02 / MANAGEMENT SOLUTION
Launch 90-day pilot — do not announce a new universal language
The goal of the pilot is to prove that a single semantic chain can connect a person, document, sign, rule, and data without losing context.
Decision
Approve the limited approbation: 60 basic concepts, Russian and English languages, three application scenarios, six external contours of conformity and independent testing of understanding.
| Parameter | Proposed framework |
|---|---|
| Product | Federal Symbolic-Semantic System: Concept ID → definitions → terms → symbols → rules → proofs |
| Not the product | Not a secret code, not a replacement for national languages, not a single set of icons and not an automatic arbiter of truth. |
| Compatibility | BIS/CPMI, FSB, IMF, ISO, FATF, World Bank; W3C, Unicode and IETF as a technical basis. |
| Day result 90 | Prototype registers, three end-to-end cases, test report and GO / GO solution WITH CONDITIONS / STOP. |
| The criterion of success | Not advertising "uniqueness", but a measurable reduction in interpretation errors with full traceability of meaning. |
Positioning
Not to replace international standards, but to link them to superstructure verifiable meta-language with cultural adaptation, machine validation and right of appeal.
03 / DEFINITIONS
Object, concept, sign, symbol and code are not the same thing
Object/event. fragment of reality or subject matter about which the statement is made
A unit of knowledge that captures essential features and relationships in a given area
A sign. carrier, which in the context represents something else for interpretation
A sign whose function may be based on a rule, convention, habit, or partial motivation; the school of definition is always specified
Term. verbal designation of the concept in a specific language, industry and editorial
Code. agreed conformity and rules for the formation or transformation of signs
Language. Iconic inventory, syntax, semantics, pragmatics, community of use, and history of change
Context. scope, purpose, audience, time, jurisdiction, and situation limiting permissible interpretation
Key difference
The stable identifier, the content of the concept and the human readable name are three different fields. The name may change; the identifier is not re-used.
Base: Pierce; tradition "Course" Saussure; Morris; ISO 704:2022; ISO 1087:2019.
04 / THEORETICAL FUNDAMENT
Meaning arises in relation, system of differences and context
| School | Working thesis | A consequence for architecture |
|---|---|---|
| Ch. C. Pierce | A sign is a triad: a sign, object, interpreter; an icon, index, and symbol describe different bases of connection. | Keep the object, the function of the sign, the context, and the interpretive hypothesis separately. |
| F. de Saussure | In the Kursa tradition, the sign connects the signifier and the signifier; significance is given by differences within the system. | You cannot publish a sign without a namespace, oppositions, and a system of terms. |
| Ch. Morris | Syntactics, semantics, and pragmatics are interrelated perspectives of semiosis. | Formal correctness does not guarantee correct referent and proper use. |
| J. Lotman | The semiosphere is heterogeneous; borders work as translational mechanisms. | We need a federation of local languages and explicit translation gateways. |
| Uh. Cassirer | Language, myth, art, and science are different symbolic forms of experience organization. | Do not mix cultural, artistic, scientific and legal modes of evidence. |
| Uh-huh. Eco | Meaning acts as a network of cultural knowledge, and interpretation is limited by text and context. | Verify the "encyclopedia" of links; keep confidence, grounds, and review. |
Source study clause
The Course of General Linguistics was published after Saussure's death in student notes. Therefore, a strict attribution in the document is “in the tradition of the “Course” of Saussure.”
05 / PROJECT SUBJECT
Verifiable meta-language bridge, not universal alphabet
| The system creates | The system does not promise |
|---|---|
| stable ID of concepts and versions | One symbol with the same meaning in all cultures |
| the Multilingual Thermbase | Automatically accurate translation without expert |
| Register of graphic and other expressions | replacing text with pictograms |
| Formal relationships and limitations | Completeness of the world in one closed ontology |
| Obvious types of compliance with external standards | Right to rewrite BIS, FSB, IMF, ISO, FATF the World Bank |
| origin, versions, decisions and appeals | Undeniable Conclusion AI |
| Federal possession of primary knowledge | centralized withdrawal of local knowledge |
Strong formula
Many languages — one manageable semantic core — no silent substitution of meaning.
