The document specifies a single grammar of measurement and solution. It is not a rating of citizens, regions, organizations or states.
Summary for decisions
| 19 Object Circuits | 13 pair balances what limits are held | 3 measurement level where the effect is manifested | 741 Logical Cell 19 × 13 × 3 |
|---|
| MAIN CONCLUSION Unification does not make the objectives of 19 contours identical. It makes the same identifiers, formulas, versions, evidence requirements, red limits, and decision rules. |
|---|
- 19 — subject contours of management, not a list of ministries. One department participates in several circuits; each cell has one responsible owner.
- 13 - Invariant pairs of contradictions applied to all contours. They show what the price of the other pole skews.
- 3 - working specification of levels: object and territory; industry and national system; interstate and global contour. This is the ×3 multiplier unification project.
- The five states are versions of the same 741 cells. The full cycle stores up to 3 705 state records, but does not create 3 705 new balances.
- The single average rating is forbidden: the panel shows 19 profiles, the weakest cell, red prohibitions, the quality of evidence and cascade dependencies.
- The result with Q < 75 is not considered confirmed. Violation of the veto translates the cell into red status regardless of the average score.
| SOLUTIONS FOR APPROVAL Uniform Classifier C01–C19; Couples B01–B13; Levels S1–S3; State Z0–Z4; 12-separate passport; register of interfaces and vetoes; independent scientific and evidentiary verification; locks G0–G8. |

| BORDER OF INTERPRETATION The document describes the architecture. Real target corridors and actual values should be approved separately after the baseline measurement, legal expertise and independent reconciliation. |
|---|
1. Grammar of a single system
A single model draws the subject of management, the criterion of equilibrium, the scale of manifestation of the result, the state of evidence and the form of management decision. This eliminates the main error of departmental accounting - an attempt to put money, physical output and public benefit into one indicator.
| Element | Question | Not |
|---|---|---|
| 19 contours C | What exactly is reproduced and managed | Not a list of ministries |
| 13 Balances B | Between which poles the result is held | Not independent ratings |
| 3 Level S | Where results, limitations and externalities occur | Not the number of states |
| 5 states of Z | How confirmation changes in time | No additional multiplier |
| 12 sections of passport | How the initiative is described and implemented | Not 12 KPI |
| 6 Axes EQUILIBRIUM | What properties of the system are checked | Not replacing subject KPI |
| 5 books of account | How to avoid double counting of resources and benefits | Not five budgets. |
| 8 meanings | For what social ability to create an exit | Not slogans and not a new multiplier |
| FORMULA U(z) = C₁₉ ⊗ B₁₃ ⊗ S₃; |U| = 741. The z state is the cell version. With five images, the storage contains up to 741 × 5 = 3 705 Records. |
|---|
One circuit contains 13 × 3 = 39 Logical cells. One level contains 19 × 13 = 247 cells. The system remains manageable only with a single dictionary and machine-readable identifiers.
2. Control unit — certified cell
The cell answers three questions at the same time: what is controlled, what contradiction is held, and at what level the result manifests itself. It doesn’t just keep the score; it keeps the path from the norm to the solution.
| Record Block | Mandatory content |
|---|---|
| Key | period + scenario + state + scale_id + contour_id + balance_id |
| Norm and fact | target corridor T; fact F; deviation Δ; version of the technique |
| Calculation | standardized indicators; weights; L; R; B; G; Quality Q |
| Limitation | veto; minimum need; critical dependence; allowable lag |
| Reason | Proven causal hypothesis and affected stock/flow |
| Responsibility | one decision owner; data owner; independent verifier |
| Action | decision; term; gateway; GO / REDESIGN / HOLD / STOP |
| Evidence | primary source identifier; traceability; act of reconciliation |
| CELL VECTOR x(c,b,s,z) = ⟨T, F, Δ, L, R, B, G, Q, V, Cause, Owner, Decision, Deadline, Evidence⟩. |
|---|
- Old value is not overwritten: ΔB(z) = B(z) − B(z−1).
