1. The Water Portal Mission

The Water Portal is a functional circuit of the EQUILIBRIUM system, designed to observe, preserve and restore the water basis of life. It integrates natural processes, people, territory, infrastructure, data, technology, and recovery economics into a single managed system.

Objectives

  • preservation of water availability and quality;
  • early identification of environmental risks and pollution;
  • restoration of water bodies and related biocenoses;
  • reducing water loss and inefficient consumption;
  • creation of a digital water passport of the territory;
  • formation of the economy of regeneration and responsible water use;
  • inclusion of citizens, science, business and the state in a single water cycle.

2. Five water contours

1. Source

Origins, catchment, groundwater, snow and glacial reserve, precipitation, natural formation of runoff.

2. Wednesday

Rivers, lakes, marshes, seas, soil moisture, plants, animals, microorganisms, and related biocenosis.

3. Man

Drinking water, sanitation, health, culture, recreation, safety and quality of life.

4. Economy

Industry, agriculture, energy, utilities, logistics, water-intensive production and reuse.

5. Return

Purification, additional purification, infiltration, restoration of water bodies and return of water to the natural cycle.

3. Seven Stages of the Water Cycle

1. Source - Determine the origin, volume and vulnerability of water.

2. Observation - Collect data on quantity, quality, and changes.

3. Diagnostics - Identify pollution, deficiency, loss, anomalies and sources of risk.

4. Cleansing - Remove pollution and reduce their flow.

5. Recovery: Restore the ecosystem’s ability to self-regulate.

6. Transfer — Transfer water, knowledge, responsibility, and practice to the next link.

7. Return - Return the purified water and the result of the action to the overall natural cycle.

4. Biocenosis monitoring point

The biocenous point of monitoring is the digital “sensation organ” of the territory. It observes not one indicator, but an interconnected organism of the territory and helps to distinguish natural fluctuations from dangerous changes.

Five issues of monitoring

  1. What is happening to water and the environment right now?
  2. Is the change natural or dangerous?
  3. Where is the source of the impact?
  4. How does this affect biocenosis and humans?
  5. What action is required and how urgent is it?

Observed layers

  • atmosphere and precipitation;
  • surface and groundwater;
  • soil and sediments;
  • plants, animals and microorganisms;
  • People and sanitary and hygienic indicators
  • technogenic load and infrastructure.

Baseline groups of indicators

GroupExamples
Physicaltemperature, turbidity, electrical conductivity, level, flow rate
ChemicalpH, oxygen, nitrogen, phosphorus, metals, petroleum products, organics
Biologicalmicrobiology, phytoplankton, indicator species, DNA markers
Hydrologicallevels, floods, drought, water balance
Anthropogenicdischarges, fences, losses, accidents, land load

5. Digital water passport of the territory

Digital water passport is a dynamic model of the territory, combining registers of water bodies, users, sources of pollution, infrastructure, measurements, risks, restoration projects and history of changes.

  • The geography of the catchment and hydrographic network;
  • water supply sources and sanitary protection zones;
  • water quality and dynamics of indicators;
  • water users and the volume of the fence;
  • discharge points and potential sources of exposure;
  • treatment facilities and infrastructure;
  • Environmental risks and scenarios;
  • recovery projects and their effects;
  • Responsible organizations and response regulations.

6. 365 Water Events

The annual cycle of the Water Portal is built as 13 cycles for 28 days and one Return Day. An event is not only a public action, but also a measurable action: observation, training, cleaning, restoration, saving, research or transfer of practice.

  • 1. The "Source" Cycle
  • 2. The “Observation” Cycle

  • 11. The "Recovery" Cycle
  • 12. "Transmission" cycle
  • 13. Cycle "Sync"

Day 365 - Day of Return: annual balance of water, results, errors and the next cycle.

7. Relay of Water

The Water Relay translates knowledge about water into a sequence of real actions. Each participant receives a simple task, performs it, fixes the result and transfers the practice further.

Get - Choose action and territory.

Make — Take measurement, assist, clean, save, or recover.

Confirm - Capture photos, data, sensor readings or act of result.

Explain — Briefly describe what has changed and why it matters.

Transfer - Transfer to the next member or organization.

Verify - Check the effect and compare it with the data of the territory.

Examples of events

  • check household leakage and eliminate it;
  • measure water quality at a local point by the available protocol;
  • clean the shore area and record the amount of waste collected;
  • teach a lesson about the water cycle;
  • restore the spring together with profile specialists;
  • collect data on the status of small watercourse;
  • Re-use of technical water in the plant.

8. The Economics of Recovery

The Water Portal’s economic model is built around preventable damage, reduced losses, reuse of water, restoration of natural capital, and a proven environmental effect.

ContourEconomic impactIndicator
Loss of waterreducing costs and loadsm³ Saved Water
CleaningReducing environmental damageMass of removed contaminants
ReuseReduction of fresh water intakePercentage of returnable water
RecoveryGrowth of natural capitalArea/length of restored ecosystems

WATER.ESTAFETA — 365 events, education and public participation.

Water.Recovery - rehabilitation of water bodies and return of water to the natural cycle.

11. Management and indicators

Levels of management

  • territorial point / object;
  • municipal water circuit;
  • basin or regional contour;
  • Federal/national level;
  • international contour of transboundary basins.

Key KPI

  • the proportion of water bodies with regular monitoring;
  • the average time of detection of a dangerous anomaly;
  • the amount of water loss prevented;
  • the proportion of water reused;
  • Number of water bodies and sites restored;
  • reduction of the polluting load;
  • number of territories with a digital water passport;
  • number of participants and confirmed events of the Water Relay.

Principles of Evidence

Each claimed effect must have a reference point, a measurable indicator, a data source, a verification method, a responsible and control measurement after the intervention.

12. Road map

3. Region12–24 monthsmonitoring network, municipalities, business, water economy
4. Zoom2–4 yearsInterregional system and common standards
5. International contour3–5 yearscomparable data, cross-border projects, technology exchange

13. Final architecture

The Water Portal at EQUILIBRIUM creates a continuous circuit between nature and management. Its task is to make water not the object of a belated response, but the basis of preventive management, restoration of territories and long-term security.

Water is a life that has to come back.

The Meaning of Water Portal

Water as a universal contour of life and recovery

Water is not just a natural resource. In EQUILIBRIUM, it refers to the ability of a territory, a person, and a community to preserve, purify, recover, and maintain continuity of flows.
