Culture as the basis of the system
In the system of five platforms, culture determines the quality of goals and ways to achieve them. Technology can increase the scale of an action; culture determines what the action is done for, what consequences are taken into account, and what a person considers acceptable. Therefore, the cultural issue is already present in the selection of the research task, the design of production, the allocation of resources and the approval of the rules of participation.
Culture finds organisational expression in everyday norms. Promises must match capabilities. Knowledge must remain connected to its source. Every decision must have a responsible person. Work must be handed over to the next participant in an understandable form. Mistakes must become a basis for correction and learning. This understanding connects a high aspiration with the quality of a concrete action.
Cultural development cannot be reduced to counting concerts, exhibitions, meetings or visits. These activities can matter when they develop the ability to understand, create and cooperate. The programme’s assessment has a broader focus: what experience has been gained, what skills have been passed on, what has improved in joint work, and what results remain in the community’s life.
Spirituality, morality and action
Spirituality is expressed through the search for meaning, conscience, dignity, care for others, inner discipline and the ability to take responsibility for one’s own choices. People may understand these through a religious, philosophical, family or other cultural tradition. Shared work respects freedom of conscience and does not require identical answers to the ultimate questions of existence.
Moral meaning becomes socially significant through action. Conscientiously completed work, preserved authorship, acknowledged mistakes, care for vulnerable people and responsible use of shared resources create an observable culture of cooperation. Documents record the quality of actions and conditions of participation. A person’s inner dignity and spirituality are not converted into an administrative score.
Service in the programme means voluntarily accepting useful responsibility. Participants know the boundaries of their roles, have the right to ask for support and may end participation that was not agreed. Care for shared endeavour includes care for people’s ability to continue a constructive life without humiliation or exploitation.

Culture is the foundation of the system. Each platform expresses it in its own subject matter. No function in itself constitutes legal subordination: powers and obligations are established by separate agreed decisions.

Culture of scientific knowledge
Scientific knowledge in the programme is characterised by the ability to trace how a conclusion was reached, rather than by solemn language. Researchers state the question, measurement method, observation conditions, limitations and grounds for interpretation. If data are insufficient, this remains recorded in the document and is not replaced by a confident assertion.
A philosophical idea, spiritual image or artistic metaphor can guide inquiry. Moving to an empirical claim requires defined quantities, an observable relationship and a verification procedure. Cultural maturity in research includes the ability to distinguish these forms of knowledge without devaluing their respective purposes.
Respect for authorship covers both original work and borrowing. Registers preserve the source, version, method of adaptation and the new document’s connection to its source. Renaming it EQUILIBRIUM does not appropriate other people’s ideas or change the document’s history.
Culture of work and production
The production result expresses culture in design, usability, maintainability, quality of instruction, attitude to material and person. The project must take into account the entire life cycle of the result within the available limits: the creation, application, maintenance, transfer and completion of use.
Skill develops when participants understand the quality criterion and receive meaningful feedback. A mentor explains the method and helps the learner recognise mistakes; the person doing the work records decisions so that someone else can continue it. Accumulated experience becomes a shared resource while agreed rights and authorship are preserved.
Acceptance of the result includes checking the completed task and the suitability of the documentation for the next step. A beautiful presentation of the project does not replace the accepted product, workflow or replicable knowledge. Representative materials show what has been achieved within the boundaries that are confirmed by the project itself.
Culture of education and continuity
FENIX’s educational role is to develop the ability to understand the world and act constructively within it. The route connects the meaning of a question, study of sources, mastery of a method, independent work and discussion of results. Learners participate in culture through a method of activity they have mastered, rather than only through familiarity with terms.
ORION supports continuity by preserving the history of an idea, the author’s testimony, the context of practice and the grounds for change. The archive should make clear what belongs to the original author, what a new edition added and why it emerged. Heritage is passed on together with questions, contradictions and unfinished inquiries.
Families, workshops, research groups, schools and local communities can participate in passing on experience in an agreed form. Participation does not require a shared religious or philosophical affiliation. The common task is to develop independent judgement, respectful communication and the ability to bring useful work to completion.

The profile is completed when the project is defined and updated after acceptance. It links purpose, work and evidence of results. Its fields are used to analyse the project; they do not assess an individual’s moral worth.

Proposed ninety-day implementation cycle
The cycle is a proposal for one pilot project. Before work begins, participants choose a task, assign responsible people and confirm available resources. The countdown starts after that decision; the document itself does not set an actual launch date.

Maturity criterion
A culture of creation becomes visible when a shared purpose withstands the test of everyday action. Participants can explain a decision, acknowledge a limitation, correct a mistake, preserve human dignity and pass on a quality result. These signs are considered through specific episodes and evidence.
The programme selects a small number of observable indicators: how clear instructions are to users, the completeness of data provenance, the completeness of work handovers, the quality of independent learning projects, and the time and outcome of handling enquiries. Values are obtained through observation. Unmeasured qualities are not presented as numerical achievements.
Such an understanding of culture combines spiritual meaning, moral responsibility, scientific knowledge and skill. Its practical task is to make each of the five platforms an environment in which a person can understand, create, and preserve what is created with others.
