Seven new areas have been included for project development. Together with the four agro-industrial profiles prepared earlier, the supplements of 26 October cover 11 projects. This figure refers to the current supplements, rather than the entire SPECZASHCHITA portfolio.
The new profiles are based on information provided by Sergey Leonidovich Sokolov on 26 October 2026. All amounts, capacities, payback periods and market estimates below are reported parameters. No technical, financial or legal review has been conducted. Financing and the participation of the named companies have not been confirmed.
1 Removal of total sulfur from petrol and diesel fuel
Working code SZ-IND-20261026-01
The initiator reports an available technology and chemical process for hydrogenation. The objective is engineering and industrial implementation worldwide.
Investment: an average of 10 million USD for a capacity of 1 million tonnes/year; 100 million USD for 10 million tonnes/year. For comparison, the initiator cites 1 billion USD for conventional technology with the same capacity. Claimed savings: capital expenditure reduced by a factor of 10 and operating expenditure by a factor of 2. Payback period: up to 1 year. Overall investment scale for this area: 10–30 billion USD.
To be clarified: the rights holder, process flow, test results, feedstock composition and product quality; a consistent scope for comparing costs; the pilot budget and payback model. The name of the process requires confirmation through technical documentation.
2 Reagents for treating oil, condensate and gas
Working code SZ-IND-20261026-02
Production of reagents to remove ethyl mercaptan and hydrogen sulfide from oil, gas condensate and gas; expansion of production capacity.
Investment in the current project and expansion: 10–100 million USD. According to the initiator’s estimate: the Transneft segment represents 530 million tonnes/year and 2.5 billion USD; the KazMunayGas segment represents 73 million tonnes/year and 350 million USD/year. The period covered by the monetary estimate for the Russian segment needs to be clarified.
To be clarified: throughput, reagent consumption per tonne, price, production cost and effectiveness with different types of feedstock. The named companies are market reference points, rather than confirmed customers. The volume of feedstock transported does not, by itself, determine demand for the reagent.
Processing of industrial waste and metallurgy
3 Recovery of metals from industrial waste in Voskresensk
Working code SZ-IND-20261026-03
Processing of waste dumps to recover precious and rare earth metals. The reported total volume of industrial waste available for processing is 350–400 million tonnes; annual capacity is not specified separately.
Investment scenarios: 50, 100, 150 or 200 million USD, depending on capacity and the mix of metals recovered. The reported payback period is 1 year. The annual value of recovered gold alone is stated to be at least 2.5 billion USD. The estimated value of the gold contained in the waste is 100 billion USD, excluding other precious and rare earth metals.
To be clarified: the exact location and owner of the waste dumps, processing rights, independent sampling, metal grades, recovery rates, annual capacity and residual waste. The estimated value of metal contained in the waste must be distinguished from revenue, profit and project value; the reference gold price and valuation date are required.
4 Mining and processing of metals in Karelia
Working code SZ-IND-20261026-04
The Lobash project: copper, silver, gold, platinum and molybdenum, according to the initiator’s list. Development of mining and processing is proposed, including high-purity copper products.
Investment: 150–200 million USD. Payback period: 1.5–2 years. The reported estimate of reserves at the current rate is 10 billion USD; the date and pricing basis are not specified. The initiator proposes a scenario of up to 100 billion USD if the copper is converted into fine-particle products with a purity of 99.9999%.
To be clarified: the exact site and licence, confirmed reserves for each metal, process recovery rates and product composition. The wording “high-frequency indicators 99.9999” needs clarification; here it has provisionally been interpreted as purity. Multiplying the reserve valuation by 10 is the initiator’s hypothesis and requires calculations of yield, costs, price and product sales volume.
Relationship between the two projects
Consider Voskresensk and Karelia separately: the projects have different feedstock bases, rights to assets and production processes. The potential use of a shared metal purification technology can be considered after testing feedstock from each site.
Metals trading and water production
5 Export of high-purity copper
Working code SZ-IND-20261026-05
A trading initiative to export copper of a reported purity of 99.9999% to Europe. The target monthly turnover is USD 10 million; the volume in tonnes is not specified.
The proposal envisages investment in trading, with no separate amount specified, and obtaining a collateral instrument of 10–50 billion EUR to invest in projects worldwide. The type of instrument, its issuer, collateral and terms of use have not been provided.
To be clarified: the source and origin of the copper, independent purity certificates, counterparties, contract volumes and terms, and working capital. The collateral instrument requires a legal structure, identification of the owner of the collateral, a valuation, a lender and financing terms. Export turnover alone does not demonstrate that an instrument of this size can be obtained. Applicable export and sanctions restrictions must be checked before transactions are executed.
6 Water production at Lake Baikal
Working code SZ-IND-20261026-06
Acquisition of the Baikalika production asset, launch or restoration of production, and organisation of product sales in Russia and other countries.
Investment in production: 55 million USD. Marketing and advertising for the Russian and global markets: 100–900 million USD. The reported payback period is 3 years after commissioning. The allocation of the marketing budget by market and period has not been determined.
To be clarified: the legal entity and the assets being acquired, whether the purchase price is included in the 55 million USD, rights to the water and brand, capacity and the actual condition of the production facilities. Separate launch and promotion budgets, sales channels and a payback model that includes all expenses are required.
Recording financial indicators
Investment requirements, trading turnover, the value of contained metals and the face value of the collateral instrument are recorded in separate fields. Adding them together does not yield the portfolio’s investment budget. US dollars, euros and roubles are retained in their original currencies without conversion.
Environmental programme for poultry farms
7 Processing of poultry manure in Russia
Working code SZ-IND-20261026-07
An environmental project for the removal and processing of faecal waste from poultry farms in Russia. According to the initiator, the project is ready. No project documentation is attached to this record.
Total investment: 1.5 trillion RUB. The reported payback period is 4 years after commissioning. Processing volumes, the number of sites, the order of commissioning and final products are not specified.
To be clarified: the contents of the completed documentation, technology, list of poultry farms, manure volumes and properties, logistics, sites and permits. A cost estimate by phase, a revenue model, feedstock and offtake contracts, and evidence of the environmental outcome are required.
Proposed integration into SPECZASHCHITA
SPECZASHCHITA: maintaining project profiles, organising cooperation and monitoring implementation after participation is agreed. EQUILIBRIUM: monitoring production, financial and resource indicators. The environmental project may be linked with BIOTRON and the poultry farm in Krasnodar Krai listed earlier; specific participation will be determined after a technical assessment.
Next steps for the seven areas
1. Appoint a coordinator and obtain information on the initiator, technology rights holder and asset owner for each project.
2. Compile project profiles: location, capacity, products, readiness stage, rights, cost estimate, schedule and financing requirements.
3. Check the underlying calculations: investment, operating costs, product yield, prices, sales and payback period.
4. Identify a pilot and criteria for proceeding to industrial scale; determine the implementers and checkpoints.
5. After the review, present a separate decision for each project. The status of the current entries is: included for project development.
All seven new profiles have their own working codes. The previous four agro-industrial projects retain their codes SZ-APK-20261026-01–04.