- Resetting the anchors of the rationing after receiving the fact requires a new version of the technique.
- Each measure specifies the stock to be created, the flux to be changed, the commitment to be made, and a minimum of two adjacent limiting circuits.
- There are no empty cells: with a weak evidence base, the monitoring class M is used and Q is fixed.
3. Three levels and five states
| DRAFT UNIFICATION OF THE MULTILATER ×3 The basic Doctrine records three levels, but does not detail them. Here is the working specification S1–S3, Separating local fact, national intersectoral balance and external effects. |
|---|
| Code | Level | Object | The main proof |
|---|---|---|---|
| S1 | Object-territorial | person, family, organization, facility, municipality, pilot | primary observations, registers and measurements at the facility |
| S2 | Industry and National | industry, regional system, federal program, cross-industry complex | summary balance sheets, interagency reconciliation, tables "costs-output" |
| S3 | Inter-State and global | Countries, cross-border systems, markets, standards and externalities | comparable statistics, contracts and independent verification |
Countries — Russia, China, the United States and others — are the analytical section of the S level3, Not the meaning of multiplier ×3. Levels are needed to detect benefit and damage transfer: a locally beneficial solution can create an industry deficit or cross-border external cost.
Figure 1. The five states are versions of 741 cells, not new balances.
| Code | State | What is stored | Rule |
|---|---|---|---|
| Z0 | Original | base line, limitations, quality of sources | Transition to evidence only |
| Z1 | Prognostic | result model, cost, uncertainty range | Transition to evidence only |
| Z2 | After the pilot | Fact, forecast, fact, side effects | Transition to evidence only |
| Z3 | Independently Confirmed | Results after external verification of evidence | Transition to evidence only |
| Z4 | Operating | steady result, TCO, reproducibility | Transition to evidence only |

9. Thirteen invariant balance pairs
Each pair is applied to each of the 19 contours on three levels. Anchor Class A requires a complete set of KPI and a target corridor; substantial S requires causal verification; and monitoring M requires a reduced set with explicit Q. The class sets the depth of the analysis, not the evaluation of the result.

| B13 | Agglomeration growth - spatial connectivity | Spraying resources without growth nodes | Concentration with territorial exception | Basic services are not available in parts of the territory |
| The weight of one indicator does not exceed 15%; the weight of the semantic unit is 35%. A high score of one pole should not compensate for the failure of the other. |
|---|
10. Normalization and calculation L/R/B/G
Normalization begins before observing the fact. For each indicator, five anchors are approved: 0 - critical condition; 40 - warning; 60 - acceptable; 80 - strategic goal; 100 - the best sustainable achievable level. A piecewise linear interpolation is used between the anchors.
| NORMALISATION N(x) = yₖ + (yₖ₊₁−yₖ) × (x−aₖ)/(aₖ₊₁−aₖ), bounded to 0–100. For indicators where “less is better”, the anchors run in descending order. |
|---|
| Metrics | Formula | Meaning |
|---|---|---|
| Pole L | L = 100 × exp[Σ wᵢ ln(max(Nᵢ,1)/100)] | geometric mean; Σw=1; wᵢ≤0,15 |
| Pole R | Calculated symmetrically | the same weights and evidence requirements |
| Balance B | B = 0,7 × 2LR/(L+R) + 0,3 × min(L,R) | harmony + fine for weak pole |
| Gap G | G = |L−R| | shows a bias even at a high average |
| Equilibrium E | E = (A₁×A₂×…×A₆)^(1/6) | six axes; the weak axis does not hide |
| Recovery time | N | Interpretation |
|---|---|---|
| 72 h | 0 | critical condition |
| 48 h | 40 | Warning |
| 24 h | 60 | Acceptable |
| 12 h | 80 | strategic objective |
| 6 h | 100 | the Best Sustainable Level |
| 18 h | 70 | Linear interpolation between 24 and 12 Hours |
Illustration. Specific anchors are approved separately for each critical service and level.
