These rules disclose the procedure for payments on the site and do not replace the Charter, decision of the competent authority, regulations of a specific program, individual application or agreement. In case of discrepancy, signed and approved documents are used.
General Rules
The cooperative accepts contributions only where there is a documented basis. The type, amount, and payment purpose must match the individual assessment. Funds are accounted for separately by cooperative member, contribution type, and targeted program.
A public description of the program on the website allows you to get acquainted with the direction of work, but does not in itself create an obligation for the cooperative to accept money or include a visitor in the program.
Joining a cooperative
- A citizen or organization submits a written application for admission and the necessary information.
- The cooperative council considers the application in the manner and within the period established by the Charter.
- Following a positive decision, separate assessments are issued to the applicant for the admission contribution and share contribution, or for the prescribed portion of the share contribution.
- After the decision of the Council and the fulfillment of the conditions for contributions, the information is entered into the register, and membership is confirmed by the document provided for in the Charter.
Signing an application or paying only the admission contribution does not in itself confirm the status of a cooperative member. Until the reception is completed, the payer remains the applicant.
Contribution to an Approved Targeted Program
- The cooperative member selects an active program and reviews its regulations, objectives, term, budget, and the conditions governing whether the contribution is refundable.
- The cooperative member submits a participation application and states the proposed level of participation if it is not established by the program documents.
- The cooperative confirms the possibility of participation and creates an accrual with the program code.
- After payment, the receipt is recorded in the cooperative member’s personal account and in a separate program account.
An earmarked contribution may not be assigned a generic payment purpose without the program name and application or assessment number. Each program must separately state whether the contribution is refundable, non-refundable, or an earmarked share contribution.
If a cooperative member initiates a new program
The phrase “I initiate the program and my share is such and such an amount” is a statement of offer, but not yet a basis for payment. The statement must describe the purpose, activities, estimated budget, deadline, form and size of the share, control procedure and expected result.
The cooperative checks the initiative’s compliance with the Charter, assesses the risks and source of funds, determines the type of contribution and approves the program regulations or concludes the necessary documents. Only after this is an individual accrual created.
If the initiative has not been approved, the cooperative will not accept an earmarked contribution or share contribution through the website. Funds received without a documented basis must be identified and returned as an erroneous payment.
Property share contribution in non-cash form
A share contribution may be made in cash, securities, property, property rights, or other rights with monetary value. Merchant acquiring applies only to monetary contributions.
For a non-monetary contribution, at a minimum, the following must be drawn up: an application from the cooperative member, documents on the right to the asset, a description and monetary valuation, a decision to approve the valuation and acceptance of the contribution, an acceptance certificate and an entry on the personal account. For intellectual or other rights, the scope of transferred rights, territory, term and restrictions on use are additionally recorded.
Documents and Accounting
For each contribution, the cooperative retains the complete supporting record: an application or agreement, a decision of the competent governing body, the assessment, bank confirmation, the accounting entry, and the personal account statement. For an earmarked contribution, the program regulations and separate analytical records of the use of funds are also retained.
The payment purpose must clearly identify the cooperative member, the type of contribution, and the program. A single payment must not combine an admission contribution, share contribution, and earmarked contribution.
Important Limitations
- The contribution is not a bank deposit, a loan to a cooperative, or the purchase of a security.
- Depositing a share does not guarantee a fixed income, payback period or increase in the value of the share.
- Cooperative payments are possible only if there are grounds, financial results and a decision of the competent authority.
- Targeted funds are used within the approved program and are accounted for separately.
- Payments by third parties, splitting of payments and discrepancies in the source of funds may require additional documents for verification under 115-FZ.