06 / ARCHITECTURE
Six Layers Link Reality and Proof
| № | Layer | What is fixed |
|---|---|---|
| 1 | Reality | object, event, observation, territory, time, participants |
| 2 | Concept | definition, features, relationships, scope, examples and counterexamples |
| 3 | Human languages | terms, synonyms, simple explanation, language, writing, industry |
| 4 | Expressions | graphic symbol, diagram, formula, map, gesture, sound; function and application profile |
| 5 | Machine semantics | RDF/JSON-LD, SKOS/OWL, SHACL, requests, API and controlled schemes |
| 6 | Management and proof | owner, version, source, solution, test, access, appeal and archive |
Invariant
Any public or machine output should allow you to go backwards: expression → concept → original object → Source → rule → solution → Version.
- A semantic chain is considered incomplete if any transition is based only on the assumption of AI.
- Different symbolic forms may refer to a single concept, but retain their own context and mode of evidence.
07 / UNIT SYSTEM
Passport of symbolic-semantic unit
| Block | Required fields |
|---|---|
| Identity | concept_id, type, namespace, status, owner |
| Contents | definition, area, necessary features, examples, counterexamples |
| Languages | preferred / accepted / deprecated labels, BCP 47, writing, industry |
| Expressions | symbol_id, file/notation, function, size, color profile, available name |
| Connections | broader, narrower, related, part-of, causes, measures, exact/close mapping |
| Formalization | axioms, limits, units, cardinality, permissible values |
| Context | audience, jurisdiction, purpose, channel, life cycle, prohibitions |
| Origin | source, author, license, issued, modified, evidence |
| Version and solution | version IRI, supersedes, review, approver, confidence, appeal |
Prohibition
Normative symbol, its explanation and decorative illustration are different types of objects and cannot replace each other.
08 / REGISTERS
Eight interrelated registers instead of one dictionary
R1 Concepts - ID, definition, scope, relationships, examples, and counterexamples.
R2 Terms - language, writing, industry, preferred and prohibited options.
R3 Expressions - pictograms, formulas, schemes, sounds, gestures, text equivalents.
R4 Contexts — audience, purpose, jurisdiction, channel, cultural constraints.
R5 Rules - axioms, SHACL restrictions, controlled circuits and test tests.
R6 Conformities - external system, version, communication type, confidence and validator.
R7 Evidence - source, origin, license, review, test results.
R8 Solutions and Versions - Owner, Status, Date, Supersedes, Change Log and Appeal.
End-to-end key
The concept is the center of connection. A word, a symbol, a formula, and a machine record do not duplicate a concept, but refer to it through an explicit type of relation.
09 / LANGUAGE ARCHITECTURE
Each language solves its own problem - no one is declared the main
| Language / Mode | Strength Side | Limitation |
|---|---|---|
| Natural | wealth, dialogue, cultural accuracy | polysemy and context dependence |
| Simple | Understanding of a wide audience | Simplification should not distort the rule |
| Controlled | unambiguous instructions and verification | limited vocabulary and expressiveness |
| Visual | fast recognition and review | cultural ambiguity; a test is needed |
| Math | compactness and output | Preparation and predefined assumptions |
| Formal-logical | axioms, limitations, consistency | It does not exhaust social meaning. |
| Machine | exchange, validation, requests, automation | Schema without semantics creates false compatibility |
| Art / Ritual | memory, identity, ambiguity | other mode of evidence; cannot be normalized as an instruction |
Landmarks: ISO 24495-1; ASD-STE100; Unicode/CLDR; W3C; Pierce, Morris, Lotman, Cassirer, Eco.
10 / TRANSLATION
Translation is a typed match, not a line replacement
| Type of communication | Meaning | Permitted Use |
|---|---|---|
| exact | The meaning of the terms coincides in the stated context | Automatic exchange after validation |
| close | It’s close, but there’s still a big difference. | show a reservation; do not consider the identity |
| broad / narrow | One concept is wider or already another | obvious conversion with possible loss |
| contextual | The match is valid only in the area, jurisdiction or phase | Required Context Profile |
| proposed | conformity proposed by man or AI | only draft; requires review |
| conflicted | There are competing interpretations. | prohibition of automatic decision; appeal |
| none / unknown | Equivalent is missing or not installed | Preserve Original and Uncertainty |
Safety Rule
No system should silently raise close, contextual, or suggested to explicit. Automatic translation saves the original, model version, confidence and grounds.