11. Quality of evidence, statuses and veto
| QUALITY Q Q = 0,30·Completeness + 0,25·relevance + 0,25·Traceability + 0,20·independent verification. With Q < 75 result not confirmed. |
|---|
| Status | Condition | Action |
|---|---|---|
| Green | B≥80; L and R≥70; G≤15; Q≥85; No veto | Results confirmed and balanced |
| Yellow | Other cases between red and green | Need a correction of the weak pole or evidence |
| Red | B<50; or min(L,R)<45; or G>30; or veto | Solution / stop / interagency intervention |
| Red - not confirmed | Q<75 | Can not be counted as achieved output |
- The key KPI below 50 prohibits green status.
- A critical mandatory cell below 65 prohibits the green status of the entire system.
- One of the 13 steam below 35 or three pairs below 50 the Contour Card × level” requires an interdepartmental solution.
- The missing critical interface between the contours is a veto and is not offset by an average score.
- Status priority: Veto → red → yellow → green.
| NOT A SINGLE RATING For each contour are shown P, min B, 10percentile, number of red and unconfirmed cells, coverage of evidence, and ΔB. For the whole system are shown 19 Profiles and the veto register. |
|---|
12. Numerical example of one cell
Figure 2. The pilot has reduced the gap, but the green status has not yet been achieved. All numbers are illustrative.
| State | L | R | B | G | Evidence | Status |
|---|---|---|---|---|---|---|
| Before the pilot | 76,20 | 64,20 | 68,04 | 12,00 | Q=89,35 | Yellow |
| After the pilot | 76,20 | 72,62 | 73,84 | 3,58 | Q≥85 | Yellow |
| Change | 0,00 | +8,42 | +5,80 | −8,42 | — | Coherence has improved |
Why Yellow: The evidence is qualitative and the gap is already small, but the final B is below 80. The system does not declare success before reaching both poles.
| Component | Value | Interpretation |
|---|---|---|
| P | 73,61 | achieved level of bound contours |
| H | 93,95 | Horizontal alignment of contours |
| V | 92,00 | vertical level matching |
| T | 71,67 | temporary synchronization |
| K | 83,72 | Interface compatibility |
| S_eff | 79,24 | 0,7·GM(P,H,V,T,K)+0,3·min; weak link T |
Illustrative example. The synchronization index is not translated into money without a counter-actual scenario.
13. Intercontour balance: two matrices, one key
Do not mix flow matrix A(19×19) the U Assessment Tensor(19×13×3). The first answers "who transmits a resource, ability or limitation to whom", the second - "how each contour holds 13 “Pairs on three levels.” They are connected by a single identifier of the outline and script.
| Object | Dimension | What it describes | Required fields |
|---|---|---|---|
| A(19×19) | supplier i → recipient j | resource, energy, water, labor, data, law, external effect | power, need, fact, reserve, loss, RTO |
| U(19×13×3) | contour c × balance b × level s | L, R, B, G, Q, veto | purpose, fact, reason, owner, decision, deadline, proof |
| Connection Key | period + scenario + state + scale_id + contour_id | Unified version of classifiers | Traceability from budget to meaning |
| RESOURCE EQUATION S(r,t−1)+P(r,t)+I(r,t)=Σⱼx(rj,t)+F(r,t)+ΔS(r,t)+L(r,t). Stock + reproduction + inflow = intermediate and final use + change in stock + losses. |
|---|
| CRITICAL COVERAGE κ(j,r) = available resource taking into account the reserve and replacement / minimum need of the contour. At κ<1 — Red status regardless of average. |
|---|
| Type of communication | Object |
|---|---|
| Resource | money, energy, water, materials, labor |
| Reproduction | personnel, health, knowledge, infrastructure |
| Restrictive | environmental, legal or safety limit |
| Information | data, model, identifier, standard |
| External effect | benefit or damage outside the contour and budget perimeter |
14. Connectivity map and critical nodes
Figure 3. Modules are needed for navigation; real flows cross their boundaries.
