MAIN CONCLUSION Unification does not make the objectives of 19 contours identical. It makes the same identifiers, formulas, versions, evidence requirements, red limits, and decision rules.
  • 19 — subject contours of management, not a list of ministries. One department participates in several circuits; each cell has one responsible owner.
  • 13 - Invariant pairs of contradictions applied to all contours. They show what the price of the other pole skews.
  • 3 - working specification of levels: object and territory; industry and national system; interstate and global contour. This is the ×3 multiplier unification project.
  • The five states are versions of the same 741 cells. The full cycle stores up to 3 705 state records, but does not create 3 705 new balances.
  • The single average rating is forbidden: the panel shows 19 profiles, the weakest cell, red prohibitions, the quality of evidence and cascade dependencies.
  • The result with Q < 75 is not considered confirmed. Violation of the veto translates the cell into red status regardless of the average score.

BORDER OF INTERPRETATION The document describes the architecture. Real target corridors and actual values should be approved separately after the baseline measurement, legal expertise and independent reconciliation.

1. Grammar of a single system

A single model draws the subject of management, the criterion of equilibrium, the scale of manifestation of the result, the state of evidence and the form of management decision. This eliminates the main error of departmental accounting - an attempt to put money, physical output and public benefit into one indicator.

FORMULA U(z) = C₁₉ ⊗ B₁₃ ⊗ S₃; |U| = 741. The z state is the cell version. With five images, the storage contains up to 741 × 5 = 3 705 Records.

One circuit contains 13 × 3 = 39 Logical cells. One level contains 19 × 13 = 247 cells. The system remains manageable only with a single dictionary and machine-readable identifiers.

2. Control unit — certified cell

The cell answers three questions at the same time: what is controlled, what contradiction is held, and at what level the result manifests itself. It doesn’t just keep the score; it keeps the path from the norm to the solution.

  • Old value is not overwritten: ΔB(z) = B(z) − B(z−1).
  • Resetting the anchors of the rationing after receiving the fact requires a new version of the technique.
  • Each measure specifies the stock to be created, the flux to be changed, the commitment to be made, and a minimum of two adjacent limiting circuits.
  • There are no empty cells: with a weak evidence base, the monitoring class M is used and Q is fixed.

3. Three levels and five states

Countries — Russia, China, the United States and others — are the analytical section of the S level3, Not the meaning of multiplier ×3. Levels are needed to detect benefit and damage transfer: a locally beneficial solution can create an industry deficit or cross-border external cost.

9. Thirteen invariant balance pairs

Each pair is applied to each of the 19 contours on three levels. Anchor Class A requires a complete set of KPI and a target corridor; substantial S requires causal verification; and monitoring M requires a reduced set with explicit Q. The class sets the depth of the analysis, not the evaluation of the result.

10. Normalization and calculation L/R/B/G

Normalization begins before observing the fact. For each indicator, five anchors are approved: 0 - critical condition; 40 - warning; 60 - acceptable; 80 - strategic goal; 100 - the best sustainable achievable level. A piecewise linear interpolation is used between the anchors.

NORMALISATION N(x) = yₖ + (yₖ₊₁−yₖ) × (x−aₖ)/(aₖ₊₁−aₖ), bounded to 0–100. For indicators where “less is better”, the anchors run in descending order.