11 / IDENTIFICATIONS AND VERSIONS
Stable identity — changeable content — unchangeable history
| Object | Example of pattern | Rule |
|---|---|---|
| Concept | https://id.example.org/concept/{opaque-id} | ID does not contain a variable name and is not re-used |
| Dictionary-series | https://vocab.example.org/biosphere | indicates the current published edition |
| Version of dictionary | .../biosphere/2026-08-29 | Unchangeable image available after replacement |
| Term | .../biosphere#Biocenosis | saved when specified; deprecated when outputted |
| Data Set | https://data.example.org/dataset/water-quality | series separately from the data snapshot |
- Canonization of URI is performed by a single service; visually similar Cyrillic and Latin characters are not considered equal.
- An incompatible change of meaning receives a new ID and a clear connection to the replaced concept.
- The version contains a predecessor, a description of the changes, the date, the author and the evaluation of backward compatibility.
Foundation: RFC 3986, RFC 3987, RFC 8820; OWL 2; DCAT 3; Data on the Web Best Practices.
12 / TECHNICAL GLASS
Open standards allocate roles between presentation, meaning and verification
| Level | Standard | Role |
|---|---|---|
| Symbols and Locales | Unicode, CLDR, BCP 47 | characters, scripts, language tags, local formats |
| Identity | URI / IRI | globally distinguishable persistent links |
| Exchange of Counts | RDF, JSON-LD | machine representation of statements and context |
| Dictionaries | SKOS | concepts, hierarchies and types of conformity |
| Ontology | OWL 2 | classes, properties, axioms and output |
| Validation | SHACL | Verifiable forms and limitations of data |
| Queries | SPARQL | search for links and explainable ways |
| Origin | PROV-O | Who, when, and on what basis did he make the claim? |
| Catalogues | DCAT 3 | publishing sets, versions, services and access policies |
Principle
The stack is chosen not because it is a standard, but because each role has an open format, an automatic test, and a migration path.
13 / VISUAL LANGUAGE
Understanding and accessibility are measured, not assumed
| Monitoring | Project requirement |
|---|---|
| Understanding | ISO 9186- a similar test for each target cultural and linguistic group; the target threshold ≥85% for the usual symbol. |
| Distinction | Elements are recognized at minimum working size; target threshold ≥95%; Confusion of nearby symbols <5%. |
| Availability | The textual equivalent of 100% significant images; meaning is never conveyed by color, form, or position alone. |
| Contrast | Target WCAG 2.2 AA: 4,5:1 for plain text; 3:1 for large text and meaningful graphics. |
| Localization | BCP 47, CLDR, RTL/LTR, fonts and grapheme clusters; flag not used as language designation. |
| Security | ISO 7010/3864 is a separate protected namespace; the characters are not repainted or redefined. |
Cultural protection
Sacred, ethnic and historical symbols are published with a description of the community, the origin, limitations of application and the right of the community to challenge the interpretation.
14 / INTERNATIONAL BENCHMARK
What they give BIS, FSB, IMF, ISO, FATF and the World Bank - and what layer remains to be connected
| Contour | Strength Side | Add-on Task |
|---|---|---|
| BIS / CPMI | ISO 20022, harmonized requirements, glossaries and structured messages. | Linking a financial message to concepts, visual explanations, context, and origin. |
| FSB | LEI, UTI, UPI and global identifier management; updated lexicons. | Add single passport concepts and typed connections entity ↔ product ↔ event ↔ solution. |
| IMF | SDMX, distribution standards, metadata and DQAF data quality. | Link the indicator to the formula, semantics, version, interpretation and applied action. |
| ISO | cross-industry principles of terminology, metadata, codes, and symbol testing. | Collect disparate standards into an operating profile with open machine-readable conformances. |
| FATF | Recommendations, glossary, risk-based approach; differentiation of conformity and effectiveness. | Formalize a controlled dictionary, the context of the norm, the proof and prohibition of automatic legal inference. |
| World Bank | codes and metadata of indicators, methodologies, catalogs and open publication of data. | Combine the indicator with the local concept, solution, cultural presentation and version of the classification. |
Correct claim
The proposed system is designed more broadly along the cross-layer connectivity. It is considered "better" only where the pilot will show a lower error of interpretation and faster tracing - while maintaining compatibility with the source.
15 / CHECK BENEFITS
Ten criteria instead of the declaration "better world institutions"
| Criterion | Basic condition | Purpose of the pilot |
|---|---|---|
| Meaningful ID | Codes and terms are separate. | 100% concepts have a stable ID |
| Traceability | source is searched manually | ≤5 minutes: sign → Definition → Source → solution |
| Multilingualism | translation table | connection type, context and version for 100% matches |
| Machine Check | Valid only format | ≥95% Critically SHACL-checks pass |
| Cultural understanding | Designed by | ≥85% for each test group |
| Availability | added after design | 0 critical violations; 100% text equivalents |
| Origin | Link without chain of solutions | 100% records: source, owner, version, status |
| Federation | Central copy | local owner and reversible displays |
| AI | believable answer | 0 silent exact; all suggestions have confidence |
| Appeal | manual correspondence | 100% Controversial Links Have Log and Solution Route |
Total KPI
Reduction of interpretation defects by at least 30% against the original process in two of the three pilot scenarios.