Figure 4. Priority in the pilot is given to nodes with high connectivity, low substitution and short RTO.
| Node | Why Critical | Typical Cascade Lag |
|---|---|---|
| 07 Energy | feeds water, communication, industry, transport and cities | minutes/hour |
| 09 Water | locally almost indispensable; human, nutrition, energy, ecology | hours/days |
| 12 Transport | Spatial Bridge of Material Flows | days/weeks |
| 13 Data and AI | coordination of finance, transport, management and security | Seconds/hours |
| 16 Management and law | owners, rights, priorities, conflicts and appeals | days/months |
| 03 Education | reproduces the competences of all specialized contours | 3–15 years |
Lags are quality ranges for stress test design, not regulatory recovery times.
15. Cascade risks and fuses
| Launch failure | Chain | Final damage | Fuse |
|---|---|---|---|
| Energetic | 07 → 13/09/12 → 02/08/06 → 01/15 | basic services, production, income | microgrids; autonomy; manual control |
| Water-climatic | 19/10 → 09 → 08/02/06/07 → 01 | food, sanitation, power stop | basin limits; reuse; stocks |
| Digital / Cyber | 13 → 14/16/12/07 → 17 → 01/04 | calculations, coordination, trust | segmentation; offline contours; independent reconciliation |
| Logistic / External | 18/17 → 12 → 06/08/07 → 14/15 | components, inflation, employment | alternative routes; critical stocks |
| Demographic | 01 → 03 → 02/05/06/13 → 15 → 14 → 01 | personnel, services, technologies, budget | rehabilitation; retraining; automation under control |
| Institutional | 04/16 → 14/18/13 → 05/06/11 → 15/01 | Investment and legitimacy | right of appeal; one owner; open evidence |
| Environmental | 10 → 09/08 → 02/01 → 11/16 | health, migration, conflict of resources | source stop; standby water intakes; monitoring |
| The pilot must check not only the average result, but also the failure of the critical supplier, the delay of data, going beyond the environmental limit, the absence of the owner and exceeding RTO. Scaling is prohibited if the fuse exists only on paper. |
|---|
16. Five books of one account
The same resource cannot be considered both an expense, an issue and a public benefit. The five books are connected by traceable bridges, but retain different units and double counting rules.
| Book | Contents | Unit | Control of double account |
|---|---|---|---|
| 1. Fiscal entrance | appropriations, taxes, purchases | Money/% of GDP | Do not mix budget perimeters |
| 2. Financial balance | Loans, guarantees, assets and liabilities | stock, flow, risk, term | Loan and guarantee are not equal to cost |
| 3. Intersectoral flow | goods, services, imports, value added | Z, A, L=(I−A)⁻¹ | Do not add output and added value |
| 4. Physical result | power, availability, quality, recovery | natural outlet-KPI | Cash register does not prove the result |
| 5. The Meaningful Exit | Eight public abilities | Independent KPI 0–100 | Do not attribute causality without evaluation |
| END-TO-END BRIDGE m = H · Q · (I−A)⁻¹ · G · b − r: the budget impulse b passes through the departmental-sectoral bridge G, the intersectoral multiplier, the outcome coefficients Q and the meaning map H; risks and coordination costs r are subtracted. |

20. The benefits of unification: how to count, without promising the effect in advance
| MONEY EFFECT NPV(sync) = Σₜ [LossAvoided + CostSaved + OutputAdded + OptionValue − IntegrationCost]ₜ /(1+r)ᵗ. The synchronization index itself is not translated into money. |
|---|
| Component | Calculation | Confirmation |
|---|---|---|
| Duplicate accounting | Removed Packages × Watches × Total cost of an hour | financial owner + audit |
| Delayed decision | shortened days × flow delay cost | owner of process + counterfactual scenario |
| Prevented damage | ΔProbability × Amount of loss | Risk-Owner + Independent Model |
| Additional output | physical increase × verified value added | operator + statistics / rating |
| Optional value | Cost of saved alternative for scenarios | scientific validator + financial owner |
| Cost of the system | integration + operation + audit + training | Treasury / TCO |
| Article | Assumption | Conditional units |
|---|---|---|
| Savings on reporting | 19 × 8 Packages × 120 h × 2 Duplication = 36 480 h | 20,3 FTE-year × 100 = 2 027 |
| Acceleration of solutions | 40 decisions × 20 days × 2 Unit/day | 1 600 |
| Reduction of expected damage | 1 000 → 700 | 300 |
| Additional output | the Confirmed Pilot | 700 |
| Integration and launch | data, interfaces, audit, training | −900 |
| Net benefit of the first year | 2 027 + 1 600 + 300 + 700 − 900 | 3 727 |
| Recurring at OPEX 450 | 2 027 + 1 600 + 300 + 700 − 450 | 4 177 |
Illustrative scenario, not an estimate of actual costs. 1 FTE-year accepted as equal 1 800 Hours and 100 Conditional Units of Total Value.
