity criterion
There is a responsible operator; the need is confirmed; rights and resources are defined; specialists are trained; a portable archive is available; a measurement plan is agreed; costs and obligations are understood; significant restrictions are met. The new site accepts the protocol, but confirms its base independently.
Energy provides local reliability. Knowledge makes decisions portable. A network is valuable when each participant receives verifiable benefits while maintaining responsibility for their territory. |

Start module preparation ZE-01
Below is the working wording of the decision for discussion by the initiator, site operator and participants. It is not a signed regulation.
1. Adopt a working concept
Adopt the “New World Order — Knowledge and Energy” module as the basis for preparing ZE-01 within the NMU-P001 “Safari Park — City of Knowledge” pilot.
2. Set boundaries
Limit the start to one engineering node, an archive collection, two educational programs and a set of 12 indicators; do not include obligations for large-scale construction.
3. Appointing those responsible
Determine the customer, the owner of the Archive, the operator of the node, the methodical leader, the Accounting Group and the independent examiner; consolidate powers and conflicts of interest.
4. Allow preparatory work
After confirming the rights, access and budget, start the 90-day cycle; approve the measurement plan, security rules and acceptance forms.
5. Save Single Account
Use the unchanged names B01–B19 and R01–R09; maintain versions of the indicators, archival links, expenditure, risks and the correction history.
6. Consider the next stage
As a result of the audit, make a separate decision: continue, modify, limit or stop the module. Scaling to justify the results, not just the readiness of the presentation.