16 / FEDERAL MODEL
Common Core of Rules: Local Knowledge
| Contour | Possessed | Publish to a common core |
|---|---|---|
| Subject area | definitions, data, experts, restrictions | ID, approved terms, relationships, versions |
| Language / Culture | local names, symbols, sensitivity | proven expressions, contexts, prohibitions |
| Organization | Operating rules and evidence | Application profiles, statuses and origin |
| International source | own standard and classifier | only link, version and type of compliance |
| Semantic Council | not the content of the areas, but the rules of pairing | ID Policy, Versions, Quality and Appeals |
- The shared kernel does not copy or assign an external standard: it stores the link, version, license, and display.
- The local outline may reject the proposed conformity by providing a rationale and alternative.
- Changing the external source triggers the impact assessment; critical entry is updated in the project time frame ≤30 days.
Sovereignty
Federation means compatibility without loss of authorship, jurisdiction and the right of the community to describe its own values.
17 / ECOSYSTEM
Roles are divided - the person remains the subject of the decision
| Component | Role in the Symbolic System | Doesn't |
|---|---|---|
| EQUILIBRIUM | observation, analytics, scripts, KPI, consistency check | Does not make a political or personal decision |
| SFERA | multilingual explanation, participation, competence and feedback | Does not replace project management |
| ECO-PPA | binds contract terms, resources, obligations, KPI and evidence | does not perform work |
| SPECZASHCHITA | Controlled operational language for tasks, states, and incidents | Not the only validator. |
| Heritage archive | originals, versions, origins, registers, solutions and cultural variants | does not rewrite the previous editions |
| Human / Organ | Approves controversial meaning, limitation and action; considers appeal | does not delegate the responsibility of the model AI |
AI-assistant
AI can extract candidate concepts, offer translations, and identify conflicts. Publication of regulatory compliance requires an authorized human decision.
18 / LIFE CYCLE AND ARCHIVE
No word of meaning disappears without a trace.
| Status | Action | Withdrawal |
|---|---|---|
| S0 Candidate | extract from source or participant's proposal | original, author, date, rights |
| S1 Breeding | object, concept, term and expression are separated | Cards and Communications |
| S2 Formalization | relationships, constraints and units are specified | SKOS/OWL/SHACL-profile |
| S3 Conformities | Comparison of languages and external contours | exact/close/broad/narrow/contextual |
| S4 Verification | expert, machine, cultural and affordable | Protocols and defects |
| S5 Publication | version approval and scope | Invariable Image |
| S6 Operation | observation of actual understanding and errors | metrics and incidents |
| S7 Replacement / Archive | new version, deprecated, superiors, migration | history and feedback |
Appeal
The disputed interpretation preserves the parties, the evidence, the temporary rule, the decision and the possibility of reconsideration. The original has not changed.
19 / KRISTALL741 AND CATALOGUE 260
Module addressing is not sacral code and not proof of truth
Address Formula
19 Systems × 13 Phases × 3 Scale = 741 module. Each module is assigned a space of concepts, rules and evidence 260 serves as a managed set of basic concepts and indicators.
| Element | Working function | Limitation |
|---|---|---|
| 19 Systems | Subject contours of observation and balance | the list is subject to verification and version |
| 13 Phases | Life cycle from design to archiving | Does not replace the industry process |
| 3 scales | population, state/society, planet/biosphere | Links between scales require explicit rules |
| 741 module | address for requirements, data, terms and checks | Not a rating and not a standard in itself |
| Catalog 260 | The first managed dictionary of general concepts/indicators | pilot starts with 60 priority units |
| SUR-810 | neighboring trace and completeness contour, if confirmed by the method | not mixed with passport concepts without defining the role |
In the pilot, the practical utility of addressing is checked, and not the universality of the numerical design.