| ATRIBUTION RULE Each effect is counted once and tied to a specific stock, flow, owner and proof. For causality, pilot/control, difference-in-differences, or a pre-recorded scenario without unification. |

21. The Five Through Pilots
| Pilot | Contours | What is being checked | KPI | Themes |
|---|---|---|---|---|
| 1. Viable urban area | 01, 02, 07, 09, 11, 13, 16, 17 | electricity, water, communication, medicine and control in case of combined failure | autonomy; percentage of services retained; RTO; Q | security, sustainability, trust |
| 2. Agro-water-ecological basin | 01, 05, 08, 09, 10, 12, 13, 15, 16 | water, soil, harvest, logistics and income | m³/products; loss; water/soil quality; income | reproduction, common goods, safety |
| 3. Closed industrial cluster | 05, 06, 07, 10, 12, 13, 14, 15, 17, 18 | Localization, material circulation and route reserve | material capacity; reuse; TCO; RTO | sovereignty, development, option |
| 4. Route "health - education - labor - culture" | 01, 02, 03, 04, 13, 14, 15, 16 | transition from prevention and rehabilitation to competence, work and participation | waiting; return to work; income; availability; trust | reproduction, development, trust |
| 5. Long horizon standard | 04, 05, 10, 13, 14, 16, 17, 18, 19 | compatible standard of data and evidence for climate, ocean, space | mutual recognition; term; compatibility; stress test | optionality, sovereignty, common goods |
Five pilots cover everything together 19 contours. Target numbers are set after Z0 and stress tests. Each pilot publishes a Z0, Z1, Z2, Z3 and, when scaling, Z4.
22. Roadmap for deployment
| Horizon | Actions | Benchmark |
|---|---|---|
| 0–100 days | approve C/B/S/Z; dictionary; owners; data scheme; veto register | 100% contours have owner; passport template; pilots selected |
| 4–12 months | Z0 pilots; data interfaces; anchors; independent verification; G0 - G5 | at least 5 pilots; Q base; directory of critical links |
| 1–3 years | Z2/Z3; passport scaling on 19 contours; base matrix 741 | 19 passports; 741 cells; annual audit; veto register |
| 3–6 years | operational Z4; interstate compatibility; stress tests | resistant TCO; mutually recognized evidence; reduced cascades |
| to 2036 | full cycle of reproduction and long horizon | confirmed meaningful outputs; stored strategic options |
| FIRST EIGHT DECISIONS Approve classifier 19 and to prohibit the replacement of the contour by the department. • Lock 13 steam as mandatory through checks and red limits. • Approve S1–S3 as a working specification of the multiplier ×3 with the right to review after the pilot. • Enter your passport from 12 Sections and Five Unchanged States of Z0–Z4. • Appoint a decision owner, data owner and independent validator of each circuit. • Enter the register of intercontour interfaces, κ Coating, RTO and veto. • Stop counting results with Q<75 and hide the red cell medium. • Run five end-to-end pilots and pass solutions through G0–G8. |
|---|
23. Conclusions
| № | Conclusion | Management sense |
|---|---|---|
| 1 | 19 contours - control object | They describe the reproducible capabilities of society and the state, not the structure of departments. |
| 2 | 13 pairs — invariant check | Each result is evaluated at two poles; the weak pole is not hidden. |
| 3 | Three levels detect transfer of effect | Local use is checked against industry and external damage. |
| 4 | 741 — register of decisions, not rating | Each cell contains a purpose, fact, reason, owner, deadline, Q and proof. |
| 5 | Five states create memory | The forecast, the pilot and the independent fact are kept separate; the methodology is being versioned. |
| 6 | The Red Veto is stronger than the average. | Critical limit, Q<75 or missing interface cannot be compensated. |
