1. Purpose and scope
SRCh 1.0 provides a common language for designing and evaluating public policy, corporate programmes, civic initiatives and territorial development. Its task is to show whether an individual Person has real opportunities to live with dignity, be healthy, learn, work, create, participate in decision-making and pass the results on to future generations.
Main provisions
- A person is a subject of development and a co-author of decisions affecting his life.
- Dignity and basic rights are independent of scores, ratings, income, health status or social role.
- Integral assessment cannot compensate for a critical failure in safety, rights, health or access to basic living conditions.
- Personal data is used only legally, transparently, proportional to the purpose and with the possibility of human review of the decision.
- Indicators are used to improve the environment and targeted support, but not for discrimination, punishment or restriction of rights.
2. Evaluation model
Each indicator is normalized on a scale of 0–100. For statistical indicators, approved thresholds are applied; for survey - validated scales; for administrative - verifiable events and deadlines. The value of the standard is calculated as a weighted average of its indicators with mandatory control of critical minimums.

Determine the level of application, target groups, data sources, indicator owners and critical minimums.
Step 2. Base Line
Collect raw data, check the completeness and form a deficit map without publishing personal ratings.
Step 3. Target values
Approve values for 1, 3 and 6 years, taking into account the territory, age, life situation and the principle of non-discrimination.
Step 4. Programme of Action
Link deficits with projects, budgets, responsible organizations, ECO-PPA and community initiatives.
Step 5. Verification
Confirm methods, sources, samples and results by independent evaluation.
Step 6. Public reporting
Publish aggregated results, dynamics, problem areas and improvement measures in an understandable form.
Step 7. Revision
At least once every three years, update indicators, weights and thresholds based on evidence and public discussion.
6. Data management and ethical constraints
- Minimization of personal data collected and limitation of the purposes of their use.
- Separate storage of identifying information and analytical sets.
- The right of a person to know the source of data, to correct an error and to appeal an automated decision.
- Prohibition of the sale of personal development profiles and the use of hidden behavioral manipulation.
- Publish only aggregated data with sufficient group size and risk control of re-identification.
- Compulsory assessment of the consequences for human rights before the introduction of a digital monitoring system.