20 / PILOT SCENARIES
Three cases test the natural, financial and operational meaning
| Scenario | End-to-end chain | Verification |
|---|---|---|
| Biocenosis and water quality | observation → term → map/symbol → unit of measurement → ontology → solution | Does it make sense to the ecologist, resident, operator and model? |
| ECO-PPA: Commitment and KPI | Item of document → concept_id → formula → SHACL → Proof → calculation | Is it possible to exclude different interpretations of the result and double counting? |
| International Finance / Compliance | BIS/FSB/IMF/ISO/FATF/WB → display → Local term → Event | Whether the source version, type of compliance and legal reservation are retained |
Minimum volume
60 Concepts × 2 Language × minimum 3 presentation; six outer contours; not less 50 participants in each cultural and linguistic group for the symbol test.
- The original process is fixed before implementation so that the comparison of errors and time is honest.
- All critical conclusions are independently reviewed; a sample of tests is specified by a statistical calculation.
21 / PLAN 90 DAYS
The five stages end with verifiable artifacts
| Timeframe | Work | Control output |
|---|---|---|
| Days 1–15 | Charter, areas, roles, initial errors, analysis of six external contours | approved frame and baseline |
| Days 16–30 | concept model, ID/version policy, dictionary of connection types, management | sheet 1.0 and GO-1 |
| Days 31–55 | eight registers, 60 concepts, RU/EN, formal forms and API | the Demo Registry |
| Days 56–75 | Three scenarios, AI-assisted mapping, visual and accessibility tests | Defects and Adjustments |
| Days 76–90 | independent verification, retest, assessment KPI, migration plan | Solution GO / GO WITH CONDITIONS / STOP |
Stop-condition
If the project cannot show the origin of the critical value, the right of appeal or reversible compliance with an external source, the publication of this outline is blocked.
22 / KPI AND SOLUTION
Success - Proven Compatibility Without Losing Meaning
| KPI days 90 | Goal |
|---|---|
| Basic concepts | ≥60; 100% have ID, definition, owner, source, version and status |
| External correspondences | BIS, FSB, IMF, ISO, FATF, World Bank; 100% with type of communication and version |
| Complete required fields | ≥98%; Active Duplicate ID — 0 |
| Machine validation | ≥95% critical forms pass; each defect is classified |
| Understanding the symbols | ≥85% in each group; opposite dangerous error ≤1% |
| Availability | 100% text equivalents; 0 critical defects WCAG 2.2 AA |
| Tracing | median ≤5 minutes from expression to source and solution |
| Errors of interpretation | Decline ≥30% the Baseline 2 from 3 Scenario |
| Dispute management | 100% contested mappings have owner, log and appeal route |
GO Solution
Mandatory thresholds of traceability, origin, safety and appeal are reached; the economic effect is confirmed in at least two scenarios.
23 / RISKS AND PROTECTION
The main danger is not a technical error, but an imperceptible substitution of meaning
| Risk | Protective rule |
|---|---|
| False Universality | federation, context and local community right to their own description |
| Automatic Equivalence | types of mapping, confidence, human assertion, prohibition of silent exposure |
| Mixing the modes of truth | separate profiles: scientific, legal, artistic, sacred, operational |
| A culturally dangerous symbol | prescreening, local testing, text equivalent and recall |
| Reusing ID | immutable identity, deprecated, supersedes and page-monument |
| Dependence on the platform | open formats, portable schematics, uploading and recovery test |
| Licenses Standards | store only permitted data, links, versions and own displays |
| AI-hallucination | original, provenance, model version, basis, reviewer and appeal |
| Supercentralization | local ownership of primary data and the minimum required overall layer |
Man is a Subject
No recommendation of the model turns into a normative meaning, right, prohibition or sanction without an authorized human decision and an accessible challenge mechanism.
24 / RESULTS
The system is stronger not by the scale of the application, but by the quality of the monitored communication
Concept in one line
Concept ID → Definition → Communications → Terms of different languages → Symbols and Formulas → Machine rules → Application → Proof → Version → Appeal.
- Use BIS, FSB, IMF, ISO, FATF and World Bank as compatible industry sources, not as competitors.
- Measure the advantage of trace time, number of interpretation defects, completeness of origin, and quality of understanding.
- Start with 60 concepts and three scenarios; expand catalog 260 and address 741 only after independent GO.
- Secure federal ownership, immutable versions, accessibility, cultural verification, and right of appeal.
- To leave a person with authority and responsibility; AI is the role of a probabilistic assistant.
Proposed next step
30-minute installation session: 10 minutes - area and boundaries; 10 minutes - six outer contours; 10 minutes - approval of three cases and the composition of the expert group.