| 7 | 19×19 and 19×13×3 complement each other | The flux matrix shows the dependence, the tensor shows the quality of the balance. |
| 8 | The benefits are considered counterfactual. | Money comes only from preventable losses, savings, gain output and option value. |
| 9 | RAS and independent verification - part of the contour | Scientific validity is separated from the owner of the budget and the executor. |
| 10 | Unification is a common grammar, not a uniformity of goals | Subject corridors are different; the way to prove and make a decision is the same. |
| The matrix 741 answers: what is controlled, what contradiction is held and at what level the result is manifested. The five states show how well it is confirmed; the passport turns the measurement into a responsible decision; the semantic layer shows what it is made for. |

Module I. Man and cultural reproduction
Health, competence and cultural memory are different stocks, but one cycle of intergenerational reproduction.
| Code / Outline | Key stock | Verified result | Hard Limit |
|---|---|---|---|
| C01 Demography | Population, healthy years of life, family and human capital | Sustainable reproduction of healthy and prosperous population | Growth of preventable mortality; sustainable depopulation; inaccessibility of vital services |
| C02 Health | Public health, personnel, medicine, medicines and rehabilitation facilities | Reducing the burden of disease and restoring human function | Threat to patient safety; failure of critical infrastructure; shortage of drugs |
| C03 Education | Competences, teachers, schools, universities, engineering schools and personnel reserve | Competencies are in line with development objectives, talents are revealed | Loss of basic literacy; critical shortage of teachers; mass gap is difficult |
| C04 Culture | Language, Historical Memory, Archives, Heritage and Cultural Competences | Continuity of cultural memory in creative renewal | Irreversible loss of heritage or archival foundation; transfer break |
Module II. Knowledge, production and basic support
Research becomes a social result only through testing, production, energy and affordable nutrition.
| Code / Outline | Key stock | Verified result | Hard Limit |
|---|---|---|---|
| C05 Science | Researchers, knowledge, infrastructure, intellectual property, experimental base | Independently confirmed technologies are brought to use | Implementation without safety check; non-reproducibility; loss of critical school |
| C06 Industry | Capacities, equipment, materials, technological competences and repair base | Reliable complete production chains | One unprotected supplier; industry safety violation; no repair or material |
| C07 Energy | Generation, networks, storage, fuel reserves and repair capacities | Continuous, affordable and resource-efficient energy | Reservation broken; risk of major accident; no fuel or emergency power supply |
| C08 Food | Soils, genetic resources, herds, seeds, capacities and storage | Affordable safe food without depleting the natural base | Hazardous pollution; critical dependence on seeds; irreversible soil degradation |
Module III. Nature, territory and infrastructure
The territory is viable when water, ecosystems, settlement, and transport are held together as a single resource circuit.
| Code / Outline | Key stock | Verified result | Hard Limit |
|---|---|---|---|
| C09 Water | Fresh water, water ecosystems, networks, treatment and hydrotechnical facilities | Reliable water supply within the pool reproducibility | Toxic pollution; fence above reproducible level; emergency hydraulic system |
| C10 Ecology | Natural capital, species, habitats, forests, soils and resilience | Economic activity remains within the permissible load | Irreversible loss of species or habitat; hazardous pollution threshold; concealment of damage |
